Tee Yong lodges report over shady SMSes

PUTRAJAYA: There appears to be an unending stream of attempts to discredit Datuk Chua Tee Yong, whose mobile phone number was used to send a mass of questionable text messages.

A message questioning the link between gambling licences issued nationwide and political funding for Barisan Nasional was sent to random people using a mobile number identical to Chua's.

“The only difference was the country code preceding the number,” said the Deputy Agriculture and Agro-based Industry Minister.

Any telephone number registered in Malaysia would typically have +06 as the country code when calls are made. The number cited on the text message, however, bore the code +16.

“I only found out when I received calls from people I don't know regarding the SMS sent out under my name,” he said after lodging a report at the Putrajaya police headquarters.

Chua said the text message, in Chinese characters, claimed that he was questioning the high number of gambling licences issued, linking it to the possibility that Barisan was working with criminals to raise funds for the general election.

He added that it could also be attempted political assassination.

Chua pointed out that it was important that he lodged a police report on the issue, as it could escalate into something worse if people were not aware that he did not send out the text message.

“The police told me that this was done using high technology, and that it is probably something only available overseas. I don't know who received the SMS, and I fear for my safety and that of my family,” he said.

Chua: Labis MCA plans to hold health carnival yearly in Bekok town

LABIS: The district MCA is considering holding an annual health carnival at Bekok town in a bid to promote regular health screening among the folks here.

Its MP Datuk Chua Tee Yong said he hoped the plan could be carried out with involvement from various government agencies and organisations.

He said 61% of the country’s population were inactivate, which led to various non communicable diseases such as hypertension, diabetes and heart problems.

“We hope people know their health conditions and exercise more for their own good,” he said after attending health carnival organised by Labis MCA at Bekok multipurpose hall here recently.

Government agencies and non-governmental organisations involved in the carnival including Health Department, National Population and Family Development Board (LPPKN), Federation of Chinese Physicians and Acupuncturists Associations of Malaysia (FCPAAM).Others were Immigration Department and National Registration Department.

Despite various criticisms made by the Oppositions on the government healthcare policies, Chua said the government had improved the general public health drastically since the country’s independence.

“Our life expectancy at age 57 during Merdeka time, for both men and women, rose to 71 years for men and 76 years for women.

“The government is not perfect, but it has helped to change the healthcare standard and improve quality of life of the people,” he said.

Chua added that the government spent RM10bil to RM15bil annually on medical bills and services.

“Even the World Health Organisation recognises Malaysia as one of the countries in the world that provide affordable medical to the people,” he said, adding that the public health clinic only charged RM1 for medical service.

SUNDAY INTERVIEW: 'Win or lose, MCA is always there to serve'




YOUNG IMPACT: MCA Young Professionals Bureau chairman Datuk Chua Tee Yong has been in the news lately for his vocal stance on several issues, notably the Selangor govt's debt recovery exercise of Talam Corporation. He talks to Adrian Lai about the party's moves to engage with young voters, and their significance in ensuring a Barisan Nasional victory in the coming general election

Question: After MCA's poor showing in the 2008 general election, what are the changes that have been made within the party? Do you think the party remains relevant?

Answer: Moving on from 2008, the party is now led by a united team. We are becoming more vocal and assertive. Some voters have, in the past, called us timid for keeping quiet, but we have started to prove those sceptics wrong.

Many people say that in politics, a party would be considered irrelevant when you don't win enough seats or if you lose too many seats.

However, the party, especially its younger leaders, are of a different view. We do not take voters for granted. That's the reason why, whether we lose or win, we continue to serve them. We have even continued serving in areas where we have lost, albeit with limited resources. But at least we go and serve to thank the voters, unlike the opposition. Yes, I believe that we're still very much a relevant political entity.

Question: How did the results of the last general election affect MCA's efforts in nation building?

Answer: The party has gone through 12 general elections. Although we didn't fare too well in 2008, we will not let this setback affect us too much. However, the last general election has served as a wake-up call for us. There are always ups and downs in politics, and we have learnt some valuable lessons from this experience.
 
For example, we are still a developing country, not a developed one. So, we still need elected representatives who go down to the ground, to go back to their constituencies and serve. This is what MCA has done and will continue doing despite our past election results.

And I believe MCA will continue to remain in high spirits as we have been part and parcel of our country's nation-building process for so long. What's more, the MCA, through Universiti Tunku Abdul Rahman and Kolej Tunku Abdul Rahman, has trained more than 180,000 students, who have contributed to the country's development.

Question: How would you gauge the current level of support for MCA by its members and the public?

Answer: Let me answer with another question: Did our party members leave in droves after the last general election? Did no one join MCA in the past four years?

The answer is a most resounding no. But even so, the party's top leadership realised that it was important to retain the support people had for us, and to further strengthen it by recruiting new members.
 
