Tambah pegawai di pintu masuk Malaysia-Singapura

JOHOR BAHRU: Kerajaan akan menambah antara 200 hingga 300 pegawai Jabatan Kastam Diraja Malaysia (JKDM) dan Imigresen di dua pintu masuk utama Malaysia-Singapura, bermula tahun depan. 

Timbalan Menteri Kewangan 1, Datuk Chua Tee Yong, berkata pertambahan itu membabitkan laluan Tambak Johor dan Linkedua bagi membantu kelancaran pemeriksaan khususnya di pihak Malaysia. 

"Pertambahan bilangan pegawai ini akan membolehkan lebih banyak laluan dibuka dan pemeriksaan dibuat dengan pantas bagi memberi keselesaan kepada pengguna.

 "Pada masa sama, ia bertujuan meningkatkan aspek keselamatan bagi mereka yang keluar dan masuk ke negara ini," katanya. 

Beliau berkata demikian selepas mengadakan lawatan ke Bangunan Sultan Iskandar di sini, hari ini. 

Minggu lalu, kesesakan luar biasa di Tambak Johor membabitkan laluan masuk dan keluar Singapura mengundang rasa tidak puas hati pelbagai pihak. Difahamkan, kesesakan itu berlaku berikutan tindakan pihak berkuasa Singapura memperketatkan kawalan keselamatan dengan menjalankan pemeriksaan rapi ke atas setiap kenderaan yang memasuki republik berkenaan.

蔡智勇：只购买发电厂债券 EPF非直接投资1MDB

（八打灵再也20日讯）财政部副部长拿督蔡智勇厘清，雇员公积金局不是直接投资在一个马来西亚发展有限公司（1MDB），而是该局是购买了独立发电厂（IPP）的债券，惟该发电厂最后被1MDB收购。

“当时，1MDB都还没收购独立发电厂，是（1MDB）过后收购（独立发电厂）后，债券才归属1MDB，并非公积金局直接投资到1MDB。”

对于国民对公积金局存有疑虑一事，他强调，雇员公积金局所作的投资都是根据该局的投资机构决定，是独立的。

“因此，从公积金局成立至今，给予会员的股息都不错。去年，公积金局派息率为6.75%，比定期存款的利率还高。”

他今天在巡视八打灵再也公积金局总部后，于记者会上发表上述谈话。

出席者包括大马雇员公积金局副总执行长（策略）东姑阿里扎克里及副总执行长（营运）拿督纳因达鲁维斯。

影响令吉波动因素多 美联储升息仅为其一

针对市场预期美联储即将于12月升息，对于令吉兑美元是否会因此受到影响，蔡智勇指大马的经济仍充满活力，只是影响令吉汇率的原因众多，并非只因美国升息。

他强调，财政部将密切关注上述情况。

他指出，市场普遍预计美联储将于下月升息，惟升息传言从今年6月起就广为流传，因此他也不愿多加揣测。

“美联储也表明，该局将继续监督中国经济情况、美国就业率、工资核算等各项元素。”

他说，全球油价上升时，令吉汇率也随之上涨，因此，影响汇率的原因众多，并非只有美国升息将影响我国汇率。

17分行提供退休咨询服务

雇员公积金局将于明年杪前将“退休咨询服务”（Retirement Advisory Services）从目前的7家，拓展至全国17家雇员公积金局分行。

蔡智勇说，该服务从去年7月试跑，至本月15日经有7297名会员向该局寻求这项免费的退休咨询服务，回响相当积极。

“该项服务宗旨是加强会员对退休计划的醒觉与知识、劝导会员在提出公积金存款前作最好决定，以及指导会员管理公积金储蓄，以便会员退休后能每月赚取收入、存款持久又能养老。”

他指出，公积金局会员可以前往该局或透过该局热线03-89226000预约相关服务，以更有效地管理退休金。

“上述服务并非推销基金或其他产品，纯粹提供免费退休咨询服务。”

他举例，当局将助会员规划每月开销，会员无需全额提出退休金，可向公积金局申请每月汇固定款项到会员银行户头，会员也可随时终止这项服务。

他指出，我国人口开始老化，2030年时，14%的人口将达60岁以上。

68%户头仅有5万存款

蔡智勇引述研究说，许多人把公积金全额提款后，在5到10年内就耗尽，也造成他们日后的生活存在问题。

而根据该局分析，截至2014年12月31日，有68%54岁的会员公积金户头仅有5万令吉存款，与基本存款数额相差甚远。

“尽管会员在退休后每月只取出820令吉的存款，也只能维持5年。”

