Chua Tee Yong: GST yes, but steps must follow

NOV 28 — The government has recently announced that there will be tabling of first reading of the draft GST at the end of the December 2009 parliament session.

During the debate on the motion to support the budget for 2010 I mentioned briefly the need for the government to start the ball rolling on the implementation of GST to diversify the revenue base of the country and also to put in place a tax structure to see the country into the future.

Why is GST attractive and implemented in most countries like Singapore, Japan, Canada, Australia and New Zealand?

Basically, a value-added tax like GST is a tax on consumption, and not on income, hence the tax system inherently encourages savings and investments instead of consumption.

The tax also has a self-policing mechanism that discourages evasion, unlike in a sales tax system or an income tax system where it would be relatively easier to scheme to evade taxes. Studies have also shown that GST also captures part of the ‘shadow’ economy.

In spite of the benefits I have stressed in the budget that it is pivotal and essential that any implementation of GST should not be done in haste and any timeline suggested and targeted should take into account the current taxation framework, custom duties, sales tax or any direct or indirect tax existing in the country to avoid multiple taxation that will burden the rakyat.

Various countries that embark on GST also known as value added tax have undertaken taxation reforms but it is important note that no two economies are exactly alike.

Even the initial GST rate introduced, the type of exemptions and also the time of the economic cycle (i.e. whether the economy is in recession or strong growth) varies from countries to countries.

For example;
Canada implemented a broad based GST in 1991 at a rate of 7 per cent. The Canadian economy was in recession at the time the GST was introduced.

Japan introduced a general consumption tax from 1989 at a rate of 3 per cent. There were limited exemptions and the economy was experiencing strong growth coupled with falling unemployment

New Zealand introduced GST in 1986 at a rate of 10 per cent. When the GST was introduced in New Zealand, economic growth was weak and uneven, inflationary pressure was high.

Singapore introduced a GST in 1994 at a single low rate of 3 per cent and economic activity in Singapore at that was quite buoyant.

As such, I support the government effort to start the draft on GST, to obtain feedback, response and also to plan for the implementation of the GST.

GST implementation will definitely result in a once-off increased in inflation thus the indicated 18 months target date seems to be too fast. At a time when the economy is just in its initial stage of recovery, a hasty implemented GST would severely impact the economy, burden the rakyat, cause confusion and affect cashflow of business. A GST rate of 4 percent has been indicated as a probable GST rate.

In my opinion, the rate of 4 per cent is lower than the existing sales tax but pending the list of exemptions, potential tax cuts and also grants that will be given to the lower income group to enable to sustain their living it would be difficult to assess the reasonableness of the rate.

Besides key concerns on whether daily basic necessities, cars and residential houses would be subjected to GST needs to be addressed. Cars in Malaysia are highly taxed and additional GST without offset would burden the rakyat unnecessarily. Likewise in terms of housing, most Malaysian are still trying to cope to acquire their first homes, thus GST is unwelcome news to them.

Thus it is recommended that when determining the rate of GST the government should not target for a substantial positive GST return compared to rebate and offset provided.

This is crucial to avoid inflationary pressure that are already diminishing the purchasing power capacity of lower income families and also affecting most middle income families.

By adopting a lower rate and subsequently adjusting it when the economic situation is better it would not add unnecessary pressure to the rakyat. This is because the subsidies distribution method is still in the midst of revamping and would be crucial to mitigate the impact of the GST.

We may feel that we are ready for GST as Malaysia’s poverty rate is low. However, the reason for low poverty rate in Malaysia is because the income level per month used to determine the poverty is only RM720 in peninsular Malaysia. As such, after the GST implementation the income level used to assess poverty needs to be reassessed due to the inflationary impact.

In addition in Malaysia 38 per cent of the 5.6 million household in Malaysia has an income level of less than RM2000 a month. This shows that while GST can still be implemented the impact on 2.12million household needs to be weighed carefully as food and transport represent a high portion of their expenditure from their monthly income.

It is likely that even though a rate of 4 per cent increase in GST is introduced food prices or goods of basic necessities might increase higher than 4 per cent. Look at the instances when the subsidised price of sugar or flour prices increase, the corresponding food prices like the tarik or roti canai is substantially higher.

As such prior to the implementation the government would need to ensure the existing committee or ministry involved in the monitoring of the price of goods and service needs to be beefed up with necessary manpower and authority to avoid heavy profiteering by unscrupulous traders. If not, any implementation of GST would likely result in increase of prices of goods and services more than expected.

