Tee Yong-Section 114A means well, but needs tweaking

MCA HQ, 15 Aug – Speaking to reporters at the press conference held here, MCA Young Professionals Bureau Chairman Datuk Chua Tee Yong had expressed his personal opinion that Section 114A of the Evidence Act needs to be reviewed.

Reiterating however that the amendments were well-intentioned to prevent slander, Tee Yong stressed that the whole Act should not be scrapped as the law was meant to stop negative comments which might touch on sensitive issues or on one’s sensitivity which might lead to unrest, saying “not drop the whole thing, just tweak Section 114A. This (section) is creating huge discontentment among the people.”

“The regulation itself might be too overzealous. The intention was good to prevent slander and inciting community unrest, but there is the perception that once something is posted, then that person is at fault, but that person may not be at the computer at that time,” said Tee Yong.

“My understanding is that it (the charges) will be based on your IP address,” said Tee Yong, adding that owners of establishments which offer wireless internet services are at risk, explaining that there are certain quarters who hide behind anonymous postings. “This is not easy to trace,” he added.

“It must be more balanced and clear so that no one will fear that it encompasses everything. If I am a wifi operator, he or she may be excluded. I understand that the basic thing is to give a check and balance for anonymous people who create unrest,” he said.

The Labis Member of Parliament also said that when the Evidence Act is implemented, it might not be clear or maybe ambiguous and that the part in Section 114A which implies that one is guilty till proven innocent should be reviewed to deal with anonymous hatred-filled postings.

Pengerang residents’ unhappiness being looked into
On the issue of the Petronas Refinery and Petrochemical Integrated Development (Rapid) in Pengerang, Johor the MCA Young Professionals Bureau Chairman had explained that in his capacity as the Deputy Minister of Agriculture and Agro-based Industries, he has directed the Fisheries Department to visit the affected area and to have discussions with the fishermen there.

He added that leases have been given, but the lease is not complete. The MP for Pengerang, Dato’ Azalina has given the Agriculture Ministry the complete list.

Tee Yong also explained that they have started a registration to get data on the fishermen affected. Repeating MCA’s stand that the party supports development but not at the expense of the environment and eco-system, Tee Yong also revealed that the party has directed YB Hoo Seong Chang, MCA’s state exco in the state to look into the matter as well.

Other MCA leaders present at the media conference were office bearers from the MCA Selangor state liaison committee and the state assemblymen for Kuala Kubur Baru Wong Koon Mun and Sg Pelek, YB Yap Ee Wah.

民聯支持信的雙重標準！雪大臣力挺公正黨發出的支持信

1. 雪州大臣卡立力挺政治秘书法伊卡发出支持信予雪州官联公司的做法，没有违规一事，显示雪州大臣的言行不一，并违反雪州政府於2010年8月发出的通令，即所有行政议员、州议员和县市议员停止发出支持信予工程、供应和服务性质的合约。

2. 在同年7月发生的“巴生市议员鄭文福，冒用行政议员刘天球的信箋和印章发出支持信”事件上，刘天球共发出17封支持信，其中7 封推荐的承包商成功取得总值马币逾70万元的工程。雪州政府当时的态度十分坚决，采取行动開除鄭文福的市议员职，但如今雪州大臣卡立却二度为政治秘书法伊卡护航，甚至承认本身也发出“类似信函”。本人要质问雪州政府，是否在发出支持信的事件上，持有双重标准，即行动党领袖不可以发出支持信，而公正党领袖就可以这么做？

3. 民联向来只懂得歌功颂德，但却对盟党的腐败事件选择视而不见，更试图模糊焦点及转移话题。在大臣政治秘书法伊卡发出支持信一事，行动党领袖皆选择“睁一只眼，闭一只眼”，没有表明立场，依然保持双唇紧闭。试问，向来强调清廉良政的行动党，如何看待上述支持信的事件？

 4. 本人促请雪州大臣卡立，深入调查此事，并向人民清楚交代整件事情的来龙去脉，而不只是说‘有关信件不是支持信，所以法伊卡没有违规’，就可以敷衍了事。人民有绝对的知情权，若雪州政府无法做出合理的解释，其公信力肯定深受质疑。

5. 如果连雪州大臣的办公室也不遵守雪州政府发出的通令，那么其他行政议员、州议员和县市议员又怎会将其通令视为一项指示？此次的“支持信风波”，民联似乎再次违背了给予选民的承诺，甚至欺骗选民。而民联一直强调的“清廉、透明化、负责任”，是否只沦为一种政治口号？

Dare Pakatan insert development of Chinese education into the Buku Jingga?

I challenge PKR leader Dato’ Seri Anwar Ibrahim, PAS spiritual leader Dato’ Seri Nik Aziz and PAS President Dato’ Seri Hadi Awang to repeat and agree on what DAP’s Anthony Loke has said, as he claimed that the tripartite Opposition pact had an agreement to open a Chinese independent school in any state or place if there is demand should Pakatan wrest Putrajaya in the 13th general elections.