他劝请职场新鲜人也应提早了解上述服务，同时也可向大马信贷咨询与债务管理机构（AKPK）查询理财资讯。

“根据调查，我国只有20%到25%的国民懂得理财，其余者对理财知识多数一知半解。”

不擔心美升息 影響令吉匯率

　（八打靈再也20日訊）財政部副部長拿督蔡智勇透露，他不擔心美國升息議題對影響令吉匯率，因大馬市場不論股權、資產或債券上，皆充滿活力。

　蔡智勇今日巡視公積金局八打靈再也分行后，在記者會受詢時如是指出。

　他說，有關市場預測美國或在12月升息一事，尚無法預知最終結果。

　“美國也曾透露將繼續監督中國經濟局勢、就業率等問題，尚有很多議題會造成影響，因此我們無法預知美國是否真的會在12月升息。”

　他舉例，國際油價回升也有助令吉回升，因此除了美國升息外，尚有許多其他因素會影響令吉兌美元匯率。

蔡智勇：外来者言论肤浅之极

国家干训局总监针对外来者的评论，是完全没有必要的，因为我们都是马来西亚公民，根本不应该有任何的外来之分。

在我们强调一个马来西亚精神的同时，如果还有人认为华裔和印裔属外来者是史实的言论，这是非常肤浅的思维。

我们应该做的是促进全民团结，任何对国民和谐及团结无助的言论，都不应该再被挑起，因为这只会对国家造成更大的伤害和破坏。

无论是政治人物或者政府高官，都必须以身作则，他们应该灌输人民和公众正确的观念，如果是背道而驰的纠缠在狭隘的种族主义思维里，最终必导致人民之间出现更大的隔阂，更将危害到国民融合和安定。

首相一再强调我们都不是外来者，政府机构的高官更应立下榜样，身体力行的贯彻一个马来西亚不分彼此的精神，任何企图在言论上扰乱视听，或破坏政府塑造全民团结努力的行径，都必须给予迎头痛击。蔡智勇：

蔡智勇：官網公佈運作透明‧盼跨協不會被政治化

（柔佛‧昔加末6日訊）財政部副部長拿督蔡智勇表示，貿工部在官網公佈跨太平洋夥伴關係協議（TPP）證明政府透明運作，沒隱瞞任何事，並希望這個協議不會被政治化。

蔡智勇說，國人應客觀了解此協議對國家長遠而言，是否能帶來利益。

他說，政府此舉將協助各階層人民了解跨太平洋夥伴關係協議所帶來的影響，同時也宣布將公佈成本與收益，提供民眾訊息。

他提到，福利、土著權益等備受關注，尤其是外資方面事項，政府做決定時都將把這些一一考慮在內。

蔡智勇也是拉美士區國會議員。他今日出席國大生下鄉服務活動時指出，我國是貿易國，被要求與一些國家繼續簽署自由貿易協定，而這有助降低成本與協助中小型企業出口。

明年510億發展教育

與此同時，蔡智勇也表示，2016年財政預算案中，共撥出510億令吉供小學、中學、大學和技職教育的管理與發展所用。即使明年面對挑戰，但政府仍關注教育。

他指出，政府在2016年財政預算中，通過國家高等教育基金承擔15億令吉的津貼，希望有能力的受惠者能償還貸學金。

他同時提到，我國家長仍存在技職教育不若大學好的看法，但實際上在先進國家如澳洲的情況，熟練水管工人與會計師的每小時薪酬幾乎一樣。（星洲日報‧大柔佛）

蔡智勇：彼咯巴羅路提案已久‧吁民簽名支持建路

（柔佛‧三合港17日訊）馬華拉美士區國會議員兼財政部副部長拿督蔡智勇呼籲公眾支持彼咯至巴羅建路工程簽名運動。

蔡智勇今日為三合港甘榜士里雅佳民眾會堂舉行重建工程動土禮時指出，建設彼咯至巴羅道路的建議提出已久，他與馬華拉美士區會發起相館簽名運動，希望民眾能夠給予支持。

他說，從彼咯前往巴羅的道路全長15公里，居民可通過縣議員、村長及馬華支會簽名支持，或是通過網站http://goo.gl/oMoick簽名。有關的簽名將提呈給有關當局。

蔡智勇也指出，昔加末通往永平聯邦大道的提升工程需耗資9千萬令吉，仍在爭取中。

Chua: Assistance and incentives for SMEs to go on

KUALA LUMPUR: The Government will continue to provide assistance and other incentives to Small and Medium Enterprises (SMEs) so that the sector will remain robust.