Nevertheless before implementing the GST, the following needs to be considered;

Setting a steering committee with the necessary political commitment
Implementation of GST is a massive tax initiative that warrants a steering committee for the following reasons:

To study the impact of GST to the people to identify and resolve operational problems to highlight the Ministry of Finance’s major concerns regarding the business community to prepare the business community for compliance to oversee the public education programme.

The job of implementation of the GST should not be limited to the Ministry of Finance.

The Steering Committee should also be represented by the Ministry of Trade and Industry, SME Department, the Department of Customs and Excise and etc
Strong political commitment is required to ensure that departments cooperate and to ensure a buy-in to make the GST successful. Without strong political backing it would difficult to get the necessary resources to assemble a steering committee with the necessary authority to carried out and monitor the implementation. Feedback from tax experts and business leader is also important to enable better preparation before the roll out of the GST.

Revamp the distribution of subsidy system and providing offset
There are various subsidies, allowances, and also benefits given to the lower income group to help alleviate the burden of the rakyat. However most of these subsidies do not reach the target group for e.g. RM720million is spent yearly on rice subsidy but sadly the poor still could not get the hands on the required quantity of rice. The government’s current initiative to use the list of names from e-kasih to distribute the rice subsidy had to be postponed as majority of those verified as requiring assistance by the Welfare department was not included.

A massive exercise is needed to revamp the e-kasih system which is plagued by red tape. e.g. the form is 24 pages and the approval process is long. It is vital to have just one database that can be used by all departments to determine the people requiring assistance. A proper system to reach out directly to those in need of assistance would enable the government to help mitigate the impact of GST.

Several offsetting measures should also be introduced to assist the rakyat to adjust to the new tax regime for example a) a cut in corporate and personal income tax b) probable cut in excise duty or import duty c) increase in public assistance by increasing the threshold of income for those to be eligible to receive the direct subsidy assistance d) increase in pensioners pay e) lower excise duty for cars

A Simple Tax System to reduce compliance cost
GST systems with multiple rates and multiple exemptions would result in confusion by both the authorities and the public. This will likely result in countless and unnecessary disputes with the businesses on the scope of tax. Multiple rates and exemptions also pose higher compliance burden on the businesses. A complex system with multiple rates could potentially lead to more abuses. Thus a single flat rate should be considered.
Meanwhile to assist SME, the government in implementing GST should ensure only SME generating a certain level of income is subject to GST. This is because not all SME have the necessary accounting or record keeping system and staff force to ensure compliance with GST. Requiring all business to register for GST would complicate the implementation.

Thus, it would be more business friendly and efficient if a high threshold is determined (e.g. businesses with turnover of RM2million and above) or low target base (e.g approximately 30 per cent of the business in Malaysia) to compulsorily register for GST. This ensures that only large businesses which should already have the necessary resources are only required to be subjected to GST.

By implementing this small retailers, neighbourhood shops and hawkers are probably exempted from registration which indirectly helps mitigate the impact of GST on the lower income groups.

Business Education and Public Communication
The implementation of the tax must be supported by a massive communication exercise to engage the business community and the general public. The authorities must be ready to organise numerous dialogue sessions, seminar, and classes on the GST.

For example dialogue sessions with trade organisation or business should be focused particular to the line of business. These dialogue sessions would enable the government to get input from the businesses regarding how the GST would fit into the actual operations of particular lines of business. This is crucial to help to fine-tune the GST in order to prevent the GST system from becoming unnecessarily complicated and affecting business adversely.

Brochures and pamphlets should be available for distribution while media and even direct mail to potential tax payers could be used to enable the public to be aware of the GST and it details.

Before implementation, field visits to selected companies are also important to assess the readiness of the business. Likewise toll free help line should also be setup to provide advise people throughout the implementation of the GST.

In addition, it important that talk programs are held at the community level through the elected representatives, community leaders and even at the grassroots level. This is to dispel any misunderstanding of the reasons why GST was being introduced. The focus should be on communicating the rationale for GST, tax offsets for GST and the exemptions if applicable.

