蔡智勇：4%利率‧4500萬供農民申貸

（柔佛‧昔加末17日訊）農業及農基工業部副部長拿督蔡智勇披露，農業部將提供總額4千500萬令吉低息貸款給國內農民，包括養殖、蔬果及畜牧業領域者請，每名申請者可貸款介於5萬至30萬令吉。

他說，這是今日上午在農業部召開的會議上通過，有關貸款將供上述三大農業領域的農民申請，且申請者可享有每年4%的低利率。

首6個月無需繳母金

蔡智勇也是拉美士區國會議員，他今日傍晚頒發8萬零500令吉撥款給該國會選區內17個華團、神廟及印度廟的代表後，向記者指出，農業部提供這項貸款，主要是希望能加強農業領域發展，申請貸款獲批者，首6個月無需先繳還母金，只需付還利息。

他說，單在養殖業，在上述貸款計划下，該部門發放1千600萬令吉供農民申請，以提昇國內魚產量，因目前仍然供不應求。

根據農業部統計，國內漁產每年需要至少100萬噸，雖然獲得農業部積极推廣，產量也之前的20萬噸增加至60萬噸，可見仍有很大的發展空間。

他指出，除了漁產業之外，農業部也發放1千900萬令吉貸款給蔬果領域的農民申請，以及2千萬令吉供飼養牛羊者申請。

棕油庫存增至190萬噸

另外，蔡智勇表示，農業部也非常關注印尼去年底開始降低棕油加工業稅政策，令大馬棕油庫存量從150萬噸增至現今190萬噸，這可能影響棕油价格的未來走勢。

他說，大馬與印尼是棕油主要出口國，共佔了全球市場80%，印尼採取降低棕油加工業稅務之後，促使棕油價格走低，如果大馬不尋求對策，將面對具大競爭。

他指出，儘管目前國內棕油庫存量未達到危險水平，我國也相對的在去年推出棕油免出口稅，仍無法抵擋印尼實施的政策，因為農業部必須要儘快採取解決方案。

平衡猪肉供应问题，蔡智勇：23日与各州猪农公会会面

农业及农基工业部副部长拿督蔡智勇说，该部门将于3月23日（下週五）与各州猪农公会代表会面，以寻找方案，平衡目前猪肉生产及猪肉进口的状况，

他说，该部门有责任监督进口猪肉的情况，以确保不会造成国内猪肉供应过剩的问题。

蔡智勇表示，鉴于食物安全及农历新年猪肉涨价的问题，农业部之前允许，已经与禽总签署合作备忘录的公会进口猪肉；但该部必须清楚说明，这只是一项暂时性的措施，该部门将会探讨一项全新的猪肉进口机制，以其让各造取得共赢的局面。

他说，该部门了解到一些进口商面对申请加入大马猪肉进口商公会的问题；他本人也已经向农业部长拿督诺奥玛讨论，后者认同这只是一项暂时性的措施，以解决往年猪肉在农历新年期间涨价的问题，惟这项措施有必要重新检讨。

“事实上，农业部的这项措施已有效解决猪肉在农历新年期间涨价的问题，这是消费者有目共睹的；农业部积极关注猪肉供应链上各单位，包括猪农及消费者的利益；在维护消费者的利益上，农业部须确保合理的猪肉价格、猪肉的来源、安全素质及足够的供应，而同时必须确保猪农可以继续生存。”

蔡智勇说，该部门希望，在与猪农公会代表会面后，制定一项比较适当的管理猪肉进口的机制，以达到食物安全的标准、维护猪农的利益及确保市场有足够的猪肉供应。

More bite for laws against those who abuse animals

PUTRAJAYA: Those who show cruelty to animals will face heavier punishments if an amendment to the Animal Act 1953 gets the nod of Parliament within the next few weeks.

The draft amendments to the Act are believed to include raising the fine for animal cruelty to RM50,000 and the jail term to not more than one year.

Deputy Agriculture and Agro-based Industry Minister Datuk Chua Tee Yong said the current laws were insufficient to protect animal welfare.

“Under the current Act, anyone guilty of an offence of cruelty to animals shall be liable to a fine of RM200 or imprisonment for a term of six months or both.

“We hope to table the proposed amendments in this Parliament sitting, which will suggest heavier fines and for repeat offenders to be penalised more severely,” Chua told reporters after a press conference here to announce Universiti Putra Malaysia’s Pesta Ang Pow 2012 yesterday.

Chua’s statement was in response to a recent public outrage over photographs of a hawker who allegedly poured hot water on a stray dog.

The photographs began circulating and went viral on Facebook last week.

The hawker has admitted to committing the act on Feb 7, but claimed he did so on impulse to chase away persistent dogs which came to seek scraps.

The Veterinary Services Depart-ment (VSD) has since summoned the man for questioning.

“The department has taken the dog in its care, lodged a police report and applied for a court order to investigate the matter.