What we did immediately after the 12th general election was to help register new voters. In the process, we roped in more than 100,000 new voters. By doing so, we managed to get some 50,000 new members.
 
Compare that with the number of members who had left -- fewer than 200. This goes to show that contrary to popular belief, MCA is definitely not a goner as far as members and
public support are concerned.

Question: The DAP has been one of MCA's fiercest political rivals. Will MCA be able gain the upper hand in the upcoming general election?

Answer: If you look at past election results, we have actually beaten DAP seven times, drawn once and lost twice (in terms of parliamentary seats won).
 
Yes, we lost to DAP in 2008, but it's not the first time. If you remember, MCA lost quite badly against DAP in 1986 and 1999 as well.
 
However, we managed to trounce them in 1995 and in 2004. Such is the nature of politics. I'm not saying we will definitely win this time, but we will lose if we give up.
Question: To what extent has MCA harnessed the potential of social media to reach out to the public, in particular potential voters?
Answer: That's one area where I think MCA and Barisan Nasional could do better. But after the last general election, there have definitely been some improvements.

However, the opposition has so far been extremely successful in their social media strategies. In terms of online campaigning and alternative media exposure, they are way ahead of us. In the past, I believe that many people would just believe what they read in social media websites.

But with lots of information and possible half-truths being offered every day, more and more people are realising that they have to study the issues raised from various perspectives.

But there are some who are emotionally driven by what the opposition posts in social media.
We cannot deny that. Some of these emotionally-driven people, I believe, are cyber troopers. There are people who have been engaged to do just this. That's one thing
Pakatan has been very successful in. They also make use of social media to criticise the mainstream media. Most of the time, when the mainstream media reports something they don't like, they ban that particular newspaper from covering certain things.

One thing Pakatan loves to do on social media is political spinning and not giving the full picture. The Penang state government has been successful in doing this by painting a false perception on the Internet.

In social media outlets, the DAP gave the perception to all that debt reduction was due to their efforts in paying off the debts. This is actually untrue as it was just a restructuring exercise where the debt was transferred to the Federal Government.

It's also perceived that in Penang, they have accumulated huge surpluses. But they forgot to mention that when they took over Penang from BN, there was already a RM900 million surplus.

Many people are also unaware that the gross domestic product for Penang had contracted 1.8 per cent since 2008. That is why the state per capita income is stagnant.

The MCA and BN should, therefore, look into creating a strong social media presence to give a clearer picture of what is really happening.

Question: As MCA Young Professionals Bureau chairman, what have been your efforts in gaining the support of the young Chinese voters?

Answer: We believe that the public will carefully evaluate each and every party before they cast their ballot. That is why many of the younger leaders, including myself, are taking the initiative to bring several important issues to light.

Recently, I have been very vocal against Pakatan, in particular the Selangor state government. After exposing the Talam scandal, the younger voters have realised that the opposition's Competency, Accountability and Transparency motto is a mere political slogan.
I have also openly criticised the opposition coalition's alternative 2013 Budget, as it sets down promises which are generally impractical.We can clearly see that when they say they want to increase the minimum wage to RM1,100, they never thought of the repercussions and the costs involved. So, by doing so, I hope the public is aware that there are a lot of promises that Pakatan makes, but will not be able to fulfil.

Another classic example: they said they would reduce the price of petrol should they capture Putrajaya. But the public had noticed that this promise was not even announced in their budget. Clearly, they have forgotten the many promises they had made.

So, if you look at the states that they have been governing, have they fulfilled most of the promises they made since 2008?

No, they did not despite announcing and putting them into their previous election manifesto. It's like there's a lot of thunder and lightning, but for some reason, the rain doesn't come. By preventing the opposition from hoodwinking the people, I believe we can continuously gain the voters' support.

Question: How does MCA view the significance of young Chinese voters in ensuring a BN victory in the next general election?

Answer: There is a perception that the key voter group in the next election is the young voters. According to the Election Commission, they make up 41 per cent out of 12.6 million registered voters. What's crucial, however, is that every vote counts.

So, while it's important to appeal to the young voters, MCA is more keen on creating a balanced approach to gain the support of voters from various age groups. You see, 5.1 million voters are 40 years old and below, while another 5.1 million are aged between 41 and 59. So, 41 per cent per cent of the voters are 40 years old and below and 41 per cent of the voters are between 40 and 59 years old. Voters aged 60 and above make up the remaining 18 per cent of the electoral roll.

Therefore, MCA has conducted various programmes catering to the young and the middle-aged voters by reaching out to various non-governmental organisations and local youth organisations.

And it's not just done by my bureau. We have been working hand-in-hand with MCA Youth towards servicing a large number of people. Basically, I think it is important that we have a balanced approach.

Question: What are some of the notable initiatives taken by MCA since 2008 to contribute to the younger generation of Malaysians?