In summary, as the details of the GST is still currently sketchy , I believe that what is essential is that the government needs to ensure that the GST is business friendly and that the necessary subsidy distribution framework is ready before the GST is implemented. The initial rate should also be acceptable and would not create a huge hike in inflation on top of the yearly CPI during the period of uncertainty. Likewise appropriate support structures to facilitate SME are also important to avoid any confusion resulting in non-compliance as SME represent 99% of the businesses in Malaysia and employs 50 per cent of the workforce.

蔡智勇:次批援助金 拉美士3200人受惠

(昔加末25日訊)拉美士區國會議員拿督蔡智勇披露,拉美士國會選區有3200人,將在第二批“一個大馬人民援助金”中受惠。

他說,在拉美士國會選區,總共有5470人申請“一個大馬人民援助金”獲得批准,當局已于農曆新年前發放的首批款項,已有2270人領取500令吉援助金。

他指出,由于申請被批者人數眾多,當局擔心會引起混亂,無法一次過發出,不過,第二批獲得者名單已出爐,近日發放。

“拉美士國會選區有3200人在第二批發放款項中受惠,其中2000名來自丁能州選區,1200人來自彼咯州選區。”

蔡智勇也是農業部副部長。他今天出席馬華拉美士區會及國州議員新春團拜時,在記者會上這么指出。

他強調,“一個大馬人民援助金”是政府的扶貧計劃,旨在不分種族宗教膚色,幫助有需要人士。

他促請不符合條件者不要提出申請,即使已獲得500令吉援助金,但如果所呈報的資料虛假,當局可採取法律行動把他們提控上庭,罪名成立可被罰款或坐牢。

馬華拉美士區會及國州議員新春團拜,今天中午在丁能車站綜合禮堂舉行,主辦位也發放100令吉援助金和干糧給219名極需協助的人士。

出席團拜者包括馬華總會長拿督斯里蔡細歷醫生、柔州行政議員兼馬華拉美士區會主席陳國煌律師、永平區州議員林其妹,及邱思祥上議員等人。

蔡智勇:福利局沒忽略華裔

蔡智勇強調,華裔貧困人士沒有得到福利局協助,是錯誤的言論。

他披露,在“尋找貧窮人士”計劃下,拉美士國會選區共有329名貧困無依無靠的貧老、單親媽媽、殘障人士,每個月獲得福利局發放100令吉援助金和白米等干糧。

“拉美士國會選區這329名受惠者,全部都是華裔人士,指福利局沒有協助所需人士,這是錯誤的言論。”

蔡智勇也說,丁能新村地方上的基本建設,過去數年已獲得全面提升,包括排水系統、雙子橋、建設有蓋籃球場及提升綜合禮堂等等。

聚焦備戰大選,蔡智勇不談黨職動向


 
拿督蔡智勇是在父親拿督斯里蔡細歷在3年前元旦前夕爆發「光碟事件」後,異軍突起的馬華新秀。

在蔡細歷出任馬華總會長後,蔡智勇更成為眾人的焦點,特別是蔡細歷在2年前不入閣,蔡智勇以33歲之齡,出任農業及農基工業部副部長後,更成為眾人的焦點所在。

黨內外不斷有關於他欲更上一層樓或攻打馬青總團長的傳聞,蔡智勇在接受訪問時,面對這些提問時,先以笑來應對,後來反問記者:「為什麼大家都問我,是不是要去攻打馬青總團長?到底是誰跟你們說的?」

蔡智勇指出,目前會把焦點放在備戰大選,因大選是首個要先過的關,其他事宜,包括黨選的動向,容後再談。

至於行動黨大選備戰委員會文宣組組長丘光耀引述不具名的馬華黨內消息指,蔡細歷同意來屆大選將不上陣,條件是兒子蔡智勇當正部長的消息時,蔡智勇嗤之以鼻後,也表達他的無奈。

他在接受專訪時,頻頻問記者:「為什麼一直傳我這個又那個啊?我真的是不明白啊!」,當記者表示這是其身為馬華總會長兒子所致時,他則笑稱:「我是總會長的兒子又怎麼樣咯?」

詢及作為馬華總會長的兒子,做起事來會不會感到特別壓力時,蔡智勇則回答,他的壓力不是來自他身為馬華總會長的兒子,而是任何新官上任、新人上陣都會背負的壓力,因有許多新事物要去學習及摸索。

