黨員集體退黨早有預謀? 蔡智勇:樂觀心態看待

(莎阿南29日訊)農業及農基工業部副部長拿督蔡智勇,表明自己並不會去猜測黨員集體退黨是否早有預謀,反而認為必須以樂觀心態看待事情。

他說,任何人都有權加入黨或退黨。

“其實反對黨也面對這方面的問題,他們的州議員和國會議員退黨,影響到他們的州政權。”

他說,馬華自2008年至今,已招收3萬5000名新黨員,但如果退黨的黨員未達到10%是無需擔心,因為並不會造成太大問題。

蔡智勇今晚出席“熱愛雪州慶龍年,花燈創作比賽”后,向媒體這么指出;出席者包括雪州國陣青年團宣傳主任鄭有文。

蔡智勇也說,黨將會探討退黨根源,因為政黨必須時時刻刻求進求變,甚至展開政策,吸引更多新成員加入。

他說,不只是政黨,任何公會都會出現意見分歧的情況,沒有100%的團結,但政黨是否有能力處理黨內紛爭,才是最關鍵和值得關心。

“自從新的領導層被中央代表委任或328當選后,中委方面都是抱著容納的態度,不以派系看待整個問題,馬華也比較團結。”

無論如何,他說,目前最重要的是凝集力量,應付大選到來。

PAS using different terms to fool the people, says Tee Yong

KUALA LUMPUR: PAS is still keen on an Islamic state and is just using different terms to fool the people, MCA Young Professionals Bureau chairman Datuk Chua Tee Yong said.

“The fact that PAS declines to explain the implementation of hudud law shows its ulterior motives in building an Islamic state and its hidden agenda,” Chua said.

A local Chinese daily recently reported that PAS Youth leader Nasrudin Hassan had issued a statement saying the implementation of hudud law should not be delayed because the people still do not understand it.

“If the people do not understand PAS' concept of hudud, how can they be expected to make a decision?” Chua asked.

“PAS has claimed that hudud law will not affect non-Muslims. DAP and PKR non-Muslims MPs still remain silent, and we have not seen anyone making a stand on this matter.”

Chua said that PAS was actively promoting itself and evading the main issues.

“On one hand, it claims it wants to implement a welfare state, but on the other hand it says the welfare state will be based on the principles of hudud,” Chua said.

According to Chua, both PAS president Datuk Seri Abdul Hadi Awang and PAS Selangor exco member Datuk Hasan Ali had said that an Islamic state and a welfare state were the same, with the only difference in its wording.

“Since there is no difference between an Islamic state and a welfare state, then the establishment of an Islamic state will be the main goal if it is included in Pakatan Rakyat's manifesto,” Chua said.

“Even if Pakatan Rakyat does not include this in the manifesto or Buku Jingga, it is nothing but a political sweetener and is meaningless as PAS has never respected its partners in Pakatan,” he added.

Chua went on to say that the statements from the PAS leadership had confused the people.

He said that whenever Barisan Nasional questioned them on their change of plans, Barisan was accused of demonising hudud law when in fact Nasrudin had said that the establishment of a welfare state was the first step towards establishing an Islamic state.

Comply with hygiene and operational standards, poultry farmers told

PUTRAJAYA: Poultry farmers in Johor have been given a six-month extension to comply with hygiene and operational standards.

Deputy Agriculture and Agro-based Industry Minister Datuk Chua Tee Yong said that 57 poultry farmers who received orders to cease operations by the Johor Veterinary Services Department's have been given until June next year to improve.

“They have pledged to make the necessary improvements to comply with the requirements.

“However, I hope both parties will improve their communication to avoid future misunderstandings.

“The state authorities should take the initiative to engage the farmers, and the farmers should consult the state authorities on the standards required of them,” he added.

Chua was speaking to reporters after chairing a meeting between representatives of the Department and three poultry associations in Johor.

The poulty farmers had complained to the media that they were asked to cease operations early this month.

They alleged it might have been linked to their refusal to let a private company collect chicken waste from their farms.

The Department had earlier issued them with a notice to improve conditions after it conducted an audit following public complaints.

“The farmers appealed to us in May and we granted them six months to improve,” said the department's director Dr Kamarudin Md Isa.

“However, when we conducted checks recently, we found that many of them still had not improved,” he added.

Responding to the farmers' allegations that the department did not give them details on the improvements required, Dr Kamarudin said some were not present when department officials conducted the checks.

蔡智勇:包括貓狗等寵物‧正視動物福利問題



(吉隆坡15日訊)農業及農基工業部副部長拿督蔡智勇說,政府將會嚴正看待涉及寵物,如貓只及狗只的各種動物福利問題。


他發表文告強調,政府也將探討如何在國內灌輸維護動物福利的文明思維。

“農業及農基工業部今早在布城,與4個動物福利非政府組織的代表會面,即馬來西亞狗只保護協會(MDDB)、防止虐動物協會(SPCA)、PAWS大馬動物福利協會及救援流浪貓狗協會(SAS)。他們向我提出,這些非政府組織在維護動物福利時,所面對的多個問題。”


“馬來西亞狗只保護協會日前向媒體表示,他們高度關注寵物店出售小狗及小貓的問題,因此我在閱讀相關報導後,立即召開這項會議。”

蔡智勇說,農業部已成立大馬動物福利理事會,而農業部也正積極接觸參與維護動物福利的各個相關單位與組織。


“這項會議的目的也是要瞭解非法繁殖場所引起的各種問題。上述非政府組織也提出夜市出售寵物的情況。我已經要求動物福利非政府組織與獸醫局緊密合作,聯手解決非法寵物繁殖場的問題。”

Ministry pledges to look into animal welfare issues


PUTRAJAYA: The government will look into several issues related to the welfare of companion animals like cats and dogs.

Deputy Agriculture and Agro-Based Industry Minister Datuk Chua Tee Yong said this after meeting representatives from four animal welfare organisations at his office here yesterday.

They were from Malaysian Dogs Deserve Better (MDDB), Save A Stray, Society for the Prevention of Cruelty to Animals and PAWS Animal Welfare Society Malaysia.

Chua said efforts would be made to improve the current situation, including educating the public on animal welfare.

He had called for the meeting after MDDB had expressed concern about the practices adopted by some pet shops.


It had asked the authorities to ban the sale of companion pets at these outlets as it had given rise to backyard breeders and puppy mills.

Chua acknowledged the fact that the current situation has allowed some unscrupulous people to make money.


“We will come up with guidelines after consulting everyone, including the public. We hope to come up with a win-win solution for all,” he said.

Chua added that an Animal Welfare Council has been formed and the ministry was engaging with all stakeholders involved.


The council is chaired by minister Datuk Seri Noh Omar.

MCA seeks withdrawal of Computing Bill


MCA has sent a memorandum of protest to the Science, Technology and Innovation Ministry (Mosti), calling for the proposed Computing Professionals Bill 2011 to be withdrawn.

“We cannot support this, and therefore seek the withdrawal of the proposed legislation,” said the Chinese-based party's Young Professionals Bureau chief Chua Tee Yong (left).


Speaking to reporters at Mosti's Open Day in Putrajaya after handing the memorandum to the panel that drafted the Bill, Chua, who is also Labis MP, outlined concerns he said plagued the “ill-conceived” document.

Chua's concerns include punitive clauses in the proposed Bill to punish computer professionals who practise without registering with the Board of Computing Professionals Malaysia.