Answer: We have continued to conduct various programmes with the youth; we have engaged them in dialogues and we show our support for them by attending their events. But what's important is that when we talk to them, we do it during closed-door discussions so that they will be more frank.

We reached out to university student leaders to discuss with them and find out what their concerns were. We've helped to ensure that their programmes were successful.
So, the entire party machinery is gearing towards that, not just my bureau. For example, I'm happy to note that our party's proposed 1MCA Insurance Scheme received a lot of positive feedback. In fact, we registered approximately 30,000 new members this way. And, even though the party consists mostly Chinese members, we have always maintained that we would always serve all Malaysians.

So, when MCA launched the 1MCA Medical Fund, we raised RM10 million, and subsequently an additional RM2 million. Currently we have disbursed RM8.4 million to 1,400 people; 1,100 are Chinese while 300 are non-Chinese.

But what is important is that the public was very willing to donate and let MCA administer the programme. Anyone who didn't have confidence in MCA would not have donated. We have also launched the 1MCA Micro Credit, where we gave out RM6.4 million in loans to some 380 young entrepreneurs. Also, 159 university students have benefited from the 1MCA Education Loan Fund, where the party spent some RM5 million to help them realise their dreams.

Of course, this may not translate into votes; we're not doing this to get votes, either. But at the end of the day, we continue to serve. If you compare with what the opposition is doing, were they transparent when they raised funds? Did they declare how the funds were spent?
Lately, we see them jet-setting and riding in luxury buses. But no one knows where all the money comes from.

Question: As the current Labis member of parliament, do you wish to contest there again if given the chance?

Answer: I think one thing we must understand is that before we stand, it is usually the division that will recommend you, followed by the approval of the president.

So, first of all, I have to thank the past president for allowing me to stand and the division for recommending me. An election is not about one person, it's a team effort. That's why I make it a point to go back to Labis to service my constituents and thank them. Whether I'll be able to retain the seat or be able to stand again depends on the voters' feedback. Have I been performing well or not -- that will be a consideration for them. But, of course, if you have been there, you hope you can contest again because you have established the network.
You know the people there and there's some familiarity. It's easier for you to coordinate.
You still need the local leaders and NGOs to assist you to pass on information on what is happening. Without them, it's harder to serve the constituents.

In terms of the programmes that I had conducted from 2008 until today, I made sure that I not only served the Chinese but also the Malays and Indians.

I even went to a Tamil school to help them. I'm happy that I managed to help in building a kindergarten for the school. And I also managed to secure welfare assistance for many of my low-income constituents. That's one of the things I'm truly proud of.

Question: That said, if you would like to continue your political career in years to come; what are your short-term and long-term goals?

Answer: First of all, I hope I could get enough of the people's support to retain my seat. That's my short-term goal. I also hope I can help the party strengthen itself for the next general election and to help other component party leaders gear up for the polls.
As deputy minister of agriculture and agro-based industry, I would like to continue facilitating the implementation of the National Key Economic Area and the National Transformation Programme that Prime Minister Datuk Seri Najib Razak launched. Hopefully, it will be successful and benefit more people. In politics, there is no certainty. We take it as it comes. Man proposes, God disposes. My short-term goal is also my long-term goal.

I would like Malaysia to achieve Vision 2020. So, I think it's important for MCA and BN to continue working together within the government. But to do that, we need the rakyat's support. Another long-term goal of mine -- I would like to see us become a high-income nation.

This will help improve the quality of life of the people. I hope the quality of education will improve, so as to create more skilled workers. I hope all this will be part and parcel of what will happen in 10 years.

农部助养鸭业重出口日本

(太平12日讯)农业及农基工业部將协助养鸭相关业者,重新开拓日本和其他国家的鸭子市场。

副部长拿督蔡智勇说,我国的鸭子养殖业每年供应3000万只鸭子应付市场需求,其中逾600万只鸭子出口至新加坡。

「养鸭业发展最蓬勃的是霹雳州,每年供应市场逾460万只,其次是柔佛州,占120万只。」

他说,在2004年前,我国有出口鸭子至日本,但是2004年发生禽流感时,日本禁止我国鸭子入口。「业者认为禽流感课题已过了很久,希望能重新出口鸭子至日本,不必通过新加坡转销至其他国家。」

蔡智勇今日在霹雳养鸭公会主席黄金锭、署理主席陈泗顺、霹雳兽医局官员及地方马华领袖的陪同,参观直弄福顺农场和霹雳食品工业有限公司,了解养殖鸭子和鸭子宰杀后的处理过程,並了解业者的问题。