If this “announcement” is NOT officially made by Anwar, Nik Aziz or Hadi Awang, we will not believe that it is an agreement or consensus reached by the three parties in Pakatan.

If this consensus is indeed reached by the three Pakatan parties, it should be precisely listed in theirBuku Jingga as proof that Pakatan places high priority on the issue whilst demonstrating that this is not another empty promise for the Chinese. Why didn’t Pakatan list it in the Buku Jingga previously and only talk about it now? Apparently, it is just to gain support and votes each time there is a general election.

The PAS-led state government spent RM 330 million to construct Kolej Universiti Insaniah (KUIN)’s campus but failed to allocate land for any Chinese primary school.

No sound from PAS and PKR on opening a new Chinese independent school

I pose to Antony Loke: If there really is such a consensus on education, how come neither PAS nor PKR has released any statement to that effect? Particularly, why has not PKR ketua umum Dato’ Seri Anwar Ibrahim who is trying to curry Chinese votes released any statement regarding Pakatan opening up any new Chinese independent schools? Doubts linger as to where Antony Loke’s comment is none other than a personal opinion.

 Strangely, when MCA leaders urged Pakatan to clarify whether or not the Chinese School policy is listed in theBuku Jingga, Anwar replied that MCA should ask PM on this issue. Anwar was obviously avoiding the question and finding a way to re-direct the conversation to another topic. TheBuku Jingga does not insert any clause to guarantee that funding will be allocated to Chinese primary schools nor recognize the Unified Examinations Certificate.

DAP has done nothing for education development

DAP consistently claims to emphasize Chinese education and to address educational issues. Yet the Rocket omitted listing Chinese education into the Buku Jingga, let alone any mention of establishing a new Chinese independent school.

Till now, we have not seen DAP or PR working to improve education, whereas, MCA has made significant contributions to education covering every aspect. Our party established KTAR, UTAR and Institute Kojadi which has produced an excess of 200,000 talented and skilled workers.

PKR adopts of policy of self praise but never bothers to pay attention to the wrongdoings by its own members. In the afore-mentioned case, DAP opted to play ignorance. We wish to know DAP’s real position on this matter.

I urge Khalid to conduct an in depth investigation so as to give the people a clear explanation. He cannot simply condone Faekah’s issuance of support letter as the Selangor government will lose its creditability and trust completely.

In view that the Menteri Besar himself is unable to abide by its earlier state directive, how are the Excos, state assemblymen, municipal and district councillors expected to follow suit? Once again, the Selangor state administration has broken on its promise of “competency, accountability and transparency.” Perhaps, these nice sounding descriptions are none other than an empty slogan?

陆兆福宣布将开办独中 蔡智勇挑战列入橙皮书

(吉隆坡26日讯) 马华青年专才局主任拿督蔡智勇今日挑战民联表示，民联执政后，将开办独中，同时无条件承认独中统考文凭的协议，列入橙皮书内，而不是由领袖们自己单方面在台上自吹自擂，自己讲自己爽。

他是针对民主行动党社青团长陆兆福昨日声称，民联三党已达成协议，民联一旦执政，，任何地区只要是有需求，便可直接开办独中。

 也是农业及农基工业部副部长的蔡智勇今日发表文告指出，既然是民联三党达成的协议，就应该直接列入橙皮书内，作为民联的治国方针，以示民联对此事件的重视。因为这对华人是一项承诺，而不只是一个口头禅，只说给华人听，让华人爽的空头支票。

 他认为，既然陆兆福表示这是民联三党的协议，可是​​为什么公正党及伊斯兰党至今却没有对此发表任何声明？特别是公正党实权领袖拿督斯里安华，最近频频表示重视华裔选民，可是却不见他发表任何有关民联将开办独中的课题，让人置疑陆兆福的谈话只是单方面的意见。

 他指出，行动党口声声强调该党重视华教，维护华教，可是却无法争取到把华教，华校和独中列入橙皮书，更甭说办华教，开办独中。

 “到目前为止，我们没有看到行动党或民联开办教育，就如马华一样，开办拉曼学院，拉曼大学和自立学院，培育了无数的人才。”

Dong Zong must not jump to conclusions based on one letter

I urge Dong Zong to not hurl accusations and jump into conclusions at the spur of the moment based on a mere letter by a Ministry of Education official subsequently obliterate all MCA’s past contributions towards the Chinese education in Malaysia.

The Deputy Minister of Education, Datuk Dr Ir Wee Ka Siong had already provided a clear explanation on this matter and had once again denied the existence of such a deal undertaken by MCA. Our Prime Minister Datuk Seri Najib Razak, the then Minister of Education had also confirmed Dr Wee’s remarks, reiterating that an agreement which would constrict Chinese primary schools and Chinese Independent schools development was never made.