Deputy Finance Minister Datuk Chua Tee Yong said about 95% of businesses in the country were from SMEs.

"The sector is a major driver of the country's economy and we hope it will continue to grow.

"SMEs contribute nearly 40% to the Gross Domestic Product," he said during the Bursa Bull Charge cheque presentation ceremony to 10 organisations here Friday.

Also present were Bursa Malaysia Berhad chairman Tan Sri Amirsham Aziz and CEO Datuk Tajuddin Atan.

Chua said to help the sector grow, several policies were introduced, such as working capital guarantee fund.

He said a total of RM5bil was for the service sector and another RM2bil for all SMEs.

"This was also done previously as part of a stimulus package to boost the economy.

"All this was necessary as SMEs are usually facing problems in terms of collateral," he said, adding that the sector also contributed many job opportunities in the market.

He said despite a drop in global oil prices, the country's economic fundamentals were still strong.

"We have taken steps to diversify our sources of revenue instead of depending solely on export of oil.

"There was a trade surplus of RM54bil from January to August this year compared with RM52bil last year," he said, adding that the ringgit depreciation had enhanced its competitiveness in exports and brought in more revenue.

Chua said due to the challenging economic climate, the coming Budget would see the Government adopting measures in meeting its long-term fiscal consolidation target of 0.6% by 2020.

"Next year will be the first year of the start of the 11th Malaysia Plan.

"There will be more allocations for development in capital building for infrastructure and connectivity to further expand the economy," he said.

Chua said the Government would tighten its operating expenditure rather than cutting down on development expenditure.

Target Groups Spend BR1M For Good Purposes- Chua Tee Yong

KUALA LUMPUR, Nov 2 (Bernama) -- The government believes that recipients of the 1Malaysia People's Aid (BR1M) have spent the money for good purposes, such as to buy basic necessities.

Deputy Finance Minister Datuk Chua Tee Yong said for the time being, the government did not intend to conduct a study to see how the money had been spent by the recipients, especially among the low-income households (B40).

"It is up to the recipients (how to spend the BR1M), and we are confident that most of the recipients in the B40 group, need the money to buy essentials," he said when replying to a question from Datuk Shabudin Yahaya (BN-Tasek Gelugor) in the Dewan Rakyat today.

Shabudin wanted to know about the government's action to ensure the BR1M's objective of easing the burden of the people, particularly the B40 group, was met.

Chua said the government had no plan to replace

BR1M with any form of vouchers or subsidies for fear that it would cause any other issues, such as the black economy.

"...and we see a report from the World Bank stating that direct cash is better than subsidies, as it could cause the issue of black economy," he said.

To a supplementary question from Shabudin on efforts to reduce the people's dependency on BR1M, especially among the B40 group, Chua said the government had implemented several programmes to improve the skills and standards of living of the people to enable them to enjoy higher income.

"In terms of increasing the B40 group's income, under the 2016 Budget and the 11th Malaysia Plan, the government has continued focusing on improving the people's skills through programmes such as vocational training and the 1Malaysia Training Scheme, as well as increasing the minimum wage.

"These are among the government's efforts to increase the people's income and reduce the Gini coefficient," he said.

To a supplementary question from Abdullah Sani Abdul Hamid (PKR-Kuala Langat) on whether the government would raise the minimum wage, Chua said several factors must be taken into account in determining it.

Chua said if the minimum wage was raised again, it might affect the development of small and medium enterprises (SMEs), as the sector employed nearly 52 per cent of the total workforce in the country.

He also said that since its introduction in 2012, the government had allocated a total of RM14 billion for BR1M, benefiting almost 7.4 million people each year.

Tee Yong: No study on how people spend BR1M

KUALA LUMPUR: The government has not carried out a study on how recipients spend their 1Malaysia Peoples Aid (BR1M), said Deputy Finance Minister Datuk Chua Tee Yong.

"No study has been conduct yet as there are still infrastructure improvements needed.

"However, we are confident that the aid received by those in the B40 category (households below RM3,885) are used to buy daily necessities," he said in Parliament.