Another is that the certification required for computer practitioners may cause more unemployment, instead of solving jobless IT professionals' problems as claimed by proponents of the Bill.

Additional financial burden and bureaucractic headaches for computer professionals are other concerns of the bureau, he said.


These concerns, said Chua, arose from consultations and comments his bureau received from companies and IT professionals who have highlighted their concerns about the Bill to his bureau.


The Labis MP said that if the ministry wanted to proceed with the Bill, which he believes has a valid purpose, “it must overhaul the present draft".

It should also go back to stakeholders, such as programmers and other IT professionals, and come up with a consultative Bill that will address all issues that have been left unaddressed and "take into account all sides of the equation”.

However, he clarified that as of now MCA's stand against the Bill was at the bureau stage, as it had yet to be endorsed by the presidential council.


Chua hoped that Mosti would also take into account the views of the IT grassroots that had been expressed through the memorandum, as well as those who spoke out at today's open day.

蔡智勇:太多繁文缛节 电脑专才法案阻创意

(布城13日讯)马华指2011年电脑专才法案设定太多繁文缛节,阻挠乃至影响到创意与革新的概念,因此,建议科学、工艺及革新部修改有关法案或放弃提呈有关法案至国会。


马华青年电脑专才局主任拿督蔡智勇说,该法案没有明确方向来发展资讯工业,因此,该局不会支持该法案。

他今午连同该局副主任王晓亭及马华怡保东区妇女组主席黄美圆到科学、工艺与革新部举行的“2011年电脑专才法案”开放日,提呈建议书予科艺部资讯组主任阿米鲁丁博士后,向记者发表谈话。

他认为科学、工艺及革新部应先成立咨询法案,听取各方面的意见,包括专才与资讯工业领域后,才拟定各方接受及合适的法案。


邻国得益

蔡智勇说,若法案通过,得益的是与我国竞争开发资讯工艺的邻国如新加坡与印尼,因为法案已限制我国资讯的发展。

他说,大多数电脑专才都不是来自大学毕业及持有文凭,全世界也没有这种规定与条例,也没有听说过全世界有电脑专才工作会违反条例(注册),受到对付包括罚款或坐牢。

“法案有很多负面与混淆的部分,如法案列明专才要注册;此外,事理会批准课程的权限也具争论性,没有上诉渠道。”

他说,开放日不应该只限一天,应该开放更长的时间,让民众及业者能提呈意见。


科艺部开放日火药味浓


科学、工艺及革新部建议的科技专业法案惹人诟病,使到该部今早举办的开放日充满火药味,逾百出席者呛声不断。


科艺部今日办开放日,特为科技专业法案向资讯科技专才收集意见,不过,出席者同声反对,认为新法令将破坏专才的创意与革新能力。


出席者对新法案感到担忧,包括法案中指的“语言引用”模糊不清,一旦成为法令,将抹杀大马资讯科技专才的革新能力。


开放日于今早10时开始,大马电脑与多媒体工业协会和大马国家电脑联盟的代表面对愤怒的业者及专才,尝试控制场面,解释法案的内容。


科艺部安排十数名参与草拟法案的专业和学术人员,分别坐在4张圆桌与出席者交流;同时,大马电脑及多媒体工业协会主席赛夫巴林、国家教授理事会资讯通讯科技组主任哈丽玛、大马国家电脑联盟主席拉惹马列和资讯通讯科技系院院长理事会主席扎哈林,也与出席者对话。

他们认为此法案将促进我国的电脑业和资讯通讯科技业;同时,法案只是针对涉及“关键国家信息基础设施”的电脑业者,并且为国家电脑服务设定一个标准,以获得国际承认。


不过,资讯科技群体反而要求政府在实现法案中的目标前,先改善教育机制,建议取消法案。

蔡智勇:除非徹底修改‧反對電腦專才法案

(布城13日訊)馬華青年專才局主任拿督蔡智勇今日指出,該局無法支持2011年電腦專才法案,除非科學、工藝及革新部能夠徹底修改,否則該法案應被收回。

應徵求業者意見

他也建議科藝部若堅持要制定電腦專才法案,該部應先草擬一項諮詢法案和在徵求公眾和業者的意見後,才制定相關法案。

蔡智勇出席科藝部針對電腦專才法案舉辦的開放日和提呈備忘錄給科藝部資訊通訊政策組秘書阿米魯丁後,在新聞發佈會上說,該局反對任何形式限制參與電腦和資訊科技領域,或管制電腦服務領域業者的做法。

“因此,我們不能支持科藝部這項用以注冊和管制電腦業者、電腦專才、個體戶、提供電腦服務的伙伴和公司的法案。”


他說,該局瞭解到電腦和資訊科技業者的素質無法單從學術資格上鑑定,因為該領域需要由創意和經驗豐富的人組成,而這些人可能沒有相關領域的學術資格。

他說,該領域的多元化和流動性應被保留,以便能夠繼續促進該領域的革新和不分教育背景和經驗的情況下為大馬人提供就業機會。


阻礙創新專才流失

蔡智勇表示,該局認為此法案和成立大馬電腦專才局不只會阻礙業者的創新和創意,也會造成專才流失,這可能會使一些公司因缺乏人力資本,或無法符合條件進行注冊而遷移或關閉。

他說,該局希望科藝部考慮和傾聽公眾和業者的意見,讓業者能夠繼續自由的發展,無需注冊和受到有關專才局的管制。

蔡智勇:為民服務‧4地設柜台助申請援金

(柔佛‧昔加末11日訊)拉美士區國會議員拿督蔡智勇透露,從12月12日至明年1月5日,在三合港村委會、彼咯民眾禮堂、馬華拉美士區會服務中心及馬華丁能車站支會會所,將設立500令吉援助金服務柜台,協助民眾申請援助金。

蔡智勇召開新聞發佈會指出,在政府派發援助金事項上,他曾接獲許多來電查詢如何申請、表格索取處和呈交處及如何確定資格等問題。
蔡智勇表示將扮演橋樑的角色,並與區會三機構商議決定設立更多的服務柜台,為民眾提供協助。

申請截至明年1月5日
他說,服務柜台的開放時間每週一至週五下午2時至5時,假日休息,截止日期為明年1月5日。此外,各區村長也將給予協助。

他提醒,有關申請表格已經註明申請者若欺騙,將會被控上法庭。一旦判罪可被判入獄不超過3年或罰款。

稅局秋後算賬傳聞具誤導性
蔡智勇說,有關內陸稅收局將會秋後算賬的傳聞是具誤導性的,凡收入少過3千令吉者不需要繳付所得稅,因此並不存在“秋後算賬”的情況。他說,政府派發500令吉援助金純粹是為了協助人民。

另一方面,他已經致函教育部副部長拿督魏家祥提及有關拉華小學申請為全上午班制一事,魏家祥也表示支持。不過,目前是否能夠趕得及明年改設為全上午班制,則有待程序上細節的通過。(星洲日報/大柔佛)

蔡智勇:重施故伎提福利国,企图捞取政治选票

(吉隆坡12日讯)马华青年专才局主任拿督蔡智勇揶揄伊斯兰党日前推出一本有关“福利国”的著作完全是重施故伎,企图在来临的大选中淡化建立回教国的理念,捞取选票的政治伎俩。
他表示伊斯兰党在308前后都试图在遣词用字上误导人民,“回教国与福利国”几乎都在交替使用,倘若一旦得到人民的支持,伊斯兰党的狐狸尾巴将会马上现形。