What leaves me pondering is that Dong Zong questioned the collected data and documents on teacher shortage issues but now throws its absolute trust in this ambiguous letter. Is Dong Zong biased and practising double standards?

Since this incident erupted, MCA has conducted a thorough investigation. Our findings conclude that BN leaders and MCA who were involved in the 1995 Education Bill did not strike such a deal.

MCA’s efforts for UEC holders yield results

MCA had diligently made consistent efforts to strive for Chinese education and will always be committed in preserving its continuity and growth. Our efforts are seen by the public as they have not come undone.

We succeeded in achieving new heights for UEC education as UEC holders are now eligible to apply for the PTPTN loan. As of 2010, 50 excellent UEC top-scorers are also annually awarded with unconditional grants to further their studies overseas while UEC students are also permitted entry into teacher training colleges. Dong Zong’s claim that we neglect our Chinese education is absolutely invalid.

I hope, Dong Zong will soon provide concrete proof rather than merely using a letter from a Ministry official as evidence. As one of the influential groups in Chinese education affairs, Dong Zong must be cautious and not tarnish the good reputation it has built for years.

Speak up Guan Eng, on Anwar’s proposal to axe PTPTN loan repayments

I challenge Lim Guan Eng to speak up against Dato’ Seri Anwar Ibrahim’s recent antics of encouraging PTPTN loan recipients to not repay their debts as well as his promise to scrap the PTPTN loan. Such a move will spiral the nation into bankruptcy.

The DAP Secretary General must clarify his stance regarding Anwar’s proposal to shelve the PTPTN loan. Is this declaration made by Anwar an official announcement of Pakatan’s future plans or is it a mere personal stand of Anwar’s? Lim Guan Eng must inform the public on DAP’s stance on this matter.

In the past, Lim Guan Eng and his DAP cronies were often ‘bullied’ by their Pakatan allies as their opinions were called ‘personal opinions’ which do not represent the Opposition coalition’s collective view. Now, Anwar has made such irresponsible remarks - will Lim Guan Eng muster the courage to publicly oppose Anwar, and claim that ‘Anwar’s urge to not repay loans’ does not reflect the Rocket’s stance?

Anwar’s remarks a populist measure

This is not the first time Anwar made such outrageous comments. Previously, he promised to lower petrol prices. Now, his promise of removing the PTPTN loan is merely another populist measure to take over Putrajaya, which was not uttered under with scrutiny nor considerable thought.

Pakatan leaders also did not clarify on alternative policies to be implemented response to the lowering of petrol prices and the abolition of the North-South Expressway and the PTPTN loan scheme.

It is necessary of Anwar to give a detailed account of the whole implementation and abolition process to ensure accountability for these policies and not just utter verbal promises.

To fish for votes ….

Pakatan has made many remarks to instigate public hatred to fish for votes in light of the forthcoming General Elections. To appeal to the younger voters, Anwar resorted to urging them to refuse repaying their loans. In his desperation for power, Anwar displays ridiculous behaviour.

The shameful thing is, all these promises were made by a former Minister of Finance. The whole objective of the establishment of the PTPTN loan fund is to aid needy students who cannot afford tuition fee and living expenses during their tertiary years.

This loan scheme has proven to be a success as many students applied for this scheme in pursuit of their studies. Besides that, top-scorer students are exempted from repaying as the loan is converted into a scholarship while students with average results are not charged with any additional fees. It is a fairly reasonable scheme.

Anwar however is inciting the students to break the law while Lim Guan Eng is turning a blind eye towards this matter.

Anwar, as the Selangor economic advisor should walk the talk, and start by lowering the assessment tax by 20% in Selangor as he promised. Compared to the other impractical commitments he pledged, this promise looks more easily to be achieved.

單親媽媽喜獲馬華微貸創業

（吉隆坡10日讯）5年前遭家暴迄今走出阴影，正在办理离婚程序及单独抚养3名儿子的单亲妈妈，冀望通过2万令吉的「一个马华微型贷款」计划，发展其住家酱料生意，许孩子一个更美好的未来。