Since BR1M was initiated in 2012, a total of RM14bil was channeled to some 7.4mil eligible recipeints.

Chua said this did not include the RM100 school aid and the RM250 1Malaysia Book voucher programmes.

Chua dismissed a suggestion by Abdullah Sani (PKR-Kuala Langat) that the Government increased taxes or minimum wages as means to redistribute wealth to those in the B40 category.

He said any increase in taxes would only add pressure to the 1.7 million taxpayers.

Chua added that the Government had to consider the impact on small and medium entreprises if minimum wage was further increased.

Gov’t has made RM5b in GST refunds, says Chua

KUALA LUMPUR: The government has, to-date, reimbursed approximately RM5 billion in Goods and Services Tax (GST) refunds to companies, said Deputy Finance Minister Chua Tee Yong.

“It is not true to say that the government did not refund, in fact, approximately RM5 billion in refunds have been made to date,” he said.

“Only those who were ineligible for the refunds, including companies which were unfit to file GST refunds, but still submitted claims requests, did not receive any refund,” he told reporters after opening the Corporate Malaysia Roundtable Post Budget 2016 Dialogue here today.

Chua said since the GST implementation in April, the government had rejected claims for refunds worth about RM400 million as many errors were made by companies making the claims.

He said the Customs Department had to be extra careful when processing refunds in order to avoid any incidence of monies being paid to wrong accounts.

Chua also said GST refunds made within 14 working days increased 41 per cent since the new tax regime was implemented on April 1, 2015 and the government expected the percentage to increase further.

“Malaysia has set a very high target at trying to achieve the target of completing the refunds within 14 days,” he said, adding that the average GST refund process adapted in other nations took about 50 days to complete.

He said the government welcomed accounting practitioners or the industry to look into how to strengthen the process in order to meet the 14-day target.

蔡智勇：4非穆斯林接幽會傳票‧抨行動黨充耳不聞

（柔佛‧居鑾8日訊）馬華青年專才局主任拿督蔡智勇針對《星報》今日報導4名非穆斯林遭哥打巴魯市議會官員開出幽會傳票（summonses for khalwat）事件發出提問，行動黨是否為了執政和當官而甚麼都做得出？所以才會持續協助伊斯蘭黨塑造中庸開明的形象。

根據有關報導指出，4名接獲傳票的非穆斯林分別為兩名坐在車內看飛機升降的男子和一對在公園內的情侶，有關官員是以“行為不檢＂為理由開出有關傳票；4人否認有關的指控，並指責有關官員是在濫用職權。

蔡智勇今日就此事表示，行動黨和伊斯蘭黨一再強調伊斯蘭刑事法並不會影響非穆斯林的生活，但是現在卻有非穆斯林接獲通姦傳票。

“我覺得這是睜眼說瞎話，自從伊斯蘭黨執政後推行種種的政策時，明顯的已經打擊到非穆斯林，例如男女分開坐和吸煙條例等等；吉打州的旅客人數也一直在下降。＂蔡智勇表示，在最近的“理髮風波＂中，行動黨作為伊斯蘭黨的夥伴也沒有做出指責。

“行動黨的底線是甚麼？為了執政和當官甚麼都做得出？甚至影響到非穆斯林的權利和自由，他們也不要知道。＂

伊黨執政中央後果無法想像

“行動黨持續把伊斯蘭黨包裝成中庸開明的政黨，可是最近舉行的伊斯蘭黨大會也顯示出該黨要落實伊斯蘭刑事法，那支持伊斯蘭黨就等於支持他們的鬥爭目標。＂因此，蔡智勇呼吁選民在來臨的13屆大選中做出選擇，在落實伊斯蘭刑事法之前，就應該要確保個人空間和生活習慣不被約束。

蔡智勇也形容這個事件為“歷史性事件＂，並且表示一旦伊斯蘭黨執政中央，後果將無法想像。

Tee Yong: Only 96 accredited organic farms in Malaysia

KUANG: About two-thirds of vegetable and fruit farmers who applied to be certified organic farmers failed to meet the criteria set, said Agriculture and Agro-based Industry deputy minister Datuk Chua Tee Yong on Saturday.

The MCA lawmaker said only 96 out of 295 farms had been accredited under Malaysia's Organic Scheme (SOM) since 2002.

He said many farmers were unable to meet requirements due to the stringent application processes set by the ministry.