他说,霹雳养鸭公会和业者希望农业部能协助他们开拓更多的鸭子市场,而非仅依靠新加坡作为主要的出口市场。

他提到,在霹雳州有逾100至128个养鸭农场,当市场需求太少时,一些农场暂时关闭,当需求高时就重开,由於无法预知市场需求,在价格和供应方面存在一些问题。

公会近期呈书冀续发津贴

霹雳养鸭公会主席黄金锭表示,將在近期內提呈函件予农业部,要求关注此行业的问题。

他今日在农业及农基工业部副部长拿督蔡智勇造访直弄福顺农场后,向媒体表示,公会將会列明各项问题,希望政府关注及协助。

署理主席陈泗顺说,其农场在2004年前有出口鸭子到日本,不料,2004年闹禽流感后,日本方面禁止入口大马的鸭子,冲击此行业。

他希望在政府的协助下,能重新出口並开拓其他国家的市场,赚取外匯。

「此外,农业部在2年前停止给予养鸭业者津贴,在现时营运成本高涨的时刻,希望政府继续发出津贴,减轻负担。」

农业部将助养鸭业者 解冻日本入口禁令

 
(太平12日讯)农业部将协助我国养鸭业者解冻日本入口禁令,同时不必通过第三个国家充当中间国,可以直接出口至相关的国家。

农业及农基工业部副部长拿督蔡智勇指出,自从2004年,我国爆发H1N1禽流感后,日本就禁止我国的北京鸭直接出口至该国,使到养鸭业者坐困愁城。

蔡智勇今日上午,在霹雳兽医局副主任拉里萨医生、霹雳养鸭公会主席拿督黄金锭、署理主席陈泗顺等陪同下,访问太平郊直弄福顺养鸭场与霹雳食品工业有限公司后,在记者会上如是说。

他表示,目前业者要求农业部关他们的困境,希望可以协助恢复出口日本,并非只是出口至新加坡而已。

他指出,业者也希望可以直接出口至有关国家,不必依靠新加坡,如此一来,业者才能撑握整个市场的正确走势,才能成功开拓养鸭业。

“通过新加坡出口,业者就必须跟随新加坡的要求而做出供应,如出口量、价格等,都由新加坡控制,这对于养鸭业发展不健康。”

他表示农业部将会关注养鸭业所面对的问题,这也就是今天到来养鸭场及加工厂巡视的目的,以便对此工业有所了解,才能拟定长期性的发展策略协助业者。

他将会与霹雳州养鸭公会深入研讨,如何推动养鸭业朝向美好前景。

Perak duck breeders want help to find new markets


TAIPING: Duck breeders in Perak want the government to help them find new markets as dependence on one market has caused them to face price fluctuations.

Deputy Agriculture and Agro-based Industry Minister Datuk Chua Tee Yong said Friday that the Perak Duck Breeders Association would be detailing this and other issues in their industry in a letter which would be forwarded Department of Veterinary Services.

“I will instruct the department to help them in anyway possible.

"Malaysia previously exported ducks to Japan, but since the bird flu outbreak in 2004, all exports stopped.

"Now, live ducks are mostly exported to Singapore,” he said.

The association wanted to export to other markets as the reliance on the Singaporean market, sometimes, caused the demand to fluctuate affecting the duck farms, not just in Perak, but in the whole country, he said.

Perak alone has 128 farms, he said after visiting a duck farm and a slaughterhouse in Terong near here.

‘Don’t turn Talam white paper into a whitewash’

KUALA LUMPUR: THE white paper on the Talam Corporation issue, to be tabled on Nov 19, must give a full explanation of the Selangor state government's debt-recovery exercise or risk being seen as "a political whitewash".
 

MCA Young Professionals Bureau chief Chua Tee Yong said he hoped the white paper would not turn out to be a "grey paper", comparing it with an earlier audit report conducted by KPMG which had cleared the opposition-led Selangor government of any wrong-doing.

"I hope this will not be a repeat of the disappointing KPMG report, which raised more questions than answers.

"That report was a political whitewash which failed to address any of the problems involved.

"I'm certain this new white paper will probably be the same," he told reporters at the Parliament lobby yesterday.

Chua said lingering questions on the issue included why land assets in Bukit Beruntung had been acquired at a higher price than the market value, why some  assets were of low commercial value and how the state government had managed to raise the RM266 million paid to Talam's finances.

He also questioned why the white paper was two years overdue.

"If this is a clear-cut debt restructuring exercise, then why has it taken so long to prepare the white paper? Is this a cover-up?"

The Talam white paper is scheduled to be tabled in the Selangor state assembly on Nov 19, along with a second white paper on the water services industry.

‘White Paper must address all concerns’


KUALA LUMPUR: The White Paper on the Selangor Government's debt recovery exercise involving Talam Corporation must address all allegations or it will become just another “political whitewash”, says the MCA.

Its Young Professionals Bureau chief Datuk Chua Tee Yong said he hoped the White Paper would not turn out to be like the KPMG audit report, which was a disappointment as it raised more questions than answers.

“If it is just like the KPMG report, whereby it does not answer any of the allegations, it will just become a political White Paper,” he told reporters at the Parliament lobby here yesterday.