单亲妈妈林宝鎔（41岁）坦承，虽然生活压力很大，但她已熬过人生低潮。她曾经不仅遭遇家暴，还身患顽疾，有过轻生念头，但宗教力量让她度过难关。

她说，由於需要照顾孩子，因此选择在家煮家庭式酱料，批发小型包装酱料给菜市集小贩。由於小本生意，每月收入不够资格向银行贷款，朋友介绍她申请青年贷款基金。

她说，她单靠批发小型包装酱料的生意，每月收入介於千余令吉至2000令吉之间，加上福利部的援助，让3名分別为14岁、11岁及7岁的儿子专心上学。

在马华青年专才局主任兼农业及农基工业部副部长拿督蔡智勇今日亲临林宝鎔住家，颁发「一个马华青年微型贷款基金」贷款给她后，召开记者会。

林宝鎔讚扬马华处理青年微型贷款基金时的效率很快，在2週前才申请，今日就已批准。虽然这项贷款的利息高达7%，但她有信心能在3年內缴清。

蔡智勇说，该贷款基金会给予贷款者3个月的缓衝期，之后再胥贷款者的经济状况，制定每月分期摊还的数目。

他说，这项贷款开放给21岁至45岁者申请，首批已批准33人的申请，发放贷款为42万令吉，次批批准约50份申请表格。

陪同蔡智勇到访林宝鎔住家者，还包括自立合作社义务秘书兼马华中委卢诚国及农业及农基工业部特別事务官林凯荇。

蔡智勇：校園禁政治達平衡點

（吉隆坡10日讯）朝野政党青年领袖对大专法令提出不同看法，马华青年专才局主任拿督蔡智勇认为，允许大专生参政但不能把政治带进校院的建议，是一个好的平衡点。

他今日出席「一个马华青年微型贷款基金」移交活动上表示，儘管修正案允许大专生成为候选人，但並非所有家长希望孩子涉步政治，也非所有大专生都对参政有兴趣，所以阐明政党不能进入大学拉票是好事。

询及马华会否把触角深入校园，遴选有潜能的大专生在大选披甲上阵时，蔡智勇回应，他相信学歷只是其一考量因素，党中央也非常看重候选人是否具备其他方面的能力，包括服务选民、处理问题等。

「当然我也相信，马青希望可吸引更多有学识背景的华青加入团队，甚至受推荐在大选上阵，成为人民代议士。」

Tee Yong: No MCA request to contest in Kepong

PETALING JAYA: The MCA has not formally requested to contest the Kepong parliamentary seat in the next general election, said MCA Young Professionals Bureau chairman Datuk Chua Tee Yong.

As part of the Barisan Nasional coalition, he said each component party had a complementary role to play.

“If there is no MCA candidate for some seats, it doesn’t mean that MCA does not play its role.

“We will still serve and help the local communities whether or not we have an MP or state assemblyman in the area,” he said after launching the Kepong MCA special task force comprising local non-governmental organisations and residents.

Chua was responding to a media report that Gerakan had declared its intention to keep the Kepong seat.

Kepong Gerakan division chairman Ma Woei Chyi had said that the party, which had been contesting there since 1974, was committed to the people in the area.

Ma made the statement following reports of Kepong Umno members suggesting that MCA contest in Kepong instead of Gerakan this time around.

However, Chua stressed that the final decision would come from the top and must be respected.

蔡智勇：最低薪1000令吉 民聯執政州應先實行

馬華青年專才局主任拿督蔡智勇指出，行動黨一直要求将最低薪金制設在1000令吉及以上，之前更公開表明要減少40％公務員人數，最後的結果，却是民聯其餘兩黨推翻其說法。這足以證明，民聯三黨在政策上的不一致，以及顯示行動黨只會說、不會做，习惯開空頭支票的作风。

他建議，如果行動黨的說法是可行的，應該率先在民聯執政的州屬，包括雪州、吉打、吉蘭丹、檳城的政府相關公司（GLC）及政府相關投資公司（GLIC）實行，然而民聯執政上述州屬4年，卻不見州政府推行行动党所建議的最低薪金的數額。

根據人力資源部長拿督斯里苏巴玛廉的說法，政府計劃把最低薪金定於800至1000令吉，這將惠及私人領域320万名員工。而馬來西亞雇主聯合會認為，最低薪金設在1000令吉或以上，將會為雇主帶來負擔。

馬華青年專才局認為，最低薪金制若設在800令吉則會太低，因為半島的貧窮線為720令吉，沙巴為780令吉及砂拉越760令吉，因此設在900令吉或以上是合理的。蔡智勇認爲，在設定最低薪金制后，員工的其他福利必須維持。

他指出，民聯在橙皮書內，承諾協助人民提高家庭收入至每月4000令吉，但另一方面，民聯議員卻建議將最低薪金制定在1000令吉至1200令吉，以此計算，即使夫妻收入加起來，家庭收入也遠遠無法達到橙皮書内定下的4000令吉目標。因此，蔡智勇認爲，民聯有必要清楚公佈他們有何策略和步驟協助人民達到上述目標。

 同時，如果要達到民聯定下的最低薪金制目標，意味著國家需要承擔超過930億令吉，這將佔國家總收入的一半，導致國家面臨破產。

 他說，最低薪金制越高固然是好，但也須胥視私人界雇主是否能夠負荷，不同領域的最低薪金制標準應根據領域的潛能發展而定。

另一方面，也是拉美士國會議員的蔡智勇透露，自從調高園丘工人的最低薪金，從350令吉調高至850令吉后，雇主也反映工人在工作承諾,工作態度及接受建議方面都有所改進。

Chua: Have RM1,000 minimum wage in Opposition states first

PETALING JAYA: DAP has been criticised for demanding that the minimum wage be set at RM1,000 but not recommending such a move in Opposition-controlled states.