“Organic planting is a very tedious process, it requires a lot of skills, knowledge and investment.

“No chemicals are allowed for pest control, there are higher costs compared with conventionally-grown items... In addition, before you even qualify for application, you must not have used chemicals for one year. It is not easy for many farmers,” he said after launching the Zenxin Organic farm open day in conjunction with its 10th anniversary celebrations here.

Chua said the consumption of organic food products amongst local consumers was a rising trend, especially for those in the urban areas due to their higher income.

He suggested farmers who were interested in organic farming joined Skim Amalan Ladang Baik (SALM), an agriculture practices scheme certified by the ministry.

Chua added that there were a total of 513 farms certified under SALM nationwide.

Boosting non-Malays sundy shop operators participation in Tukar

IPOH: Government hopes to increase the participation of non-Malay sundry shop operators under the Small Retailers Transformation Programme (Tukar) by relaxing its rules.

MCA Young Professionals Bureau chief Datuk Chua Tee Yong said since the start of Tukar in January 2011, only 1,020 sundry shop operators nationwide had opted for Tukar of with majority of them being Malay operators.

Among the reasons application of non-Malays were re jected are due to sales of non-halal products and ar rangements of items in their shops.

"This lead to several grouses among the operators and MCA through Koperasi Jayadiri Malaysia Berhad and Fed eration of Sundry Goods Merchants Associations of Malaysia are stepping in to assist them," he said here yesterday.

Speaking to reporters after opening a mini market here, which participated in the programme, Chua said the targeted sundry shops to be upgraded by this month end are 33.
   "So far 26 sundry shops had been upgraded," he added.

Urging non-Malay sundry shop operators to come forward and take part in the programme, Chua said it would ensure their survival.

"Those who opted for Tukar had recorded 20 to 30 per cent increase in their sale and more younger generation are becoming their clientele," he said.

Chua noted that by transforming, the operators are not helping themselves but also the community.
"Once transformed and they become a mini market, they will serve a bigger neighbourhood," he said.

On the procedures, Chua said the operators could apply through Koperasi Jayadiri Malaysia Berhad (Kojadi).

"Kojadi will vet the applications," .

There are over 20,000 Chinese sundry shop operators in the country.

It was reported that the government had allocated RM4 million to fund 33 Small Retailer Transformation Programme (Tukar) and 16 Automotive Workshop Modernisation Pro gramme (Atom) specifically to increase the involvement of Chinese businessmen.

Domestic Trade, Cooperatives and Consumerism Minister Datuk Seri Ismail Sabri Yaakob said the allocation was channeled through Koperasi Jayadiri Malaysia Berhad (Ko jadi) and it is aimed at ensuring that there is equality in the country's socio-economic development regardless of the race or religion under the 1Malaysia concept.

蔡智勇：環境清潔吸引顧客‧雜貨店轉型‧營業額增30%

(霹靂‧怡保6日訊）馬華青年專才局主任拿督蔡智勇說，華裔傳統雜貨店通過“雜貨店轉型計劃＂（TUKAR）成功轉型和營業後，營業額提昇了20至30%，為這項計劃注入一支強心針。

 

他今日為馬來西亞雜貨商聯合會全國首間成功轉型的會員雜貨店――怡保孟加蘭勝昌便利店主持開幕時說，勝昌便利店就是一個例子，該店2個月前完成轉型，今天店主張傑財宣佈該店營業額提昇了20至30%。“此外，轉型後的雜貨店環境清潔明亮，成功吸引鄰近顧客及年輕人回流購物。＂他指出，目前全國有1千200間雜貨店申請轉型，其中馬來人業者佔72%，非馬來人及沙巴和砂拉越業者佔28%。

 

26華裔雜貨店成功轉型

“申請轉型的華裔雜貨店業者有33間，其中26間已成功轉型，希望其餘雜貨店可赶得及在12月31日前完成轉型。＂

黃炳火：申請轉型
華裔雜貨商不受限制

 

黃炳火指出，通過自立合作社與馬來西亞雜貨商聯合會合作推動的“雜貨店轉型計劃＂，申請轉型的華裔雜貨商將不受任何限制。

 

他說，華裔雜貨商無須遵守“不可售賣超過5%非清真食品＂的限制，也無須向指定的批發商入貨；業者也享有更實際的貸款用途，如從最高8萬令吉的貸款額中，3萬令吉供購買新貨品，其餘5萬令吉供店面裝修及提昇設備。