It was reported that Selangor Mentri Besar Tan Sri Khalid Ibrahim was expected to table the White Paper at a state assembly meeting on Nov 19.

On July 3, Chua had challenged the Selangor Government to explain how its exercise to recover a RM392mil debt from Talam ended in questionable deals worth over RM1bil.

The state government is said to have obtained a grant of RM392mil and acquired additional assets worth RM284mil from Talam bringing the total acquisition to RM676mil.

This RM676mil purchase of assets was said to be part of the RM1bil in deals being questioned.

The Malaysian Anti-Corruption Commission had conducted a preliminary investigation into the allegations.

Chua, who is also the Deputy Agriculture and Agro-based Industry Minister, questioned the reason for the White Paper to be tabled late at the assembly meeting.

“If there is no problem in any of the transactions, why is it taking so long? Is there a cover-up by the state government?” he said, adding that among the issues which must be addressed in the White Paper was the reason for the Bukit Beruntung land to be acquired at such a high price.

“It must also address why there is a discount given while some of the assets selected are with low commercial value,” he said, adding that it must also explain how the state government had raised funds to allegedly pay Talam's bankers RM266mil.

He added that with so many questions left unanswered, it was not unreasonable for the rakyat to suspect that there might be something amiss.

“It must be able to explain whether all the valuations of the assets acquired had followed the standard of the Valuation and Property Services Department,” he said。

拖2年呈達南債務白皮書 蔡智勇抨存隱藏議程

(吉隆坡11日訊)馬華青年專才局主任拿督蔡智勇說,雪州政府延遲兩年才有達南債務白皮書,疑有隱藏議程,《白皮書》變“灰皮書”。
 
“雪州政府必須解釋遲遲無法提呈白皮書,如果該白皮書不能解答所有疑團,推出該書只流于政治包裝。”
 
蔡智勇也是拉美士國會議員,他于今日在國會走廊召開記者會時質疑,雪州政府為何無法快速提呈白皮書,當中是否有不能告人秘密?
 
“有關白皮書是否將呈現完整的資料和答案,或者將‘消除’更多疑團。”
 
雪務大臣卡立日前已覲見雪州蘇丹,要求召開特別州議會討論達南債務白皮書、“我的干淨雪州計劃”成果報告及雪州水供重組計劃議題,不過,雪州蘇丹尚未作出最后決定。

蔡智勇:家庭月入少過800 可加入農業扶貧計劃


(怡保11日訊)農業部副部長拿督蔡智勇促請家庭收入每月少過800令吉的非巫裔家庭,申請部門農業扶貧計劃(Projek Azam Tani),以改善家庭環境。
 
他說,該援助計劃是從2010年推出,今年到7月為止,該部已批准2400份相關計劃的申請,但非巫裔只佔5至10%。

他說,為了在非巫裔社會宣傳是項援助計劃,該部已通過電台宣傳,現在則從中文報著手,以便廣泛宣傳,讓非巫裔人也受惠,改善家庭收入。

購買討生活工具

他說,該部門在今年及明年各獲4000萬令吉的撥款,估計每年可使4000人受惠;該部在今年設定協助受惠者脫離貧窮的人數目標是1200人,截至今年的10月份,已有1100人脫離貧窮。

“在此計劃下,農業部不是以現金協助受惠者,而是購買他們討生活的工具,如壓榨甘蔗機器、割草器等。一般上購買討生活工具成本介于8000至9000令吉,屬一次性發放。”

受詢及自落實有關計劃后,有否受惠者變賣所得的討生活工具時,蔡智勇說,到目前為止暫未發生。如果將來發生此事,該部將把該人列入黑名單。

“今日探訪受惠蘇里曼(從事砍樹及養雞),他的收入從早前的800令吉已增至目前的1300令吉。”

陪同蔡智者尚有馬華打捫區會主席拿督王林清、秘書練柏興及市議員陳順業等。

蔡智勇:農業創業計劃‧僅10%非土著申請

(霹靂‧怡保11日訊)農業及農基工業部副部長拿督蔡智勇指出,農業創業計劃(Projek Azam Tani)自2010年推行以來,只有5至10%非土著申請,因此希望加強宣傳以協助更多人。

他說,目前該部著重於宣傳,尤其是在華文及淡米爾文報章方面,同時將把宣傳單翻譯成中文及淡米爾文派給人民,以協助提高他們的收入。
他說,今年至7月已有2千400人申請並獲得批准,當中只有5至10%是非土著。

蔡智勇今日前往丹絨紅毛丹甘榜峇卡峇達探訪一戶在農業創業計劃下受惠的馬來家庭後,在新聞發佈會上這麼表示。

加強改善除貧計劃

他說,這是一項消除貧窮計劃,2010及2011年推行時,績效不是很好,所以還在加強與改善。

他說,申請者不一定要在e-kasih名單內,只要符合資格,即家庭每月總收入800令吉以下,就可提出申請。

“目前,我們已幫助了8千多人,當中有1千100戶已提高他們的每月收入,並成功脫離貧窮。"