“我们都知道在308政治海啸后,民联尤其是伊斯兰党尝到了前所未有的政治“甜头”,在继续执政丹州之余,也拿下吉打,但是308之前他们打出的福利国的施政理念与政策,在执政后就完全不愿提起,转而开始强化回教国与伊斯兰党的回教刑事法,过去的多场补选中,回教国和伊斯兰党的回教刑事法,都是他们的强打使用的政治牌。”

也是农业及农基工业部副部长的蔡智勇指出,伊斯兰党已意识到随着全国第13届大选即将到来,若以回教国政治理念执政将威胁到非穆斯林选民对他们的支持,为了掩饰他们最终成立回教国的目标,伊斯兰党唯有以福利国这美丽的糖衣来包装他们的真正目标。

“伊斯兰党唯恐失去非穆斯林的选票,选择对回教国课题避而不谈,企图以时机未到为由,淡化伊斯兰党欲打造回教国的印象,但是人民必须清楚知道伊斯兰党是以回教名义注册成立的政党,而且党章已清楚的阐明该党的斗争和立场,是以实现建立回教国为最终目标。”

他点出,伊斯兰党在福利国与回教国的课题上立场模糊,胥视演讲对象而交替使用,伊斯兰党这一次的重施故伎,重提福利国都是基于政治上的考量。
“就好比在丁能补选时,伊斯兰党在穆斯林选区表明会落实伊斯兰刑事法,但在非穆斯林选区说的又是另一套。”

他说,一旦让民联还是伊斯兰党赢得大选,伊斯兰党管辖下的吉兰丹及吉打,将首当其冲成为回教州,实行回教刑事法,届时非穆斯林的日常生活势必会出现难以想象的变化。

为此,他呼吁人民看清民联尤其是伊斯兰党的真正面目,不要因为他们推出所谓的福利国而掉入陷井,马华必定捍卫非穆斯林在宪法下所赋予的权益和地位,马华将不会对任何威胁非穆斯林利益的举动和行动妥协。

The “newest” manifesto published by PAS entitled Negara Berkebajikan Harapan PAS is nothing other than reapplying the same tricks adopted previously i.e. masking their real intent of establishing a PAS Islamic state beneath the veneer of a PAS welfare state to shore up voter support for the coming general elections.

Before and after the 2008 general elections, PAS still menaces around with wordplays to mislead the rakyat. They overlap the semantics of using PAS “welfare state” for a PAS “Islamic state” to mislead people. Once PAS has received public support, they will unveil their true face.

After the 2008 political tsunami, Pakatan Rakyat, in particular PAS had gained plenty of benefits. Besides retaining Kelantan, the theocratic-based party gained Kedah as well. Yet the welfare state policies which PAS promised before the 12th general elections or 308 has never been raised. On the contrary, they announced that they want to implement hudud law. In many by-elections, PAS played the PAS Islamic state card frequently.
The upcoming 13th general elections threatens the PAS Islamic state idea mooted by PAS who realize their insistence on implementing hudud law will chase away the support of non-Muslims. In order to fulfill their ultimate goal of forming a PAS Islamic state, PAS had no choice but to conceal their intention by using a PAS “welfare state” as a facade.

Fearing further loss of non-Muslim votes, PAS dares not elaborate their version of a PAS Islamic state, with the excuse that it is “not the time yet.” But Malaysians must be aware that PAS used the term “Islam” to register as a political party, and the party constitution clearly lists PAS’ goals, of which their ultimate aim is to form a PAS Islamic state.

PAS’ “welfare state” and “Islamic state” share the same meaning. It is not two separate systems of administrations although the name is different. Re-mentioning the PAS “welfare state” is purely for political strategizing.

Similarly, PAS does not insert the implementation of PAS version of hudud into the PAS manifesto, although it is their ultimate goal. After Pakatan or PAS won the elections, Kelantan and Kedah under the PAS administration began showing signs of wear and tear under the implementation of hudud law. The daily life of Muslims and non-Muslims has been greatly affected.

I urged the public to clearly see the true identity of Pakatan, especially PAS. Do not be fooled by their PAS “welfare state” and fall into their trap. MCA will defend and will not tolerate any legislation which impedes the rights of both Muslims and non-Muslims.

Go downstream to increase yield, farmers told

KUALA LUMPUR: Farmers should look at other avenues such as “downstream processing” to increase their economic potential, said Deputy Agriculture and Agro-based Industries Minister Datuk Chua Tee Yong.

He urged farmers to go beyond planting fruits like durians and produce other food products like durian springrolls and mooncake to enable the agriculture industry to grow.

Downstream processing was important, he said, to increase the growth of the industry which had huge potential in expanding but faced increasing challenges.

“Farmers face many obstacles in growing fruits such as shortage of land, natural disasters and climate change. So, they need to look at other ways to increase their productivity, decrease the impact of diseases and increase downstream processing,” he said after launching the first Agriculture and Fruit Downstream Processing Seminar at Putra World Trade Centre yesterday.

Chua said China would send representatives this month to visit five companies which are interested in investing in cold processing rooms to process durians into frozen durian flesh for export.

“They want to see if the facilities fulfil the criteria set by China,” he said.

Chua also urged farmers to join an association, whether at state or federal level, to prepare a platform for the ministry to disseminate information and help resolve any problems they faced.

“Most farmers are fragmented. Sometimes, the ministry faces many problems when it wants to have a dialogue with them or brief them on new information,” he said.

He added that many were not clear of the 3P policy when it was first introduced.

The 3P stands for Pengredan (grading), Pembungkusan (packaging) and Pelabelan (labelling) and allows the ministry to “trace and track” the greens in the market and to withdraw any contaminated products immediately.

Chua said the ministry managed to resolve a bulk of the problems but would continue to monitor the progress as the farmers needed time to implement the policy.

Meanwhile, Malaysian Fruit Farmers Association president Hong Jok Hon welcomed the minister’s statement urging more farmers to join an association.

He also urged the Government and Fama to build more factories to process the surge of fruits into juice, especially during peak season, to avoid wastage and to increase their revenue.

Chua: Casino closure plan shows hudud will affect non-Muslims

PUTRAJAYA: PAS is contradicting itself when it claims the implementation of hudud is not likely to affect non-Muslims.

MCA Young Professionals Bureau chairman Datuk Chua Tee Yong said its intention to close the Genting Highlands casino would surely affect some of the 15,000 people working there.

He said the tourism industry would be severely affected if Pakatan Rakyat went ahead with its decision as the resort received some 20 million visitors yearly.

“How can PAS claim the implementation of the law would not affect non-Muslims?

“What would happen to the people working there? Wouldn’t they become jobless?” he asked yesterday.

Chua said the country would also lose about RM1bil in tax revenue if the casino was closed.

He hoped the rakyat would scrutinise PAS’ claim on the matter as the party was fond of changing its stand to suit the situation.

“DAP should state its stand now and not say the matter would be discussed if Pakatan Rakyat took over the state,” he said.

PAS’ intention to close down the casino was disclosed by a government backbencher at the Pahang state assembly sitting on Wednesday.

Mentakab assemblyman Datuk Chuah Boon Seong asked whether PAS had considered the fate of the resort’s workers should it implement the move.