蔡智勇對龍年有4大展望,最大的展望是希望各州政府能撥出一塊擁有相當大規模的適合耕種的地契,作為農業發展地,解決國內農業地不足的問題。

他也希望各族之間能增強凝聚力及團結向上,若今年大選,希望人民能給國陣政府一個繼續發展國家的機會。

他最後冀望世界太平,不再發生天災橫禍。

蔡智勇:農業部有意協助 燕窩業應拓海外市場

(布城22日訊)農業及農基工業部副部長拿督蔡智勇說,該部有意協助我國燕窩業開拓其他國家市場,包括韓國、日本和越南,但政府也鼓勵商家自行開拓市場。

他說,因一些小撮不法商家牟利,牽連整個行業,令人遺憾,然而他認為眼前的危機,等同給我國燕窩行業一個良機。

“至少我們解決當前問題,對行業未來的成長有一定幫助,因為我們有一套完善的追蹤體制來避免黑心燕窩,所謂危機就是機會,目前,部門經設有一個專門小組在追蹤及跟進燕窩的發展。”

他是接受《中國報》訪問時透露,中國對我國燕窩亞硝酸鹽含量標準的限制有望在今年中旬解決。

“希望可以在6月與中國方面就燕窩亞硝酸鹽含量達成協議,屆時,合格燕窩商
的燕窩就有機會出口至中國。”

他說,所有燕窩業者須一律獲得政府頒發的3項認證,方可獲得“一個馬來西亞BEST”(1 Malaysia Best)標籤,以便出口至中國或其他國家,至今只有8間公司獲得獸醫局頒發的獸醫健康證書。

追蹤燕窩來源

他說,通過向獸醫局註冊,將能讓政府追蹤燕窩商的燕窩來源,加強中國對我國燕窩品質的信心。

他說,該部門經展開燕窩商必須向獸醫局註冊的行動,現在就待衛生部與中國方面就亞硝酸鹽含量的准則達致共識。

“這也是我國與中國就燕窩出口至中國的談判時,中國方面提出的要求,以便可以追蹤燕窩來源,解決假燕窩的問題。”

Tee Yong: Blend of young and old candidates needed

JOHOR BARU: The MCA should field a mix of young and old candidates for the next general election, the party’s Young Professionals Bureau chairman Datuk Chua Tee Yong said.

He said that although more of the young were participating actively, the older ones should not be overlooked.

“Senior politicians have experience while younger politicians have the energy to go down to the ground and help the people.

“By combining the talents of both groups, we will be able to come up with the best approach to help the people,” Chua, who is Labis MP, told reporters at his Chinese New Year open house at the Tenang Station multi-purpose hall here yesterday.

Also present was MCA president Datuk Seri Dr Chua Soi Lek.

Tee Yong said the bureau would wait for the final decision on the candidates chosen and “work towards addressing the needs of the people”.

“With the continuous support of the people, the Government will be able to bring about positive change to the country,” he said.

Children rewarded for good results

LABIS: UPSR 5A scorer S. Liingeshwaran never expected to be rewarded for his academic excellence at SJK (T) Cantuman Chaah with a brand new bicycle.

The Form One student of SMK Sri Bali was smiling away when he was called to receive the gift during the Ponggol celebration at his Alma Mater recently.

He was among 14 students, who scored 7As, 6As and 5As in last year’s Primary School Evaluation Test.

They received the bicycles, donated by various individuals and organisations, from guest of honour Agriculture and Agro-based Industry Deputy Minister Datuk Chua Tee Yong.

“I did not know I would be getting a new bicycle.

“It is a very nice bicycle and I will cycle it to school,” he said during an interview after the event.

Liingeshwaran said he has been cycling to school, located about one km from his house, everyday.

Liingeshwaran, whose ambition is to become a software engineer aimed for 7As, but only got5As.

“I hope I will get straight As in the PMR next,” he said.

L. Dharshinidedi, who scored 7As in the UPSR examination, was happy to receive the bicycle.

“The support of parents and teachers was very important in achieving the good results,” said the student of SMK Munshi Ibrahim.

Headmaster G. Manoharan thanked the teachers and students for their hard work.

“I’m very proud of them and hope everyone will keep up the good work,” he added.

During the event, Chua, who is also Labis MP, announced an allocation of RM20,000 for the school’s building fund to build an open air hall.

Families to receive one-off aid

LABIS: More than 11,000 people in the Labis constituency are expected to receive the one-off RM500 aid for families earning RM3,000 and below, said Labis MP Datuk Chua Tee Yong.

He said more than 3,000 people have received the payment so far and the rest would be getting their payments in stages.