“The veterinarian who inspected the dog has reported that the animal is recovering from a 25cm-long wound on his body,” Chua said, adding that initial investigations confirmed that the dog was scalded.

He also urged the public to consider adopting strays instead of buying pets from shops.

“One of the main causes of stray animals were by people who abandoned their pets.

“We are disappointed and appal-led by people who abuse animals,” Chua said.

蔡智勇：尋求修正法令‧虐待動物或監半年

（布城13日訊）農業與農基工業部副部長拿督蔡智勇披露，政府將嘗試在本屆國會尋求通過動物修正法令，一旦證實虐待動物者擁有前科，將加重刑罰，可監禁最高6個月，或罰款最高達1萬5千令吉。

他指出，目前虐待動物者的罰款很低，犯者只須繳交200令吉。

蔡智勇今日在部門舉行新聞發佈會，針對八打靈再也一起虐待流浪狗的投訴事件，向記者這樣表示。

他說，雪州獸醫局已針對這起虐待狗的事件，援引1953年動物法令第44（1）項條文，申請庭令調查此案，同時也向警方投報備案。

促提供虐狗證據

他透露，該局已採取行動，把受虐待的狗帶回部門調查，經過獸醫初步檢驗顯示，這隻狗可能被熱水淋傷，留下25公分的傷口，幸好傷口沒有受到感染，傷勢復原中。

他促知情的公眾人士，協助獸醫局調查此案，並提供訊息，找出有關人士虐待狗的證據。

他遺憾這起事件的發生，並希望非政府組織展開領養流浪狗的醒覺活動，同時教育人民在購買寵物時要想清楚，是否有足夠的責任感，照顧這些寵物，而不會遺棄這些寵物，以便寵物最後變成流浪狗。

Tee Yong: No MCA request to contest in Kepong

PETALING JAYA: The MCA has not formally requested to contest the Kepong parliamentary seat in the next general election, said MCA Young Professionals Bureau chairman Datuk Chua Tee Yong.

As part of the Barisan Nasional coalition, he said each component party had a complementary role to play.

“If there is no MCA candidate for some seats, it doesn’t mean that MCA does not play its role.

“We will still serve and help the local communities whether or not we have an MP or state assemblyman in the area,” he said after launching the Kepong MCA special task force comprising local non-governmental organisations and residents.

Chua was responding to a media report that Gerakan had declared its intention to keep the Kepong seat.

Kepong Gerakan division chairman Ma Woei Chyi had said that the party, which had been contesting there since 1974, was committed to the people in the area.

Ma made the statement following reports of Kepong Umno members suggesting that MCA contest in Kepong instead of Gerakan this time around.

However, Chua stressed that the final decision would come from the top and must be respected.

蔡智勇：解決農業外勞短缺‧收集資料向內政部反映

（霹靂‧美羅10日訊）農業部副部長拿督蔡智勇指出，他的部門與各州政府將農業投資者及耕農收集資料，然後向內政部反映情況，以便有效地解決農業領域外勞嚴重短缺的問題。

他說，國內各農耕區都面對不同的問題，因此業者必須提供完整的資料和建議，讓其部門深入探討，然後依情定下解決方案。

他指出，除了嚴缺合法外勞，耕農無法獲得合法耕地，也是一項難於解決的棘手問題；雖然如此，通過行政議員拿督馬漢順的努力，州內的問題已逐步獲得解決，值得贊揚。

蔡智勇昨日下午專程抵達打巴會見馬華區會領袖，同時與丹拿馬士新村果農進行交流時，如此指出。

農民貸款計劃助拓展業務

他披露，農業部已於2月與農業銀行推出農民貸款計划，協助業者拓展業務；只要不是在非法土地作業，而且已在相關領域擁有2年以上經驗者，都可提出申請。

他在馬漢順及丹拿馬士村委會主席丘椏玖帶領下，參觀了當地的水蓊園和無核番石榴園，並向園主瞭解种植過程。

馬漢順在交流會上透露，州政府正在積极處理冷水河非法耕地的問題，希望能在這2星期內達致解決方案。

他說，州政府之前已圓滿解決柚子園的土地地位問題，現在除了全力處理冷水河的耕地，也在努力為州內其他地區的耕農解決相關問題。（星洲日報／大霹靂）

蔡智勇：可及時獲知最新政策‧燕屋註冊有利燕窩出口

（霹靂‧安順9日訊）農業及農基工業部副部長拿督蔡智勇說，燕屋向獸醫局注冊，有利於日後燕窩出口銷售。

他今午和安順養燕業者進行對話後說，燕屋注冊後，獸醫局可以及時向業者傳達最新的政策。

“這對符合中國政府強調追蹤燕窩來源有所幫助。中國希望日後進口該國的燕窩是真正來自馬來西亞，而不是從第三國通過大馬輸入中國。”