蔡智勇:应付粮农需求 农业部须革新提高生产力

(布城8日讯)农业与农基工业部副部长拿督蔡智勇说,面对气候变化、疾病增加、土地缺乏及人口不断增加,该部必须革新以提高生产力,应付粮农需求。

他说,由于可开发的土地有限,提高农业生产力及减少污染已成为重要目标,最近兽医局通过革新计划,研发有效微生物技术后,已有效控制饲养业引起的臭味,从而减少投诉。

他今日在农业部礼堂为兽医局革新日主持颁奖礼,并见证该局与登嘉楼马来西亚大学及苏丹再纳阿比丁大学签署合作备忘录后,向记者发言。出席者包括兽医局总监拿督阿都阿兹及研究与革新局主任阿布哈山博士。

蔡智勇说,兽医局面对各种问题的挑战,必须配合私人界不断推行革新,除了提高生产力,也以新技术减少环境污染。

他说,地方上居民都抗议饲畜业构成污染,但肉类是人民主食,因此,必须通过革新解决污染问题。

蔡智勇抨哈迪兩套說法誤導‧挑戰伊黨設神權國列宣言

(布城8日訊)馬華中委拿督蔡智勇今日挑戰伊斯蘭黨將落實神權國和伊斯蘭刑事法清楚列入民聯的大選宣言中。


他批評伊斯蘭黨主席拿督斯里哈迪阿旺指大選宣言不必這樣明确,以及在馬來和非馬來人選區發表兩套不同宣言的說法,根本就是誤導人民。


“伊斯蘭黨在馬來人選區就高喊會落實伊斯蘭刑事法,但在非馬來人選區卻說不會落實,顯示伊斯蘭黨沒有清楚向人民交代該黨的議程。”


哈迪阿旺昨日表明,一旦民聯執政,將會落實伊斯蘭教義。


蔡智勇也遺憾行動黨逃避和不敢面對問題,只表明要在贏了大選後,才對伊斯蘭刑事法的課題表明立場的聲明表示遺憾,反映行動黨缺欠誠懇的態度。


他認為,行動黨應該清楚表明立場,如果不支持就不應該與伊斯蘭黨合作,更不應該協助伊斯蘭黨勝選,否則,相等於協助伊斯蘭黨設立神權國,落實刑事法。


針對兩名彭亨州伊斯蘭黨議員在州議會指一旦民聯執政,將會關閉雲頂高原賭場的談話,蔡智勇說,關閉雲頂高原賭場將會導致1萬5千名員工失業,並影響2千萬雲頂旅客,尤其是影響國家的10億令吉稅收,影響國家經濟。


他說,雪州也有一個典型的例子,因為伊斯蘭黨議員禁止在萬宜設立戲院,導致整個私人計劃被推翻,但是,行動黨和公正黨領袖也沒有發表任何意見,反映行動黨和公正黨都屈服於伊斯蘭黨。

大馬發明除臭微生物‧居民減少投訴農場

(布城8日訊)農業及農基工業部副部長拿督蔡智勇說,獸醫局應該在畜牧業發展方面具備創意和革新思維,克服惡臭和環境污染問題,讓畜牧業能夠在投訴減少的情況下,畜牧業就得以永續發展和增產。


他說,目前大馬已發明了能除臭的有益微生物,這項發明協助減少了鄰近居民對農場的投訴。


他說,本地畜牧業生產目前面對巨大的挑戰,包括土地減少、氣候變化和疾病增加,但禽畜卻因為人口的增加而需求量提高。

有鑑於此,他說,畜牧業除了要提高生產外,農業部更須與私人界緊密配合,設法控制污染和臭味問題,讓人民能夠接受畜牧業。


“人民對肉類有龐大的需求,但是,卻不願意農場就在他們住家附近,例如雪州、柔佛和檳城州等畜牧業蓬勃的州屬就引發了土也短缺的問題,因此,就必須借助革新來克服問題。”


他說,獸醫局今日與登嘉樓大學和蘇丹再納阿比丁大學簽署瞭解備忘錄,希望取得雙向的互動,在學習指導和技術提昇方面有所改善。

國人日扔930噸食物 9萬包10公斤白米不見了


(吉隆坡7日訊)農業及農基工業部副部長拿督蔡智勇說,國人每天浪費930噸食物,相等于9萬3000包10公斤裝的白米。


 根據馬大一名教授阿卡慕都,最近公佈的調查報告顯示,國人每天浪費的食物量高達930噸,許多民眾或許覺得不多,但他們不知道每天都在浪費著9萬3000包10公斤裝的白米。

 他說,民眾應該懂得珍惜食物,每次用餐時,應依照自己的胃口進食,並非叫了一堆食物,卻吃不下。

 蔡智勇今日出席“馬來西亞青年綠動”活動后,在記者會這么說。


垃圾量可填滿42雙塔樓


其他出席者包括馬來西亞青年綠動發源人林德和。

 蔡智勇指出,除了浪費食物之外,在2007年的一項調查也顯示,民眾在一年內製造的垃圾量,可以填滿42座吉隆坡雙塔樓。

“民眾每天製造約0.8公斤的垃圾,而巴生谷民眾則是1.5公斤,而一年內則是730萬噸垃圾量,所以剛好可以填滿42座吉隆坡雙塔樓。”


 他說,上述只是4年前的資料,如今我國人口已經增加不少,所以民眾應該要開始響應環保。

 他舉例,政府部門和機構的冷氣溫度,限制在攝氏24度,這將減少使用4-7%的電量,所以這能夠帶來很大效應。


 另外,馬來西亞青年綠動即日開始尋找100位環保達人,協助該組織宣傳環保活動。

農業部響應“綠色運動”‧透過2計劃減用化肥


(吉隆坡7日訊)農業及農基工業部副部長拿督蔡智勇說,該部也響應“綠色運動”,如透過“良好農耕法計劃”和“有機耕種計劃”。

他表示,“良好農耕法計劃”已從2002年的313公頃增加至2010年的1千871公頃;而“有機耕種計劃”已從2001年的131公頃增加至2010年的2千961公頃。

他說,通過這樣的方式,農民能減少使用化學肥料和減低成本。

除此之外,政府今年也和非政府組織My Crop Life合作,推行教育金馬倫農民的計劃,該組織也贊助50萬令吉。


他指出,其用意是給予更多的資訊給農民,使到他們的耕種法符合現代的方式和提高環保意識。

綠色生態博覽會21日舉行


另一方面,馬來西亞青年4個綠色生態計劃(MY4Eco)發起人林德和表示,“馬來西亞青年綠動”將會在本月21日,在國家科學館舉辦“馬來西亞青年4個綠色生態計劃博覽會”。

他表示,該博覽會主旨,是推動和鼓勵時下青年參與和推動“綠色運動”。同時,也會在每個佳節舉辦一系列的活動,讓民眾都可以響應“綠色”的佳節和生活方式。

“該博覽會也將舉辦許多活動,其中包括座談會、時裝表演和展覽等。”

招募100綠色達人

他說,配合該博覽會,“馬來西亞青年綠動”將招募100名“綠色達人”(G-Generation),協助落實和宣傳“綠色生活”。

他指出,“綠色達人”主要的目標群是18至35歲的青年,因為這個年齡層的青年最具影響力的。

蔡智勇:黨總部發信函‧“馬華有邀伊黨出席論壇”



(吉隆坡7日訊)馬華青年專才局主任拿督蔡智勇說,伊斯蘭黨領袖曾表示馬華舉辦“伊斯蘭刑事法論壇”不誠懇,因沒有邀請其出席,但是據瞭解,總部已經發出邀請函。

他表示,“不誠懇”的應該是伊斯蘭黨,因為他們在2008年全國大選中,沒有在競選宣言中列明,要設立一個神權的伊斯蘭國,因此對選民不公平。

推介禮後,在新聞發佈會上呼吁,伊斯蘭黨聆聽本身黨員的聲音,尤其是伊斯蘭黨支持者主席符芳橋的意見,即舉辦更多的座談會,解釋伊斯蘭黨式伊斯蘭刑事法,讓人民更瞭解整個措施。

“另外,他們也應該先說服行動黨主席卡巴星,因為卡巴星強力反對該刑事法。”

他表示,伊斯蘭宗教司也透露,非穆斯林可以討論這些課題,讓非穆斯林更瞭解伊斯蘭。

“我覺得更瞭解伊斯蘭將幫助整個種族的和諧,因為我們不瞭解才會猜測,猜測就會懷疑,進而造成不信任。”

Green ideas to win silver ring

KUALA LUMPUR: Malaysian youths stand a chance to win a silver ring from Tomei Gold and Jewellery by sharing their ideas on saving the environment.