“It is a good new start for the year for the lower income groups.

Happy families: Recipients registering themselves at the counters set up at SMK Seri Bali in Chaah to get their RM500 cash aid.
“The government will help all those eligible for the cash aid regardless of race, backgrounds and religion,” he said after presenting the cash aid to 1,099 recipients at SMK Seri Bali in Chaah on Saturday.

Chua said the Government was also fair in other areas such as awarding scholarships for students based on merit.

He said the National Higher Education Fund Corporation (PTPTN) had converted the study loans of 10,800 students who achieved first class degrees, to scholarships.

“Out of the number 8,700 are non-bumiputra students and I hope the Government will continue to allow such scholarships, to encourage more students to excel in their studies,” he added.

Later, Chua also presented a total of RM95,000 under his constituency to 18 non-governmental organisations for their annual activities, at Labis MCA division office.

Moving forward with the dragon



THE year of the dragon, synonymous with vitality, success and prosperity for the Chinese, brings much hope as it makes its entry this Monday.

Labis MP and Deputy Agriculture and Agro-based Industries Minister Datuk Chua Tee Yong who wished for stability, unity, peace and a good economy for the country, said these attributes would help the people face a challenging year ahead.

“Being resilient and willing to make improvements, especially among the youth, is another way for all of us to move foward,” said Chua who is the MCA young professionals bureau chairman. –FOONG PEK YEE

蔡智勇冀馬華再給機會上陣

(布城20日訊)拉美士國會議員拿督蔡智勇表態,希望馬華在來屆大選能繼續給他一個上陣當候選人的機會。

「我(蔡智勇)能不能在大選守土、上陣,胥視黨的安排,我是希望黨能繼續給我一個機會。」

相較起其父親馬華總會長拿督斯里蔡細歷遲遲不表態在來屆大選的動向,兒子兼農業及農基工業部副部長蔡智勇受詢及來屆大選的動向時,顯得大方。

蔡智勇也指出,他不介意在大選對壘對其父親窮追猛打的行動黨全國大選備戰委員會文宣組組長丘光耀。

詢及丘光耀引述馬華高層消息指,蔡細歷不要在大選上陣,以換取蔡智勇勝選後,升正部長的消息,蔡智勇笑之以鼻,卻沒排除這是黨內派系發出的謠言。

他說,蔡細歷出不出征大選尚未塵埃落定,但委任內閣部長是首相的權力,最終的人選必須交由首相決定。

蔡智勇笑稱:「不要說升上部長,我在來屆大選能不能保住副部長的位子還是未知數。」

當談及現年65歲的蔡細歷日前接受媒體聯訪時,沒有直接否認有關說法,還發表

「雖未決定動向,但個人意願傾向不上陣」的說辭時,蔡智勇則笑言:「總會長(蔡細歷)還沒有決定動向,如此的回答是他的作風。」

蔡智勇吁馬華黨員‧“大選時勿扯後腿”

(雪蘭莪‧巴生20日訊)馬華中委拿督蔡智勇吁請馬華黨員,如果他們對大選的馬華候選人感到不滿,應勇敢在黨選公然提出挑戰,而不是在大選扯後腿傷害馬華。
他表示,黨同志如果選擇在大選進行扯後腿,將會造成馬華吃敗仗,黨的候選人無法成為人民代議士,在國州議會為民請命辦事。

加埔馬華舉行新春宴

他是星期四晚上出席馬華加埔區會新春團結晚宴時,在致詞上勸勉同志在來屆大選加強團結,鼎力支持代表馬華上陣的候選人。

與此同時,蔡智勇也指出,候選人並不是以經驗、年齡和職位取勝,而是在提名時有團隊,這個團隊由區會和支會力量所支撐。

他希望在即將來臨的關鍵大選,大家能夠瞭解總會長的“不入閣”論原意,團結一致合力面對馬華的背水一戰。

他也宣佈撥出各1萬令吉給馬華加埔區會和馬華巴生區會。昨晚筵開五十多席,馬華巴生區會的代表就佔了10席。

林祥才:總會長會篩選適當候選人

較早前,馬華雪州聯委會主席拿督林祥才致詞時同樣吁請黨員支持馬華候選人。
他相信,由首相和馬華總會長拿督斯里蔡細歷運用智慧篩選適當的候選人。

“馬華在巴生和加埔擁有一國二州,希望可以在鄭敬保和宋奇才領導下獲勝。”