 

他指出，自立合作社也為“修車廠現代化計劃＂發出貸款，目前該社已為21間合格的雜貨店、6間修車廠及3間摩哆店提供240萬令吉的貸款。

 

連興泉表示，傳統雜貨店受到霸市的衝擊，其實雜貨店比霸市占優勢的是營業成本較低，因此只要把傳統營運方式改革轉型，即可與時並進繼續生存。

 

“參與雜貨店轉型計劃者，可獲低息（3%）貸款和免費專才諮詢服務，包括裝潢諮詢及排貨咨詢等。＂

 

他希望馬來西亞雜貨商聯合會會員踴躍參與這項轉型計劃，並將相關資料，包括名字、雜貨店地址及電話等交給該會；若非會員，也可直接向貿消部提出申請，以便在此計劃中受惠。

5. Mitra估价公司，在2009年为民联雪州政府的Bestari Jaya 土地进行估价，估价为每英亩土地8万8000令吉，总额为1亿9900万令吉。

 

但是，Mitra估价公司在2010，为Talam的同一片土地进行估价，估价为每英亩6万令吉，总额为1亿4200万令吉。在短短1年内，这片土地的价值下滑5700万令吉，但民联雪州政府仍然接受这片土地，同时，也没有JPPH的估价。

6. 民联雪州政府说，州政府没有用人民的钱，这是一个大谎言！成本并不是 42万令吉，州政府也没有解释州政府如何筹获2亿6600万令吉，支付给Talam的借贷银行。PNSB必须借贷2亿3000万令吉的贷款，及承担8600万令吉的贷款利息。同时，要求KPMG完成调查报告及聘请私人估价师的费用也没有计算在内。

 

A.  在与民联雪州政府进行交易前，Talam仍然是PN 17公司。在与民联雪州政府，於2010年3月及4月签署债务解决协议后，Talam不再是PN 17的公司。

 

B.  过高的估价导致民联雪州政府须缴付高达2亿6600万令吉予Talam的借贷银行。如果所有资产低的估价较低（如：Bukit Berutung 2 土地、Bestari Jaya 土地），那么所支付给Talam借贷银行的数额也将会随着减少，或可以取得更多资产。

 

C.  尽管之前的债务解决协议已经在2008年失效，但是雪州民联政府仍给予3600万令吉的折扣，同时也没有给予解释。

 

D.  如白皮书所证实的，这项债务重组计划，只是将Talam的资产转移至民联雪州政府的子公司。90%的资产都是售给民联雪州子公司。事实是，如我之前所说的，KHSB已经多次拒绝接受这些资产。

 

大部分土地缺少发展计划，同时也没有从Ulu Yam斜坡地、办公室单位、Bukit Beruntung 2 土地、Bestari Jaya 土获得收入。

 

然而，Talam却有能力摊还拖欠民联雪州政府的债务，及有能力支付2亿6600万令吉予它的借贷银行。

 

E. The Edge 志期2010年3月15日的报道指出，若Talam要在PN 17公司名单中除名，它必须清还截至2009年11月30日的2亿2700万令吉的债务。当民联雪州政府接受/ 取得Talam的资产时，民联雪州政府必须支付一笔2亿6600万令吉的款项予Talam借贷银行。

 

 

 

F. 在这项债务重组计划中，Talam 省下每年2400万令吉的利息，这都列明在股东通函中。同时，PNSB必须支付贷款期间的8600万令吉的利息，及承担Bestari Jaya 租凭土地每年120万令吉的拆旧费（depreciation charges）。

 

G. 在债务重组后，民联雪州政府拖欠Talam约3000万令吉。为什么民联雪州政府要接受/取得超过所需要的资产，以致州政府最终拖欠Talam？

 

7. 白皮书指出，这项交易至今尚未完成。之前，民联雪州政府说，基于这项交易尚未完成，因此不可公布白皮书。这显示，民联雪州政府公布白皮书，是因为马华揭露了这项事件，而民联雪州政府根本没有意愿要兑现2010年做出的承诺。

 

 

8. 目前的成本逐渐变高，因为民联雪州政府必须从州政府，拨出额外的款项协助Unisel，而所接受的Talam资产，还未兑换成现金，从政府相关公司，如PNSB及PKNS，所筹获的现金则已经被用来支付Talam的借贷银行。