MCA Young Professionals Bureau chairman Datuk Chua Tee Yong suggested that DAP propose the wage base for the Pakatan Rakyat-ruled states of Selangor, Kedah, Kelantan and Penang first.

“At least they should implement their own proposal of minimum wage in their government-linked companies (GLCs) or government-linked investment companies (GLICs). However, nothing has been done so far,” he said in a statement yesterday.

Chua, who is Deputy Agriculture and Agro-based Industry Minister, pointed out that Pakatan’s Buku Jingga (orange book) had said the coalition strived to provide a minimum household income of RM4,000 a month.

“But on the other hand, Pakatan MPs have suggested fixing the minimum income at between RM1,000 and RM1,200.

“So, even if we were to add the total income of both husband and wife, Pakatan’s target of RM4,000 would not be attainable,” he said.

Chua said that in order to achieve Pakatan’s objective, the country would have to bear a burden of RM93bil as the Government would need to top up the monthly income of each household to RM4,000.

“Such a scenario would certainly lead our nation to bankruptcy. It is beneficial to set a minimum wage. However, this should depend on the financial capabilities of the respective employers as different sectors vary from one to another,” he said.

It was reported that the Government was looking at a minimum wage of between RM800 and RM1,000 for some 3.2 million workers in the private sector.

Deputy Prime Minister Tan Sri Muhyiddin Yassin said the Government had decided on the national minimum wage and the details would be announced by the Prime Minister soon.

Chua said the bureau was of the view that fixing the minimum wage at RM800 was too low as the poverty line in the peninsula was RM720, while it was RM780 in Sabah and RM760 in Sarawak.

“Thus, it will be more appropriate if minimum wage is fixed at RM900. It is recommended that even by having such a minimum wage, other employee benefits should remain unchanged,” he said

蔡智勇：交替公路是謊言‧“林冠英應廢雙溪育收費站”

（吉隆坡23日訊）馬華青年專才局主任拿督蔡智勇揶揄林冠英在蔡林辯論會上信口開河，為應付突如其來的問題而自亂陣腳，拋出不確實的數據，敷衍了事。

“根據國陣峇眼國席協調員蔡德橡所言，林冠英所謂避開雙溪育收費站的交替公路完全是個謊言。”

“該銜接北海西南路及峇眼花園1條路的人民之路（交替公路），只能縮短西南路及峇眼花園居民前往北海拉惹烏達區路程，要前往詩布朗再也必須使用珍菲市及峇東埔路，不但如此，這兩條道路是由中央政府興建而非州政府。”

他今日在文告中指出，林冠英一直否認有說過一旦執政檳州將廢除雙溪育收費站，並把責任歸咎於中央政府，但行動黨光大區州議員黃偉益在2007年2月份見報的一篇報導中說，如民聯在大選成功奪取峇眼1國4州，包括北賴區州議席，就廢除雙溪育收費站，但民聯至今已經執政檳州3年多，雙溪育收費站依然存在。

他指出，既然檳州政府每年的財政盈餘是因為財務重組後把水務債推給中央，才變相的出現財政盈餘，那麼林冠英更應該把財務盈餘一次過的買斷雙溪育收費站，兌現承諾，造福檳州子民，而不是把所有的責任都推給中央政府。

聂阿兹称丹政策为入主布城准备 蔡智勇：行动党情何以堪？

 （吉隆坡20日讯）马华青年专才局主任拿督蔡智勇揶揄行动党一厢情愿的认为《橙皮书》是民联共同宣言，但聂阿兹却以一席“丹政策为入主布城准备”的言论全面推翻行动党的承诺。

“《橙皮书》根本就不是民联入主布城的共同政纲，这根本是行动党在自欺欺人的政治宣传手法。聂阿兹的言论已经证明，伊斯兰党根本就没把《橙皮书》放在眼里。”

根据《南洋商报》的报导指出，聂阿兹是在与霹雳老友联谊会访问团进行交流的时候，发表上述言论。

“如果言论属实，这是否意味着丹州现在实施的禁酒令、禁彩票、娱乐禁令等等都是执政后，将落实全国的政策？行动党现在对这些政策噤声，难道执政后就会突然转变立场？一直以来，行动党无法阻止丹州和吉打州落实的回教政策。这显示行动党根本无法制衡伊斯兰党，更别说要在执政后互相监督。”