宋奇才:勿為私利向巫統獻媚

馬華加埔區會主席拿督宋奇才表示,有意成為候選人的馬華同志,不應為了私利或搏出位,而向巫統獻媚,罔顧馬華共同奮鬥的目標。

他指出,大家應以黨為重,站在同一陣線、團結一致,共同奮鬥,確保馬華的勝利。

“自從308政治海嘯後,馬華受到巫統的拖累,被人民歸類為腐敗、濫權和貪污,因此黨同志不應為了私利,向巫統獻媚。這種負面的動作,將導致馬華被人看不起。

他發現巴生和加埔區會黨員分派系,對此他強調,兩個區會應該不分你我,沒有所謂的“宋奇才派“和“鄭敬保派”。

此外,針對外傳區會因受到加埔國陣主席拿督拉曼巴列阻止,導致迄今未能如願擁有本身的會所,他表示黨員不應看巫統的臉色行事,必須保持大家平起平坐的意念,共同努力爭取興建會所。

鄭敬保:若黨員百分百支持
馬華大選可獲勝

馬華巴生區會主席拿督鄭敬保表示,無論誰在來屆大選代表,大家都應以黨的利益為前提,共同配合創造佳績。

他表示,如果每一位黨員都能夠將手中一票投給馬華,馬華不會在上屆大選慘敗。
“舉例說巴生國會共有1萬2千人是馬華黨員,班達馬蘭就佔了6千700人,如果黨員百分百支持馬華候選人,我有信心這次的大選將有所不同,馬華可以得勝。”(星洲日報/大都會)

蔡智勇:進口冷凍豬肉入口准證 解除與否新年後探討

(布城20日訊)針對馬來西亞豬肉產品進出口商公會,要求農業及農基工業部解除進口冷凍豬肉入口准證(AP)政策,副部長拿督蔡智勇說,必須先了解國內市場需求情況,並在農曆新年過后探討是否有此需要。

他說,農曆新年后,將召見馬來西亞豬肉產品進出口商公會,以及馬來西亞禽畜業聯合總會生豬組共商,包括探討為何今年生豬價格下降,導致豬農舉辦“豬肉大平賣”。

“我不明白禽總為何與一方(馬來西亞豬肉進口商公會)簽署合作意向書,卻沒與另一方(馬來西亞豬肉產品進出口商公會)簽署,衍生進口冷凍豬肉入口准證(AP)是否廢除的問題。”

蔡智勇在農業部接受《中國報》訪問時說,進口冷凍豬肉入口准證(AP)政策是否需要維持,須依照市場所需,因為我國並非進口所有豬只部位,例如排骨和豬肚需求量比較多。

他不解為何當初市場允許自由進口豬肉時,其價格更貴,是否與農業部批准冷凍豬肉進口准證有關,農業部還在探討箇中原因。

“如果我們長期依賴進口豬肉,一旦外國發生天災或其他事情影響,這會影響國內豬肉供應。”

副部長指出,目前,農業部關注的是豬肉價格和供應是否足夠應付農曆新年需求量,而部門和禽總合作下,今年的豬肉並未出現逢過節飆漲問題。

他說,只要每年農曆新年就會出現關于豬問題的糾紛,本身根本無法滿足各方的需求。

“部門首要關注是消費者是否吃貴豬肉、豬農沒有關閉,豬商也要賺錢。”

“不介意被指靠父蔭” 蔡智勇:對自己表現有信心

(布城24日訊)到底別人眼中的蔡智勇是蔡細歷的兒子?或是副部長蔡智勇?
農業及農基工業部副部長拿督蔡智勇直言,對本身的表現有信心,並不介意別人指是靠父蔭。

“應該對自己有信心,就不需要介意別人說什么?無可否認我的父親是總會長,別人也知道我在部門是副部長,相信大家在這兩方面不會有質疑。

別人看到我只會想到我父親,我不介意這些,我沒有注意別人對自己的稱呼,我是蔡細歷的兒子,我不可能說不是。”