他說,該部今年的目標是希望可協助1千200戶家庭增加收入,現在距離2013年尚有兩個多月,因此相信應可達標,更有可能
超越目標。

“申請者不需有土地,所從事行業也不需與農業有直接關係,但需要有少許關係。"

他強調,這項計劃不是直接給現金,而是提供工具,如申請者是從事割草,就提供割草機,如果是賣食物就提供賣食物所需的工具,最多是1萬令吉。

他說,明年的財政預算案將撥出4千萬令吉,意味著4千多人可受惠。

蔡智勇說,在這項計劃受惠的蘇利曼,原本每月收入只有800令吉,現在已增至1千300令吉。

马华青年专才局主任蔡智勇抨击,雪州大臣卡立在两年后才计划在州议会提呈达南债务白皮书,显然当中具有许多的隐议程,而且似乎是政治包装多于准确资讯。

他揶揄,这份迟来的白皮书可能将会变成灰皮书,特别是这份白皮书已经迟了两年,而且有多项课题需要交代。

他质疑,雪州政府为何迟迟无法提呈白皮书,当中是否有其他不能告人的秘密,而且有关的白皮书是否将呈现完整的资料和答案,或者将会“消除”更多的疑团。

蔡智勇,雪州政府与达南集团进行的交易总额已高达7亿9800万令吉,其中包括接受或取得总额6亿7600万令吉涉及明显过高估价的资产、雪州投资机构须承担的8600万令吉利息成本和给予达南公司的3600万令吉优惠。

他曾出示证据及合约证明雪州政府以高出市场价格收购一些淹水地以及山坡地,而且一些土地收购价格也没有根据政府评估部门 (JPPPH)的评估。

他希望,白皮书能够解答所有的疑团而非政治包装。

也是拉美士国会议员的蔡智勇是在国会走廊向媒体发表谈话。

雪务大臣卡立已觐见雪州苏丹沙拉胡丁,要求召开特别州议会讨论达南债务白皮书、“我的干净雪州计划”成果报告及雪州水供重组计划议题。

不过,雪州苏丹尚针对此事作出最后决定。

卡立表明,州政府希望召开特别州议会,以对上述三项议题作出更详细汇报,同时让雪州人民有机会获取更清晰及准确的资讯。如果,获得雪州苏丹批准,特别州议会将在未来两周内召开,并希望朝野政党能有健康的讨论空间,毕竟此议题对雪州人民是非常重要。

Chua: Water deal reduced Penang’s debt

PETALING JAYA: It was a water restructuring agreement where the Federal Government assisted the state government to pay interest-free instalments that has enabled Penang to reduce its debt, said an MCA leader.

“(Chief Minister) Lim (Guan Eng) has misled the people by boasting that the state's financial position is sound and that the state had reduced its debt,” said MCA Young Professionals Bureau director Datuk Chua Tee Yong.

Chua said Lim had repeatedly claimed the Pakatan Rakyat's Penang state government successfully sliced the state debt to RM30mil or 95% from RM630mil, when in reality, this was due to the water restructuring agreement signed between the state and Federal Government.

Chua added that the agreement was to assist the state government pay interest-free instalments, thereby transferring the financial burden from the state government to the Federal Government.

“It is regrettable that the DAP secretary-general has omitted informing the public this fact and on the contrary, tries to conceal it in order to boast about the improvements and achievements by the Pakatan state government,” he said, adding that Lim was taking advantage of the goodwill of the Federal Government.

Chua said the Federal Government carried out water restructuring exercises in six states.

The Federal Government, added Chua, also accepted Perak's RM900mil water debt, which was transferred to Pengurusan Aset Air Bhd (PAAB), a company under the Ministry of Finance Inc.

The water restructuring agreement resulted in Perak's RM900mil debt plummeting to RM99 million.

“Both states transferred their debts to the Federal Government, hence, it is not a debt reduction,” he said.

In total, PAAB absorbed the assets of water supply services in six states Johor, Malacca, Negri Sembilan, Perlis, Perak and Penang.

指槟州財况良好且债务减少,蔡智勇:林冠英自吹自擂

马华青年专才局主任拿督蔡智勇揶揄林冠英吹捧槟州的财务状况良好且债务减少,并以误导性的言论来欺骗人民,以为事情只要说上一百遍就会变成真的。

“林冠英不断宣言民联槟州政府将6亿3000万令吉的债务减少6亿令吉,成功减少95%的债务外,其真相就是通过和中央政府达致水务重组协议,以免息的方式分期付款以减轻州政府的财务负担.”