Those aged between 18 and 35 can do so through G Generation, or Green Generation, a campaign by the Malaysia Youth 4 Ecogreen Initiative (MY4Eco).

MY4Eco founder Lim Teck Hoe said young people with green ideas could send their ideas to my4green@gmail.com by Dec 21.


“This campaign is to create awareness among youths on adopting a green lifestyle,” he said at the launch of the movement at the Forest Research Institute Malaysia yesterday.

The event at the National Science Centre on Dec 21 would share knowledge on green issues. The Star is one of the sponsors.


Lim said the movement was also getting businesses to incorporate green elements in their operations.


“Killiney Kopitiam, Mr Clean Laundry Chain, Era Tuition Centres and Adamas Weddings have pledged to go green.


Deputy Agriculture and Agro-based Industry Minister Datuk Seri Chua Tee Yong, who launched the movement, said one of the ways to save the environment is by setting the temperature of air-conditioners at 24-degree celsius or higher.

“Just one degree can save 4% to 7% in energy consumption,” he said.

New RM20mil clinic gives wide range of services for people in Labis

LABIS: Good healthcare services is now more accessible to the local folk with the opening of a RM20mil health clinic here recently.

The range of facilities include 24-hour emergency service, X-Ray, pharmacy and family health care.

Labis MP Datuk Chua Tee Yong said the clinic, which opened its doors on Nov 11 and manned by a team of doctors and nurses, was mooted a few years ago when MCA president Datuk Seri Dr Chua Soi Lek was Health Minister then.

“It is good news to the people here. Apart from the frontline health care services which open from Monday to Friday, the 24-hour- emergency services is also very important to the people,” he told reporters after launching the “Jom Sihat” programme on Saturday.

The event, attended by locals, health officers and community leaders, was held to celebrate the clinic’s opening.

Chua said the Government emphasised a lot on health care as reflected in its 2012 budget whereby RM12bil was set aside to provide afforable health care for the people.

He also reminded the people the importance of practising a healthy lifestyle, pointing out that the Health Ministry’s statistics had shown that lifestyle-related chronic diseases like heart ailments, hypertension, diabetes and cancer were on the rise in the country.

“The trend is due to an unhealthy lifestyle whereby we eat more than we can and exercise less,” he added.

Earlier, Chua also presented financial aid to 13 new kidney patients at Pertubuhan Hea­modialysis Muhibbah Segamat Johor.

Each patient received RM500, he said, adding that Labis MCA had helped some 50 patients at the centre since 2008.

Chua also announced RM3,000 for the clinic and RM5,000 for the dialysis centre for them to conduct activities with the community.

Pig farmers make a pledge

PUTRAJAYA: The Federation of Livestock Farmers’ Associations of Malaysia (FLFAM) has pledged not to sell low-quality or “rubbish pork” with the handing over of a letter of commitment to the Agriculture and Agro-based In­­dustries Ministry.



Yesterday’s move came six months after reports of pig farmers supplying pork from dead or diseased pigs (also called rubbish pork) surfaced this year.


The federation, represented by its swine unit chairman Jeffrey Beh, handed over the letter signed by 537 pig farmers to Deputy Minister Datuk Chua Tee Yong.


Chua said about 98% of the pig farmers in the country signed the letter of undertaking.


“This shows the determination of the pig farming sector to ensure that only quality pork is supplied,” he said, adding that the letter was part of the self-monitoring mechanism imposed by the ministry on the pig farming industry.

Chua said the ministry would evaluate the efficacy of its measures before it considered drafting laws, which might take up to a year before it could be tabled and passed in Parliament.

蔡智勇:若售黑心猪肉可控上庭 98%猪农愿承担责任

(布城5日讯)虽然数月前愿意针对“黑心猪肉”课题签署责任承担书的猪农不达半数,但经过讲解,我国目前已有98%的猪农签署责任承担书,杜绝黑心猪肉。



农业及农基工业部副部长拿督蔡智勇指出,一旦发现猪农违反责任承担书内容,可在宣誓法令下被控上法庭。


恢复消费者信心


他说,由于我国目前没有一项管制条例,来对付及监管这些进行黑心猪肉交易的猪农及非法屠宰场,若要制定法令,也需要一至两年时间,因此签署责任承担书是比较快速措施。

他也指出,有关承担书主要是显示猪农们杜绝黑心猪肉的决心及意志,同时也协助恢复消费者吃猪肉的信心和肯定。

他认为,要解决黑心猪肉问题,必须要猪农承认,本身会以职业道德来经营猪肉生意。

蔡智勇今日是从大马禽畜业联合会生猪组主任马进禧接收537份责任承担书后,在记者会上这么指出。

签署责任承担书是今年5月农业部拟定11项有关猪农及屠宰场新指南中的其中一项,以打击黑心猪肉。


蔡智勇也指出,7月刚开始实行这项措施时,只有近30%的猪农愿意签署,不过随着禽总逐一向猪农们作出讲解,让猪农了解其重要性,才成功达到今日98%猪农签署承担书的成果。


13猪农仍未签责任承担书

目前,仍有13名猪农仍未签署责任承担书。

蔡智勇认为,这13名猪农还未签署责任承担书,主要是因为他们是不了解及担心签署承担书后的后果,不过他相信,经过禽总的讲解后,这13名猪农会愿意签署。

他说,若他们坚持不签署,农业部则会与各州的兽医局总监联络,要求他们关注。


大型冷冻设备多已拆除


蔡智勇指出,大部分的大型冷冻设备已经拆除,只剩少数一两家,农业部将会继续给予关注。

他说,农业部是允许家庭式的冷冻设备,至于那些因从事加工工作而需要大型冷冻设备的养猪场,农业部则会去确定他们所供应的厂家。

怡保 – 蔡智勇 探访巴占华小及巴占自愿治安公会

马华副农业农基部长拿督蔡智勇周一下午莅临怡保巴占,巡视巴占华小新校舍和多元化礼堂工程进展的报告,及探访和拨款3000令吉予巴占自愿治安公会,作为鼓励和希望继续为地方治安做出贡献。

也是马华青年专才局主任的蔡智勇在周一出席巴占附近一个晚间对话会前,特地造访有关的学校和自愿治安公会。

巡视巴占华小扩建工程进展
他呼吁巴占小学董家教等,如果有哪一方面仍然有问题和困难需要协助的,首先应该把问题呈上教育部,副本可以交给他或马华领袖,马华将会协助进行跟进和解决。
较早前巴占华小董事长黄廖河及校长叶金发汇报整个扩建计划的工程进展。