蔡智勇指出，吉打州务大臣阿兹然就曾经在公共场合发表，以《橙皮书》内容并非可兰经为由，不愿遵循民联《橙皮书》的言论，印证《橙皮书》形同虚设。

蔡智勇也说，伊斯兰党于1999年在登嘉楼竞选时，其竞选宣言并没有将落实伊斯兰刑事法列入其中。但当他们执政该州时，却在州议会上宣布推行伊斯兰刑事法，显示他们的政策不一致，以及欺骗了登州人民。

“在这之前，只有行动党主席卡巴星曾表明，赋予回教徒选择以遵守回教刑事法的问题已侵犯非回教徒的权利，也不适用在我国这个受联邦宪法管制的世俗国上，惟不曾见过其他领袖声援卡巴星的立场。”

 “行动党根本不应该再继续以鸵鸟的心态来回避问题。即使行动党放话集体辞职，也只是自私自利的想法，根本无法真正有效阻止实施回教法。行动党到了此时此刻，已经没有任何理由不回应。”

蔡智勇也认为，民联三党领袖如果还要坚称“合作无间”的话，就应该立即就聂阿兹的言论发表意见，不应该继续做政治逃兵，因为聂阿兹的言论明显与《橙皮书》背道而驰，可说是给予行动党与公正党脸上刮了狠狠的一巴掌。

What has DAP to say about Nik Aziz’s declaration that policies enforced in Kelantan are preparations to take over Putrajaya ?

While DAP has announced that Pakatan Rakyat’sBuku Jingga is a joint declaration by the three Pakatan parties, PAS spiritual advisor cum Menteri Besar Dato’ Seri Nik Aziz was reported inNanyang Siangpau (20 Feb 12) to have said that that all PAS policies that have been implemented in Kelantan were just of preparations to take over Putrajaya.  The tok guru’s remarks run in contrary against the promises which DAP declared earlier.

In fact, theBuku Jingga is not a joint declaration by Pakatan. All this while, DAP has misled voters by its self publicity. What Nik Aziz says is proof that PAS is not concerned about theBuku Jingga.

If Nik Aziz did indeed utter such remarks, thus this now mean that whatever laws enforced in Kelantan including the prohibition against alcohol, lottery tickets, classical performing arts will be replicated at the national level should PAS seize federal office? Now that DAP has turned mute, does this mean the Rocket will change its mind when such intolerant laws are introduced? All these while, DAP has done nothing to prevent PAS hudud laws from being imposed in both Kelantan and Kedah.  This shows that if the DAP is unable to counter balance the theocratic party now, will the Rocket be able to supervise the same later.

I wish to remind voters that the Menteri Besar of Kedah Dato’ Seri Azizan has publicly announced that PAS will not adhere to the Buku Jingga as it is not part of the Quran. The Menteri Besar’s assertion denotes that theBuku Jingga is none other than merely an empty declaration. Also, PAS President Dato’ Seri HAdi AWang was reported byThe Sun (2 Feb 12)of remarking that not not all contents in the Buku Jingga can be put in place.

Whilst campaigning during the Terengganu state elections in 1999, PAS’ or the Barisan Alternatif manifesto did not mention anything about implementing hudud law. However, once PAS came into power in Terengganu, they announced in their State Assembly that they would implement the Islamic law.  PAS inconsistency is thus exposed and they have beguiled the people of Terengganu.

Karpal Singh –DAP’s lone ranger against PAS hudud law

Earlier on, only Karpal Singh is known to be against PAS hudud law, saying that its implementation causes lawlessness besides intruding the rights of the non-Muslims. It is improper to be implemented in our country as it is violates our Federal Constitution. However, beyond Karpal, we have never seen any other DAP leaders expressing their views in support of Karpal Singh. This is why supporting DAP equals a vote for PAS and its agenda because both of them are partners.

 DAP should not continue to behave like ostriches hiding their heads in the sand.  Effectively, DAP really is unable to prevent the implementation of PAS hudud law. DAP cannot continue to remain quiet at this very crucial moment.

I propose that if the leaders of the 3 Pakatan coalitions parties continue to say that they are unanimously co-operating with one another, then they should all clarify the stand delivered by PAS.