蔡智勇說，根據霹州7個燕窩業公會提供的資料，顯示州內有3千245間燕屋，當然這不是真正的數據，因為有許多自行操作，並沒加入公會。

“霹州已有1千288間燕屋向獸醫局注冊，希望業者能時常和獸醫局保持聯繫，以便在燕窩出口時，不會出現混亂情況。”

他也促請公會和業者關注燕屋發出噪音的問題，避免干擾到附近居民。一些新入行者以為燕聲調大便能吸引燕子到來，其實這是不正確的。

吳亞成：對政府努力有信心下霹靂養燕商公會會長吳亞成說，他瞭解到政府已努力協助養燕業者，並對政府的努力有信心。

“只要我們依中國方面的條規去處理燕窩處理程序，我相信中國方面一定會重新入口我國的燕窩。”

蔡智勇：最低薪1000令吉 民聯執政州應先實行

馬華青年專才局主任拿督蔡智勇指出，行動黨一直要求将最低薪金制設在1000令吉及以上，之前更公開表明要減少40％公務員人數，最後的結果，却是民聯其餘兩黨推翻其說法。這足以證明，民聯三黨在政策上的不一致，以及顯示行動黨只會說、不會做，习惯開空頭支票的作风。

他建議，如果行動黨的說法是可行的，應該率先在民聯執政的州屬，包括雪州、吉打、吉蘭丹、檳城的政府相關公司（GLC）及政府相關投資公司（GLIC）實行，然而民聯執政上述州屬4年，卻不見州政府推行行动党所建議的最低薪金的數額。

根據人力資源部長拿督斯里苏巴玛廉的說法，政府計劃把最低薪金定於800至1000令吉，這將惠及私人領域320万名員工。而馬來西亞雇主聯合會認為，最低薪金設在1000令吉或以上，將會為雇主帶來負擔。

馬華青年專才局認為，最低薪金制若設在800令吉則會太低，因為半島的貧窮線為720令吉，沙巴為780令吉及砂拉越760令吉，因此設在900令吉或以上是合理的。蔡智勇認爲，在設定最低薪金制后，員工的其他福利必須維持。

他指出，民聯在橙皮書內，承諾協助人民提高家庭收入至每月4000令吉，但另一方面，民聯議員卻建議將最低薪金制定在1000令吉至1200令吉，以此計算，即使夫妻收入加起來，家庭收入也遠遠無法達到橙皮書内定下的4000令吉目標。因此，蔡智勇認爲，民聯有必要清楚公佈他們有何策略和步驟協助人民達到上述目標。

 同時，如果要達到民聯定下的最低薪金制目標，意味著國家需要承擔超過930億令吉，這將佔國家總收入的一半，導致國家面臨破產。

 他說，最低薪金制越高固然是好，但也須胥視私人界雇主是否能夠負荷，不同領域的最低薪金制標準應根據領域的潛能發展而定。

另一方面，也是拉美士國會議員的蔡智勇透露，自從調高園丘工人的最低薪金，從350令吉調高至850令吉后，雇主也反映工人在工作承諾,工作態度及接受建議方面都有所改進。

Chua: Have RM1,000 minimum wage in Opposition states first

PETALING JAYA: DAP has been criticised for demanding that the minimum wage be set at RM1,000 but not recommending such a move in Opposition-controlled states.

MCA Young Professionals Bureau chairman Datuk Chua Tee Yong suggested that DAP propose the wage base for the Pakatan Rakyat-ruled states of Selangor, Kedah, Kelantan and Penang first.

“At least they should implement their own proposal of minimum wage in their government-linked companies (GLCs) or government-linked investment companies (GLICs). However, nothing has been done so far,” he said in a statement yesterday.

Chua, who is Deputy Agriculture and Agro-based Industry Minister, pointed out that Pakatan’s Buku Jingga (orange book) had said the coalition strived to provide a minimum household income of RM4,000 a month.

“But on the other hand, Pakatan MPs have suggested fixing the minimum income at between RM1,000 and RM1,200.

“So, even if we were to add the total income of both husband and wife, Pakatan’s target of RM4,000 would not be attainable,” he said.

Chua said that in order to achieve Pakatan’s objective, the country would have to bear a burden of RM93bil as the Government would need to top up the monthly income of each household to RM4,000.

“Such a scenario would certainly lead our nation to bankruptcy. It is beneficial to set a minimum wage. However, this should depend on the financial capabilities of the respective employers as different sectors vary from one to another,” he said.

It was reported that the Government was looking at a minimum wage of between RM800 and RM1,000 for some 3.2 million workers in the private sector.

Deputy Prime Minister Tan Sri Muhyiddin Yassin said the Government had decided on the national minimum wage and the details would be announced by the Prime Minister soon.

Chua said the bureau was of the view that fixing the minimum wage at RM800 was too low as the poverty line in the peninsula was RM720, while it was RM780 in Sabah and RM760 in Sarawak.

“Thus, it will be more appropriate if minimum wage is fixed at RM900. It is recommended that even by having such a minimum wage, other employee benefits should remain unchanged,” he said