蔡智勇指出,遗憾的事是林冠英对此事避而不谈,隐瞒事实以提高民联的功绩,明显是利用中央政府的善意来达成自己的政治议程。

“水务资產管理公司之前已经在全国接管了5个州属的水供服务资产,这包括柔佛、马六甲、森美兰、玻璃市和槟城,而有关管理公司也接管了霹雳州超过9亿9900万令吉的水务债务。相比起霹雳州通过水务重组协议成功减少9亿令吉的债务,槟州政府实在没有必要大肆宣扬他们所谓的成就。”

蔡智勇强调,这并非民联州政府理财有道或林冠英特别能干,而是中央政府动用资源来协助各州政府重组债务。

蔡智勇:一旦落實‧菜果農須依最低薪制

(柔佛‧昔加末6日訊)農業與農基工業部副部長拿督蔡智勇說,一旦落實最低薪金制,菜果農必須遵循;若面對任何資金問題的農民,可向農業銀行申請“3F貸款計划"(Fund for Food)。

他說:“政府在推行最低薪金制時,沒有任何一個領域會受到豁免,其中也包括農業領域。"他說,其實農業銀行一直以來都有提供3F計划4%利率,主要就是為農民減輕經濟上負擔,尤其是協助農民解決資金方面的困難。

蔡智勇今早為彼咯“健康嘉年華暨政府部門下鄉開放日"開幕後,在新聞發佈會上指出,基於有農民反映指業者很難向農業銀行借到上述貸款的問題,該部將會向銀行研究,其中包括無需在任何土地抵押的情況下,批准農民申請。

蔡智勇: 若推行1100元最低薪制 “我国每年将损失72亿”

 
(吉隆坡5日讯)马华青年专才局主任拿督蔡智勇认为,若我国推行民联替代预算案所建议的1100 吉最低薪金制,我国每年将损失72亿令吉。


他说:“计算方法很简单,目前大马拥有300万名外劳,若为每名外劳加薪200令吉,一个月内,就需多缴付6亿令吉,一年下来,外劳的额外加薪共花费72亿令吉。


他表示:“谁会负担这笔72亿令吉的款项?答案是人民!商家肯定会把推行最低薪金后,所所有增加成本转嫁给人民,人民是受害者。

辅助金仅够维持两月“民联提供的辅助基金,只足够维持不超过两个月。过后,人民就痛苦了。”


他今日发表文告,72亿令吉等于政府提供两次的“一马人民援助金”,还包括为21岁至30岁的单身青年提供的援助金!


他嘲讽说,民联的2013年替代预算案不断提到“Ubah”(改变),但这项Ubah没给人民带来利益,而是让国家往后退的Ubah,一项让国家立刻面对破产的Ubah!

Shadow budget will only burden Malaysians, says Chua


PETALING JAYA: Pakatan Rakyat's shadow budget pledging to increase the minimum wage by RM200 will increase the country's debt and burden Malaysians.

MCA Young Professionals Bureau chairman Datuk Chua Tee Yong refuted the Opposi-tion's claim that increasing the minimum wage to RM1,100 was the best move for working groups.

Citing an example, Chua said the country currently had three million foreign workers, and if each person received an extra RM200, it would translate to an additional RM600mil monthly or RM7.2bil a year.


“If the RM7.2bil is used to generate more income for Malaysia, that will be fantastic,” he said.

“But, that is not the case here.”

 “The RM7.2bil will be an outflow, as the money will be remitted to foreign workers' home countries,” he said in a statement yesterday.

 Chua, who is also Deputy Agriculture and Agro-based Industries Minister, said in the end, the people would have to bear the RM7.2bil as business owners would pass on the cost to the rakyat.

He pointed out that the RM7.2bil was equivalent to twice the amount the Government spent on Bantuan Rakyat 1Malaysia (BR1M).

He also derided Pakatan's promise to reduce the price of petrol and abolish tolls, saying both were not addressed in their Budget.

“How will they reduce the petrol price? Where's the calculation?”

民联的替代预算案让人非常失望!

 

1. 民联声称,民联2013年的替代预算案,是最佳的预算案,而且它是为人民“度身定做”的。到底,这是事实吗?

 

2. 第一,民联一直声称,一旦他们执政,他们将会降低油价,而人民就可以享有可负担的汽油价格。但是,这么一项重要的宣布,却没有列入他们最新的2013年替代预算案中。既然如此,他们如何要降低汽油价格呢?他们是如何计算?