來屆大選華人政治的分水岭論壇‧蔡智勇：散播錯誤訊息‧網絡虛擬世界易出亂子

（吉隆坡18日訊）馬華青年專才局主任拿督蔡智勇說，近年來社交媒體改變了大馬社會版圖，不過沒有受到管制的網路虛擬世界，也很容易出亂子。

他舉例說，最近發生的KFC快餐店員工打人及糖王麵包事件，都被扭曲為種族課題，這些都不利國民團結。

他今日在“來屆大選華人政治的分水嶺”政治論壇上主題為“社會及文化版圖未來的挑戰”環節中主講時說：“目前連政府都嘗試使用社交媒體接觸更多民眾，但網路上青年人彼此沒見過面就互相認識，其影響力量大，‘阿拉伯之春‘和倫敦騷亂也由此而來。”

他透露，大馬62%人口使用寬頻，網民達1千750萬人，其中就有1千200萬人是面子書用戶，並指年輕人很容易以種族角度看待一些事件發展，並在網路上散播錯誤的訊息。

宋惠君：各族認須捍衛權益

另一方面，戰略運用中心（CENSE）首席執行員宋惠君則表示，大馬各族之間目前處於緊張平衡（balanced tension）狀況，每個族群都認為要極力爭取，才能捍衛各自的權益。

她認為一旦經濟放緩，情況將惡化。

“我們的問題是彼此之間沒有信任，華裔認為他們要很努力才能捍衛權益，巫裔認為日子也不好過，東馬人更不喜歡被人叫做定存州。”

她認為，大馬各族之間尚未達到交匯點，即把對方的問題，也視為是本身的問題。

Tee Yong: Don’t be misled by half-truths and mere political spinnings

KUALA LUMPUR: Malaysia’s social landscape is increasingly being shaped by information obtained from the social media, said Datuk Chua Tee Yong.

However, the Deputy Agriculture and Agro-based Industries Minister, who was a speaker on the “Social and Cultural Landscape – The Challenges Ahead” topic at the Malaysian Chinese at Political Crossroads forum on Saturday, warned about the spread of false information.

He cited recent incidents that saw heated exchanges of racial slurs among Internet users, such as the one between two different bread brands and an assault on a fast food chain customer.

“I believe there should be emphasis on interaction via social networking media, but our youth must not be misled by half-truths or mere political spinnings sent through these means,” the MCA Young Professionals Bureau chief said, urging politicians to be responsible with information being disseminated online.

The third session of the Malaysian Chinese at the Political Crossroads conference, moderated by Tourism Minister Datuk Seri Dr Ng Yen Yen, also featured thoughts from Gerakan deputy secretary-general Liang Teck Meng, DAP central executive committee member Teo Nie Ching and Centre for Strategic Engagement chief executive officer Fui K. Soong.

蔡智勇挑战行动党 切断与民联关系

（吉隆坡3日訊）馬華青年專才局主任拿督蔡智勇今日向民主行動黨下戰書，挑戰民主行動黨、公正黨與伊斯蘭黨切斷關系！

他發文告說，土著權威組織派“白包”事件，大馬大愛腦傷症兒童基金協會（雪隆）主席張秋明雖是馬華一分子，卻是以個人身分出席有關活動，但民主行動黨秘書長林冠英卻硬要將罪名套在馬華身上，很明顯擁有政治議程，企圖火上加油讓人民憎恨馬華。
況且，馬華和土權沒有任何密切關係，根本不需要切斷關係。反而是行動黨和公正黨需要與伊斯蘭黨切斷關係。安華曾經出席伊斯蘭黨在丹州舉行的支持伊斯蘭黨刑事法大會，這是否也意味著行動黨及公正黨也都支持伊斯蘭黨刑事法，甚至是禁止娛樂、博彩及禁酒等。

每當伊斯蘭黨談及伊斯蘭黨刑事法或伊斯蘭國課題，行動黨總是不吭一聲，行動黨甚至可以為了進入內閣，美化伊斯蘭黨的作爲，及堅持與伊斯蘭黨合作，拿600萬華人的前途當賭注。

倘若行動黨不支持伊斯蘭刑事法，就應該儘早和伊斯蘭黨切斷關係。

林冠英指馬華是種族主義政黨，與此同時土權也被指是捍衛土著權益的政黨，按照這種推論，兩個“種族主義政黨”根本不可能合作，而林冠英此番言論，也等於承認馬華在捍衛華人地位所做出的努力。

不管過去還是將來，馬華都會繼續為了華人的福利而奮鬥，因此必須選擇和中庸的巫裔政黨合作，但馬華絕對不會和宗教神權組織如伊斯蘭黨合作。

蔡智勇吁馬華黨員‧“大選時勿扯後腿”