在这项计划下,巴占华小将有有盖候车场,让学生家长下雨天可以顺利运载学生,以及扩建三层楼33间教室,和一个拥有篮球场,排球场及羽球场的有盖多元化礼堂。

今年初,马华副教育部长拿督魏家祥亲自莅临巴占华小,移交300万令吉教育部拨款给玉董事部。另外之前马华的华人基金已经有30万,总共是330万令吉。
该校校长叶金发表示,整个计划完成,如果要加上音响设备,内部配备等可能还有不足的款项,拿督蔡智勇表示一方面向教育部反映申请外,他会将此事带给马华中央,特别是教育部副部长拿督魏家祥进行协助。

蔡智勇拨款3000鼓励巴占自愿治安公会继续为民巡逻
在探访及慰问巴占自愿治安公会时,他希望该会会员继续努力,不要因为之前的一些误会和事件就受到影响。

他称赞这样的自愿治安队是自愿进行的工作,也是很多地区同样需要的协助警方维持治安的队伍,因此他表示为了鼓励着队员们,他宣布拨款3000令吉作为协助公会再次继续努力的鼓励。

巴占自愿治安公会会员,之前曾经因为处理一宗车祸事件,引起一些误会和个别不满,导致一批人曾到该会进行捣乱式报复破坏汽车等。

根据该会主席梁永发以及副主席陈育辉表示,日前事件后方便警方调查,该会曾暂停巡逻,但周六已获得警方通知,调查已经完毕,可以继续进行晚间各项巡逻。他们表示警方已经表示事件已经告一段落,该会可以继续进行巡逻工作。
拿督蔡智勇最后表示事件来龙去脉还是交由警方调查解决,最重要的是这项自愿治安工作,是值得进行下去的,也呼吁更多巴占居民共同努力,协助把治安搞好。

蔡智勇:禽總捉豬商爭議 不影響春節豬肉供應

(吉隆坡30日訊)農業及農基工業部副部長拿督蔡智勇說,大馬禽畜業聯合總會與捉豬商間的爭議,不會影響農曆新年期間的豬肉供應。
他說,兩造之間爭議的是價錢問題,並非豬肉供應問題,他已向業者瞭解,確定農曆新年豬肉供應充足。


他說,農業部將密切關注豬價,確保豬肉繼續維持在合理價格。

蔡智勇也是馬華青年專才局主任。他今天主持馬華“讓夢想起飛--馬華升學及就業展區”記者會時,這么回應記者的問題。

必要介入調解

詢及禽總與捉豬商的爭議是否將升溫,並對本地養豬業構成負面影響的問題時,他相信兩造將自行解決爭端。

不過,他說,必要時他將介入調解,以平息風波。

禽總生豬組主任馬進禧日前指生豬價格受捉豬商掌控,導致豬農蒙受損失;會員有不少為捉豬商的大馬豬肉商總會長吳春水,則嚴厲反駁馬進禧指農友聽從捉豬商報價的言論。

他說,行動黨也應該向人民保證,當伊斯蘭黨推行伊斯蘭刑事法時,不會影響到非巫裔,尤其是在經濟、教育及社會體系方面。

蔡智勇昨夜為峇株巴轄中華商會主辦的“一個馬來西亞工商展銷會”主持閉幕儀式時發表談話。
他說,最近一名吉蘭丹州行政議員說男女要分開打保齡球,伊斯蘭黨又提出民聯一旦執政彭亨州,伊斯蘭黨考慮關閉雲頂高原賭場,這兩個例子都顯示出伊斯蘭黨的政策對我國社會體制所造成的影響。

丹吉將實行伊斯蘭法

“民聯已開過多次會議,但還是沒有明確的決定,而且吉蘭丹州還設立了一個行動小組,負責執行伊斯蘭刑事法。”

他指出,吉打州政府也宣佈,一旦吉蘭丹州政府落實伊斯蘭刑事法後,吉打州也會跟著落實。
他表示,民聯的橙皮書雖然表明不會推行伊斯蘭刑事法,但伊斯蘭黨卻一直在執行有關刑事法,證明橙皮書只是宣傳品,並不是承諾,更不能讓民聯當做藉口。(星洲日報/大柔佛)

蔡智勇:年齡45歲以下‧僅20%青年參與組織

(柔佛‧拉美士28日訊)拉美士區國會議員拿督蔡智勇表示,國內華裔青年不熱衷參與青年團體,因為調查顯示,年齡45歲以下的青年佔國家總人口約40%,但是參與組織的青年人數僅佔20%。

蔡智勇昨晚為拉美士青團運舉辦籌募活動基金及新屆理事就職典禮開幕時,如是表示。

他讚揚該組織成立一支電吉他樂隊,吸引青年男女參與,並鼓勵他們多辦有意義的活動,助青年遠離不健康惡習。

他說,伊斯蘭黨已經指出,一旦執政將會關閉雲頂娛樂中心,同時不在國內發出台球執照,希望人民對此要有所醒覺,不要被反對黨誤導。

他也在會上宣佈撥出1萬令吉給拉美士青團運,作為該會的活動基金。

林建耀:年輕人別沉迷上網

彼咯區州議員陳國煌的代表葉明興指出,拉美士青團運在八十年代初是一個非常活躍組織,過後暫停活動。他對年輕一輩再組織起來,感到欣慰。他在會上也代表陳國煌宣佈撥出3千令吉給青團運作活動基金。

丁能區州議員阿查哈對青團運辦的活動皆能吸引年輕人參與,表示讚賞,他並宣佈撥出2千令吉給主辦團體。

馬華升學就業展‧12月2日起3天谷中城舉行

(吉隆坡30日訊)配合12月2日至4日在谷中城展覽廳舉辦的青少年嘉年華(Teenfest)活動,馬華青年專才局與馬華總部將在現場特別開設“讓夢想起飛——馬華升學及就業展”(Dare to Dream)!
馬華青年專才局主任拿督蔡智勇今日在新聞發佈會上指出,為了讓今年嘉年華更加完善,當局也提供就業、教育與社會服務,並把主題著在升學及就業展。
“去年該嘉年華共吸引超過4萬參展人數,並以信息科技(IT)及在線遊戲(Online Gaming)為主題。”

他指出,歡迎年輕人,尤其是15至35歲的踴躍參與,同時也希望家長可趁著這個機會更瞭解在線遊戲及信息科技,以此明白孩子的需求和所追求的,也可減低代溝問題。

推出多項精彩活動

該展覽將推出多項精彩展覽活動與節目,其中包括主題講座及分享會、常識比賽和抽獎活動;常識比賽公開讓15至35歲的民眾參加,並以中文發問及作答,參加者需接受涵蓋國內外政經文教各領域常識問題的挑戰,比賽最高獎勵是高達1千令吉的購書券。

KUALA LUMPUR: Visitors to the three-day Teenfest festival which begins tomorrow should stop by the “Dare to Dream – The MCA Education and Career Exhibition Zone”.

MCA Young Professionals Bureau chairman Datuk Chua Tee Yong said “Dare to Dream” would feature stage performances, seminars and forums, quizzes, lucky draws and other activities.

“Youths can learn a lot about educational opportunities, career prospects, as well as chances to engage in community service.

“They can also improve their soft skills, such as public speaking,” said Chua who will open the festival.

He said many institutions, including MCA Youth, Universiti Tunku Abdul Rahman and The Star’s MyStar Job would also be taking part.

He added that there would be other activities like makeovers, blood pressure tests and body mass index (BMI) checks as well as a voter registration counter.