他強調,大選是否繼續上陣是靠自己的能力,並非父親是總會長的身分。

好學令人刮目相看
蔡智勇日前接受《中國報》訪問時,這么指出。

經過約1年半的黨內亂后,馬華在2010年3月28日重選選出全新領導層,首相較后于6月1日宣佈內閣改組時,蔡智勇受委為農業部副部長。

當時,該項宣布也成為一項課題,政壇及社會人士都在關注這名“總會長兒子”的表現。

時至今日,蔡智勇在政界的時間,也較初上任時增加自信,中文程度也較從前說得流利,其好學不倦的態度令人對他刮目相看。

當記者在訪談中提及“鹿死誰手”這句成語,他隨即問這是甚么意思,語畢拿起筆用英語拼寫在記事本上,然后一副滿足的樣子說“又學到一句新詞”。

蔡智勇指示渔业局查渔民未获补贴投诉

(太平13日讯)农业与农基工业部副部长拿督蔡智勇今日表示经指示大马渔业发展局及渔业部,调查有关渔民未获得每公斤渔获奖励10仙及200令吉生活补贴的投诉,以便尽速解决问题。

他说,虽然并非全部渔民面对未领获渔获奖励及生活补贴,但是最近问题却逐渐在其他州渔村出现,包括拉律马登县十八丁渔村、下霹雳峇眼拿督渔村及雪州适耕庄等。

蔡智勇于今日下午,在十八丁渔村济雄阁与渔民对话后,向记者如是说。

他说,根据了解,针对渔民生活补贴,财政部经已批准,预料一两个星期后,渔民将会领获。
他指出,报告显示,2010年与2011年,财政部所发出的生活补贴各为1亿6800万令吉,全国共有7万多名受惠。

各地渔民问题不一
他表示各地的渔民所面对的问题不一,十八丁渔民投诉一些渔民获得渔获奖励,部分却没有,同样的,有关渔民生活补贴发放方面,有者渔业局有记录,但渔民方面却无记录,反之渔民有记录,渔业局却无。

他认为这种情形可能涉及电脑系统连线问题,因此,将安排渔业局人员到来与渔民交流,到时可以直接从电脑连线查询,包括渔民更新执照问题等。

屏东科技大学开办学费全免,水产养殖课程开放申请

(吉隆坡9日讯)农业及农基工业部副部长拿督蔡智勇说,台湾国立屏东科技大学将为大马学生开办免学费的水产繁养殖与应用科,协助我国栽培掌握水产繁养殖技术和水产食品加工的专才。

他今日发文告说,为了实现食物自给自足的目标,我国政府致力于提高国内粮食产量,其中包括发展水产,因此,此领域具有庞大的发展空间。

在第十大马计划下,我国主要的经济活动包括了水产养殖和食品加工。为了加速水产养殖业现代化,政府在2010年首7个月主办了47个和水产养殖有关的企业培训计划,受惠者多达800余人。

蔡智勇说,政府希望把水产养殖业的产量从目前每年的35万公吨增加到79万公吨,为国家带来70亿令吉收入,同时在2020年吸引13亿令吉投资额。

除了教导水产繁养殖,屏科大规范的课程包括水产疾病防治技术、池塘管理技术、食品加工、观赏鱼养殖与管理等。完成两年课程后,毕业生可到水族馆、养殖场、生物科技公司、冷冻食品加工厂和海洋科技博物馆工作。

吉打娱乐业者须缴1年执照,蔡智勇:打造“无娱乐州”

吉隆坡9日讯)马华青年专才局主任拿督蔡智勇抨击吉打州政府更改条例,将原本规定每月更新的娱乐执照,改为一次性缴清一年的费用,而高昂的执照费用也明显在为难业者。
“吉打州政府利用种种不利的政策来打击了州内的娱乐业,企图间接把吉打州打造成符合伊斯兰党心目中的‘无娱乐州’。此次要业者一次性缴付一整年的费用,已经让很多业者叫苦连天,也让更多欲加入这行业的业者却步。”

目前,吉打州政府已经下令所有娱乐执照包括桌球、卡拉OK及练歌班,从2012年开始都必须缴付一年的执照费用,申请价格数额从最低的六百多至最高1万5000令吉。收费昂贵之余还有营业时间的限制,即只能从晚上7时营业至凌晨1时,而每逢周四更强制休业。

蔡智勇指出,州政府的政策除了会让业者陷入现金周转的问题之外,业者也很有可能把这些问题都转嫁给消费人,最终形成一种恶性的经济效应。因此,州政府应该回复之前的方式,让业者得以每月摊换执照费。

“吉打州政府在拟定和落实政策前也从不体恤业者的困境,更意图落实伊斯兰政策的,每一次都是在媒体上被揭露后才来撤除指令,其实都是在试探民间的反应,以无孔不入的方式让大家防不胜防,如果没有引起反弹,就可以光明正大落实这些影响非穆斯林的政策。”

蔡智勇认为,吉打州政府之前也否认向居林县颁布禁酒令,如果是官员擅自宣布的话,怎么至今也不见有任何官员受到惩罚?足见州政府是在以探水温的方式,在州内逐步实施伊斯兰政策。

蔡智勇也质疑,行动党和公正党是否赞同这个新条例?如若不是的话,为什么他们身为州政府的一份子,却对此条例的通过没有加以阻止?