 

3. 不仅如此,他们也承诺,一旦执政,民联将会废除收费站。同样的,他们的预算案也没有提到这点。在民联2013年替代财政预算案中,只是提到将会检讨大道收费,但是没有在预算案中承诺废除收费站。

 

4. 无论如何,民联还坚持说,他们的替代预算案会给人民带来“好东西”,即他们承诺会把最低薪金,从目前的900令吉,提高至1100令吉。民联说,这是为工作人士,提供的最佳措施。这并不是事实!这项措施只会进一步加重国家的债务负担,肯定的也会在长期增加人民的负担。

 

5. 它的计算方法很简单。目前,大马拥有300万名外劳。试想象,如果我们为每名外劳加薪200令吉,在一个月内,就需多缴付6亿令吉,一年下来,外劳的额外加薪共花费72亿令吉。

 

6. 如果大马用72亿令吉来赚取更多收入,那就更好了。可是,这里的情况并非如此。72亿令吉将会外流,因为这笔款项将从我国外流至外劳的各个祖国。

 

7. 如果我们推行1,100令吉的最低薪金制,我们每年将会损失72亿令吉。我们的疑问是,谁会负担这笔72亿令吉的款项?答案是人民!

商家肯定会把推行最低薪金后,所加薪的所有成本转嫁给人民,而人民就是受害者。民联提供所谓的辅助基金,只是足够维持不超过两个月。过后,人民就痛苦了。

 

8. 此外,72亿令吉就等于政府提供两次的“一个马来西亚人民援助金”(BRIM),而且还包括为21岁至30岁的单身青年提供的援助金!这就是民联声称,为人民提供的利益吗? 到底是谁得到利益?这些都只是政治口号,根本是不实际的。

1. Bajet 2013 Pakatan Rakyat telah dikatakan oleh PR sebagai bajet yang terbaik dan dibuat khusus untuk rakyat. Adakah ia betul begitu ?

 

2. Pertama, Pakatan Rakyat sering kata jika mereka berkuasa, mereka akan kurangkan harga petrol dan rakyat akan dapat menikmati harga petrol yang mampu dibayar . Namun, pengumunan yang begitu penting ini tidak pun dimasukkan dalam Bajet 2013 mereka. Kalau begitu, bagaimana mereka dapat kurangkan harga petrol ? Di manakah pengiraan mereka ?

3. Bukan itu sahaja, mereka juga berjanji untuk menghapuskan tol jika PR berkuasa. Tetapi sekali lagi ia tidak dimasukkan dalam bajet mereka. Di dalam Bajet 2013 PR, ada menyebut bahawa ia akan menyemak semula harga tol tapi tiada janji dibuat untuk menghapuskan tol.

4. PR membayangkan bahawa mereka sesuatu yang baik untuk dibawa kepada rakyat dalam Bajet, di mana mereka berjanji akan menaikkan gaji minimum dari RM900 pada masa ini kepada RM1,100. PR melaung-laungkan ini adalah langkah terbaik untuk golongan pekerja. Ini tidak benar. Langkah ini akan meningkatkan lagi beban hutang Negara dan seterusnya membebankan rakyat dalam jangka masa panjang.


5. Pengiraannya mudah sahaja . Pada masa sekarang, kita ada 3 juta pekerja asing di Malaysia. Bayangkan jika kita memberikan tambahan RM200 sebulan kepada setiap orang pekerja asing, maka dalam satu bulan sebanyak RM600 juta akan dijanakan dan dalam masa setahun , RM7.2 bilion akan dibelanjakan untuk pekerja asing ini.

6. Jika RM7.2 bilion ini digunakan untuk menjana lebih banyak pendapatan untuk Malaysia, ia tentulah menakjubkan. Namun, ia bukan begitu. RM7.2 bilion merupakan wang yang akan mengalir  keluar  Kerana wang itu akan dipindah dari negara ini ke negara asal pekerja asing.


7. Jika kita laksanakan gaji minimum RM1,100 , kita akan kehilangan RM7.2 bilion setiap tahun. Persoalan sekarang ialah SIAPA yang akan menanggung kos RM7.2 bilion ini ? Jawapannya ialah  Rakyat ! Pemilik perniagaan sudah tentu akan memindahkan semua kos yang ditanggung hasil daripada kenaikan gaji miniumum kepada Rakyat dan Rakyat lah yang akan menanggung akibatnya. Dana Mudahcara yang dicadang oleh PR hanya cukup untuk menampung keperluan kurang dari dua bulan  Selepas itu, Rakyat akan menanggung segala sengsara.

 

8. Bukan itu sahaja,  jumlah RM7.2 bilion juga adalah bersamaan 2 kali ganda perbelajaan Kerajaan untuk  program BRIM, termasuk BRIM untuk ibu tunggal dan belia antara 21 tahun hingga 30 tahun. Inikah manfaat kepada Rakyat yang dikatakan oleh PR ? Siapakah yang dapat manfaat  ?  Ini cuma adalah satu jeritan politik dan  ia tiada praktikalnya.

9. Bajet 2013 PR membuat seruan untuk Ubah.  Tapi itu adalah Ubah yang tidak membawa manfaat kepada rakyat, ia satu Ubah yang akan membawa Negara itu berundur  ke belakang dan ia satu Ubah yang akan membankrapkan Negara ini dalam sekelip mata !