Other highlights include a talk on “People Born in the 1970s and 1990s Share their Stories on Love and Romance”, which will be held at 7pm tomorrow.

MCA Youth Legal Bureau chief Wong Nai Chee will give a talk titled “You Are the Apple of My Eye”, which is held as part of the KahWin 4.0 youth forum on Sunday at 6pm.

Teenfest, a festival celebrating youth, will be held at the Mid Valley Exhibition Hall from tomorrow until Sunday.

The opening hours are from 11am to 9pm. Admission is free.

MCA Young Professionals Bureau Chairman Datuk Chua Tee Yong said today that in collaboration with the Teenfest activity which is to be held from December 2 to 4, 2011 at the Mid Valley Exhibition Hall, both MCA Young Professionals Bureau and MCA HQ will set up a counter named “Dare To Dream – The MCA Education and Career Exhibition Zone” at the exhibition venue where several interesting activities and stage performances will be organized so as to attract more youngsters to attend and participate.

Participating organizations to the said Teenfest include MCA Youth, UTAR, KTAR, Kojadi Institute,CECE, MyStar Job, Jobstreet, 1MCA Education Loan Scheme, 1Malaysia Community Alliance Foundation, 1MCA Medical Fund, etc which will provide the public with consultation on further studies, education loan, jobs, community services, medical funds, etc. YB Datuk Chua Tee Yong will officiate the launching ceremony of the Teenfest on December 2, 2011 at 6:00pm.

A voter registration counter will also be set up at the MCA Exhibition zone to cater the needs of the public. Besides the various activities, there will also be a series of interesting programmes including stage performances, seminars and forums, quiz and lucky draws, etc throughout the 3-day exhibition.

Several outstanding speakers from the Public Speaking Bureaus of Young Malaysians Movement, Hanxing Academic of Journalism & Communication and UTAR, etc will be invited to give talks on specialized themes and topics. At the same time, there will also be a special theme talk on “People Born in the 1970’s and 1990’s Share Their Stories on Love & Romance” on the first day, December 2, 2011 at 7.00pm. Another interesting topic on “You are the apple of my eye” will be delivered by an MCA Youth Central Committee Member cum MCA Youth Legal Bureau chief and Political Secretary to our Prime Minister Sdr. Wong Nai Chee on the third day of the exhibition

– December 4, 2011 from 6.00pm to 7.00pm.
A quiz in Mandarin will be open to the public ranging from ages 15 to 35. They are to answer questionnaires on local and foreign politics, economics, education and so on. A fabulous prize of RM1,000/= worth of book vouchers awaits the winner.

Ornamental fish sector set to contribute RM600million to GDP

KUCHING, Nov 26 (Bernama) -- The federal government sees a big potential in the ornamental fish industry under the National Key Economic Area until 2020, said Deputy Minister of Agriculture and Agro-based Industry, Chua Tee Yong.

He said the industry would contribute not less than RM600 million to gross domestic product (GDP) and offer about 100,000 jobs by end-2020.

"The ministry has forecast export of 1.5 billion ornamental fish worth RM1.7 billion under the 10th Malaysia Plan," he said in his speech at the seminar and exhibition on Arowana at Universiti Malaysia Sarawak here today.

The text of his speech was read by deputy director (development) of Fisheries Department, Ismail Abu Hassan.

He said Malaysia was one of the top exporters of ornamental fish in the world.

Chua said the Arowana (kelisa) was highly prized where 316,000 fish worth RM146 million were produced in 2009.

Shutting down Genting means thousands of job losses – MCA Young Professionals Bureau

MCA’s concerns that Genting’s casino maybe forcibly shut down should PAS seize Pahang state were confirmed today when Pahang PAS chief Tuan Ibrahim Tuan Man is reported to have said that “PAS may consider closing up Resorts World Genting’s gambling operations … (as) this involves religious concerns.”

MCA’s stand
I wish to repeat my party’s stand that MCA does not encourage gambling. Nevertheless, we urge all parties especially PAS to respect the rights of non-Muslims.

Impending job cuts & Brain drain
PAS fails to see another major issue. Genting Highlands is not about the casino only. Its cool weather, amusement park, restaurants and golf course attract all age groups from all over the world. Revoking the casino’s licence serves to scare tourists away with images of Malaysia turning overly conservative and punitive.

Tuan Ibrahim’s assertions that “hudud law is for Muslims only and not non-Muslims” fall flat. It is not just the jobs of Genting staff which are on the line, but also the downstream Muslim and non-Muslim suppliers too. Considering the amount that Genting pays in taxes, the nation’s coffers will see a reduction while beneficiaries of Genting’s corporate service responsibility projects like schools and charities would also be on the losing end.

When jobs cannot be sustained, workers will look elsewhere like Singapore or Macao for better opportunities – thus, Malaysia once again will suffer a drain of its talents.

DAP and PKR, what say you?
DAP and PKR therefore are unable to look after the welfare and interests of Malaysians as a whole – a sharp turnaround of the promises in the Buku Jingga. The much touted Buku Jingga contains mere political niceties, but PAS will never care a twig for its contents or other coalition partners in their gear-up to push for a theocratic state.

I pose to DAP and PKR – What measures will you be taking to ensure that hudud law will not affect non-Muslims? How are you going to face up to the electorate knowing that so many jobs are at stake if Pakatan wrestles Pahang? Should not the Opposition parties be more concerned about generating employment and entrepreneurial opportunities?

多项课题前言不对后语,蔡智勇批民联无法达共识

马华青年专才局主任拿督蔡智勇说,行动党及民联在多项课题上,已经出现严重的分裂、没有共识,以及互相不认同彼此的政策。

他指出,以下的数项课题,显示民联,特别是行动党的内部矛盾,包括:

1. 行动党宣传主任潘俭伟指民联执政后,要减少公务员人数。在回教党坚称那是行动党的“个人”意见后,行动党社青团团长陆兆福就表示,民联一旦执政,森州民联联将不会辞退任何公务员,这项“减少公务员”言论显示行动党及民联的自相矛盾。那到底行动党在减少公务员的课题上,持有什么立场?

2. 槟州首席部长林冠英宣称州政府把 6 亿令吉州债务减至2900万令吉,而事实是槟州政府根本没有减少债务,而是把水务公司转由中央政府接管。但是,当霹雳州政府的水务资产交由中央政府接管,以抵销对中央政府的债务,从之前的9亿7059万令吉债务,减至7866万令吉时,实兆远州议员倪可汉却谴责霹雳州政府如此做。那到底行动党的立场是什么?

3. 林冠英指“国阵新的“网络军团”将会让即将举行的第13届全国大选,成为我国史上使用最肮脏手段的选举,”事实是行动党都在打“网络战”,甚至有领袖以“粗口烂舌”谩骂,这又是多“乾净”的手段?

4. 民联多名领袖反对国内电讯公司向预付卡用户征收6%服务税,而政府最终检讨及搁置征收服务税的决定,但不见得民联在替代预算案,或橙皮书里面说明,民联不允许电讯公司向预付卡用户征收服务税,这都显示民联只是在欺骗选民。
蔡智勇说,上述多项课题已显示,民联及行动党的内部矛盾十分严重,民联各党发表许多不负责任的言论,他们根本在没有达致共识下,就擅自做出个别政党或个人的决定,民联多次的“前言不对后语”,仍有诚信可言?