Kedah now aiming for an ‘entertainment-free state’ by forcing businesses to pay a one-year licence fee

MCA Young Professionals Bureau strongly condemns the Kedah state government for trying to change the rules for payment of entertainment licences by making businesses pay the monthly fees one year in advance, instead of the original payment i.e. monthly payment as reported by Guangming and Oriental Daily. This causes financial burden for business in the entertainment industry.
The Kedah state government is using these kinds of policies in an indirect attempt to turn Kedah into a model hardline state under PAS. Forcing businesses to pay the entire year’s cost at one go will create problems for existing businesses as well as deter others from going into the entertainment industry.
Currently, the Kedah state government has ordered that beginning from 2012, all entertainment licences, including table tennis and karaoke classes, must pay a one-year licence fee which can range from the lowest amount of RM600 to a maximum of RM15,000. Restrictions imposed on business hours, forcing the entertainment outlets to operate only between 7.00 pm to 1.00 am as well as to close their shops every Thursday, also burdens the businesses even more.
This new policy by the state government is likely to create a cash-flow problem, whereby the cost will most likely be passed onto the consumers, ultimately creating a vicious economic cycle. Therefore, the Kedah state government led by PAS should allow entertainment outlets to pay the entertainment fees by monthly installments.

DAP and PKR in Kedah – what say you?
Does DAP and PKR support this new regulation by the Kedah PAS administration because usually when they implementsany policy, DAP and PKR are usually clueless despite PKR having its elected representatives sitting in the Kedah exco.
If DAP and PKR state assembly were in the know, why didn’t they raise these issues up during state assembly sittings or state exco meetings ?

As usual, when PAS formulates and implements a new policy which is meant to enforce Islamic policies onto the public, and when it is exposed by the media, they will quickly withdraw the policy. This is actually a method for them to test the public’s reactions to see if they can catch the public off guard, and if there is no strong reaction against their policy they will then use the same method to impose Islamic policies onto non-Muslims.

The Kedah state government has also previously denied turning Kulim into a non-alcohol district, by claiming that it was the district officer’s own idea. But then why has no official from the Kulim District Office been punished? This shows that PAS negating responsibility while attempting to turn the state’s policies to be ultra-conservative.

Dato Chua Tee Yong press statement slam Kulim DO decision to halt liquor licences- Termination of alcohol licenses in Kulim a sign of PAS hudud affecting non-Muslims

Once again, the issue of PAS hudud law affecting non-Muslims is brought to the fore with the report byThe Star today that the Kulim District Office has plans to turn Kulim into a an alcohol-free area by July this year. This is further proof that hudud law will indeed affect the daily lives of non-Muslims and the economic, social, political and academic field of our country.

 Both DAP and PKR have their hands tied

 The silence by the PAS state administration over the Kulim District Office’s decision to terminate alcohol licenses is an unspoken approval by them as it is obviously in line with their hardline policies. It also shows that the other Pakatan Rakyat parties are unable to do anything except issue statements showing their disapproval.

 If both DAP and PKR claim to be unaware of this, then it just means that PAS is taking things into their own hands and have no respect for their partners as they do not even plan to inform their partners of the decision by the Kulim District Office to terminate alcohol licenses.

 History repeats itself

 Looking back, even Selangor had the same trouble when the Subang Jaya Municipal Council had imposed a ban preventing Muslims from serving alcohol. Even though Selangor is under PKR’s administration, Menteri Besar Tan Sri Khalid Ibrahim was powerless to do anything and continuously changed his stand on the issue. I believe that the issue is still yet to be properly resolved. 

 Thus, how is it that DAP and PAS can so brazenly claim that PAS hudud law will not affect non-Muslims when perfectly good examples of it can be seen throughout the three years of administration in Kedah, Kelantan and even Selangor?