民联执政彭亨要关云顶?蔡智勇促尊重非回教徒权利

马华青年专才局主任拿督蔡智勇说,针对回教党彭亨州联委会主席依布拉欣指“一旦执政彭亨州,回教党将考虑关闭云顶高原赌场”的言论,马华表示关注。
“我要在此强调我党的立场,即马华不鼓励赌博。无论如何,我們促请所有政党,特别是回教党必须尊重非回教徒的权利。”

蔡智勇抨击回教党再次忽视主要的课题。云顶高原不只是一家赌场,其凉爽的天气、娱乐场及餐馆等,吸引世界各地及不同年龄层的游客。吊销赌场的执照将让游客止步,也导致我国的印象过于保守。

他说,依布拉欣指“断肢法只限于回教徒,而没有影响非回教徒”的说法,是站不住脚的。关闭云顶高原的赌场,不但导致云顶职员失去工作,也影响回教徒及非教徒的供应商。基于云顶高原缴交高额税务,依布拉欣的说法也会影响云顶履行其社会企业责任,以协助学校及福利团体。

“当职员失去工作,他们将会前往其他地方,如新加坡或澳门寻找更良好的就业机会,这将再次导致国家的人才流失。”

蔡智勇说,显然的,行动党及公正党没有顾及所有马来西亚人的福利及利益。橙皮书中谈的都只是政治糖果,但回教党从来没有考虑民联成员党或橙皮书中的承诺,执意要成立神权回教国。

“试问行动党及公正党,你们会采取什么行动以确保断肢法不会影响非回教徒?如果民联执政彭亨,人民将失去许多的就业机会,那民联要如何面对选民?反对党是否应该更加关注增加就业机会,及开创企业的机会?”

More classrooms to qualify for single-session

LABIS: The Education Ministry and Labis MP Datuk Chua Tee Yong have approved RM70,000 to convert an old library in SRJK(C) Labis into four new classrooms.

With the additional classrooms, the school would apply for a single-session for next year.

Parents-Teachers Association chairman Richard Soh said the school has 29 classrooms and it needed more before qualifying to apply for a single-session.

He said the classrooms would be ready before the school’s new session in January and was in the midst of writing a recommendation for a single-session to the Education Ministry.

“We have been waiting for this for years. Single-session is important for a holistic education, which allow students and teachers more time and space for academic and curricular activities,” Soh said.

The 94-year-old school has about 900 pupils from pre-school classes to Year Six.

The school’s board of governance chairman Tey Yee Pin said single-session would provide a more conducive environment for learning as the afternoons were humid and not suitable to have classes.

Chua, who is also Agriculture and Agro-Based Industry deputy minister, pledged to help the school.

“Education Ministry has allocated RM20,000 and we will help the school raise the remaining fund needed for renovation,” he told reporters after presenting financial donations to 22 schools and non-governmental organisations here

Chua said a total of RM109,500 from his constituency allocation was given out to schools and NGOs.

“We hope to help them to reduce some burden,” he said.

Sungai Lenek and Sungai Chaah to be cleaned up to mitigate floods

LABIS: The government is deepening and cleaning up two major rivers as part of its flood mitigation projects here.

Labis MP Datuk Chua Tee Yong said the rivers involved were Sungai Lenek and Sungai Chaah.

He added that the relevant agencies including district and state offices were on high alert and have been monitoring flood prone areas.

“As the government is ready in case of floods, we hope residents especially in low-lying areas will also take precautions during the rainy season now,” he told reporters after visiting Sg Lenek around the Chaah area recently.

Labis and Chaah were among the worst-hit areas during the floods in the state earlier this year.

Chua, who is also Agriculture and Agro-based Industry deputy minister, said MCA would also meet up with other Barisan Nasional component parties to discuss on preparation for floods such as identifying relief centres and also about the distribution of food when a flood occurs.

Chaah resident Wong Lee Yin, 50, said she hoped the government would informed them on what to do and where to go during a flood to save lives and belongings.

“I am worried about floods especially after the horrifying experience I had to go through during the earlier floods this year,” she said during an interview.

Wong said she managed to save her five children as the water-level rose very quickly and she lost everything including her personal documents such as her MyKad.

“The river is just behind our home and the currents during the flood are strong.

“I saw some villagers using a tractor to transport wheelchair-bound senior citizens to safe ground.

“Financial aid alone is not sufficient as we want to be alerted during an emergency especially floods,” the housewife added.

Another resident V. Subramaniam, 31, said he would start worrying about floods when monsoon season was near.

“December is coming and we have to prepare to shift our things to the higher ground.

“My wife and I will have to be extra cautious as we are concerned not just about our lives but also of a newborn baby,” he said.

蔡智勇促張念群‧“勿把馬華派紅包政治化”

(吉隆坡22日訊)馬華青年專才局主任拿督蔡智勇促張念群,勿企圖政治化馬華發放100令吉作為感謝黨員支持和貢獻一事,而往民聯州政府臉上貼金。

“馬華為了感謝黨員一路來與馬華風雨同路的支持和貢獻,發放樂齡黨員100令吉以及新生兒200令吉是為了聊表心意,但行動黨領袖卻不分青紅皂白,指責馬華制度化政治獻金,顯示行動黨任何事情都可以牽扯到政治陰謀,凡事都要政治化。”
他補充,馬華只限於派發給黨員,並且規定只有符合條件,即年齡超過60歲的30萬黨員才有資格獲得100令吉,是為了感謝黨員們多年的默默付出。相比檳州和雪州政府,美其名是派錢,卻定下諸多條件,譬如規定只有新選民才能獲得,顯示民聯政府才是旨在買票,而選擇性派錢的一方。
他也強調,馬華所派發的資金所動用的是黨的資源和資產。

LABIS: The MCA Young Professionals Bureau has urged the Government to spell out clear guidelines on the criteria for the RM500 aid.

“Are those already receiving aid from the Welfare Department and retirees allowed to apply? What about odd-job workers with no fixed income?” asked its chairman Datuk Chua Tee Yong.

Under Budget 2012, the Government had announced the one-off cash assistance for households with a monthly income of RM3,000 and less.

Chua questioned whether the income of offspring would be included in the calculation of “household income” together with their parents’ salaries.

He also urged those waiting for the cash aid from the Government not to believe anyone who offered to help them apply for the funds as the application guidelines had not been issued yet.

Chua said he had received a number of complaints about people who wanted to charge a fee for helping to apply for the aid.

He hoped the cash aid exercise would be carried out throughout the year instead of people having to send in their applications within a stipulated period.

Speaking after visiting his constituency here yesterday, Chua who is also Labis MP, took a jibe at Pakatan Rakyat for criticising the Federal Government’s ability to reduce the national deficit without realising there were huge debts in its own backyard.

He said the Opposition should be aware of Budget deficit problems in states like Selangor and Penang.

The Government, he said, had to ensure a balance in reducing deficit and boosting economic growth.

“If the focus is all on reducing deficit, it may affect economic growth and this will cause a higher unemployment rate and slow down economic and business activities,” he said.

At another event, Chua said he had heard of cases where people not affected by floods in Labis had received relief payment.

Despite not being deserving cases, he said they had capitalised on the generosity of the public and the Government’s goodwill.

“I understand that the National Security Council is working with the Malaysian Anti-Corruption Commission and police to take action against those who give false information about their situation,” he said after a flood relief presentation to 394 people from Labis, Chaah and Tenang, who were affected by floods earlier this year.
Earlier, a commotion occurred at the council hall during the distribution of flood relief when people rushed to claim the money.