（雪蘭莪‧巴生20日訊）馬華中委拿督蔡智勇吁請馬華黨員，如果他們對大選的馬華候選人感到不滿，應勇敢在黨選公然提出挑戰，而不是在大選扯後腿傷害馬華。

他表示，黨同志如果選擇在大選進行扯後腿，將會造成馬華吃敗仗，黨的候選人無法成為人民代議士，在國州議會為民請命辦事。

加埔馬華舉行新春宴

他是星期四晚上出席馬華加埔區會新春團結晚宴時，在致詞上勸勉同志在來屆大選加強團結，鼎力支持代表馬華上陣的候選人。

與此同時，蔡智勇也指出，候選人並不是以經驗、年齡和職位取勝，而是在提名時有團隊，這個團隊由區會和支會力量所支撐。

他希望在即將來臨的關鍵大選，大家能夠瞭解總會長的“不入閣”論原意，團結一致合力面對馬華的背水一戰。

他也宣佈撥出各1萬令吉給馬華加埔區會和馬華巴生區會。昨晚筵開五十多席，馬華巴生區會的代表就佔了10席。

林祥才：總會長會篩選適當候選人

較早前，馬華雪州聯委會主席拿督林祥才致詞時同樣吁請黨員支持馬華候選人。

他相信，由首相和馬華總會長拿督斯里蔡細歷運用智慧篩選適當的候選人。

“馬華在巴生和加埔擁有一國二州，希望可以在鄭敬保和宋奇才領導下獲勝。”

宋奇才：勿為私利向巫統獻媚

馬華加埔區會主席拿督宋奇才表示，有意成為候選人的馬華同志，不應為了私利或搏出位，而向巫統獻媚，罔顧馬華共同奮鬥的目標。

他指出，大家應以黨為重，站在同一陣線、團結一致，共同奮鬥，確保馬華的勝利。

“自從308政治海嘯後，馬華受到巫統的拖累，被人民歸類為腐敗、濫權和貪污，因此黨同志不應為了私利，向巫統獻媚。這種負面的動作，將導致馬華被人看不起。

他發現巴生和加埔區會黨員分派系，對此他強調，兩個區會應該不分你我，沒有所謂的“宋奇才派“和“鄭敬保派”。

此外，針對外傳區會因受到加埔國陣主席拿督拉曼巴列阻止，導致迄今未能如願擁有本身的會所，他表示黨員不應看巫統的臉色行事，必須保持大家平起平坐的意念，共同努力爭取興建會所。

鄭敬保：若黨員百分百支持
馬華大選可獲勝

馬華巴生區會主席拿督鄭敬保表示，無論誰在來屆大選代表，大家都應以黨的利益為前提，共同配合創造佳績。

他表示，如果每一位黨員都能夠將手中一票投給馬華，馬華不會在上屆大選慘敗。

“舉例說巴生國會共有1萬2千人是馬華黨員，班達馬蘭就佔了6千700人，如果黨員百分百支持馬華候選人，我有信心這次的大選將有所不同，馬華可以得勝。”（星洲日報／大都會）

吉打娱乐业者须缴1年执照，蔡智勇：打造“无娱乐州”

吉隆坡9日讯）马华青年专才局主任拿督蔡智勇抨击吉打州政府更改条例，将原本规定每月更新的娱乐执照，改为一次性缴清一年的费用，而高昂的执照费用也明显在为难业者。
“吉打州政府利用种种不利的政策来打击了州内的娱乐业，企图间接把吉打州打造成符合伊斯兰党心目中的‘无娱乐州’。此次要业者一次性缴付一整年的费用，已经让很多业者叫苦连天，也让更多欲加入这行业的业者却步。”

目前，吉打州政府已经下令所有娱乐执照包括桌球、卡拉OK及练歌班，从2012年开始都必须缴付一年的执照费用，申请价格数额从最低的六百多至最高1万5000令吉。收费昂贵之余还有营业时间的限制，即只能从晚上7时营业至凌晨1时，而每逢周四更强制休业。

蔡智勇指出，州政府的政策除了会让业者陷入现金周转的问题之外，业者也很有可能把这些问题都转嫁给消费人，最终形成一种恶性的经济效应。因此，州政府应该回复之前的方式，让业者得以每月摊换执照费。

“吉打州政府在拟定和落实政策前也从不体恤业者的困境，更意图落实伊斯兰政策的，每一次都是在媒体上被揭露后才来撤除指令，其实都是在试探民间的反应，以无孔不入的方式让大家防不胜防，如果没有引起反弹，就可以光明正大落实这些影响非穆斯林的政策。”

蔡智勇认为，吉打州政府之前也否认向居林县颁布禁酒令，如果是官员擅自宣布的话，怎么至今也不见有任何官员受到惩罚？足见州政府是在以探水温的方式，在州内逐步实施伊斯兰政策。

蔡智勇也质疑，行动党和公正党是否赞同这个新条例？如若不是的话，为什么他们身为州政府的一份子，却对此条例的通过没有加以阻止？

Kedah now aiming for an ‘entertainment-free state’ by forcing businesses to pay a one-year licence fee

MCA Young Professionals Bureau strongly condemns the Kedah state government for trying to change the rules for payment of entertainment licences by making businesses pay the monthly fees one year in advance, instead of the original payment i.e. monthly payment as reported by Guangming and Oriental Daily. This causes financial burden for business in the entertainment industry.
The Kedah state government is using these kinds of policies in an indirect attempt to turn Kedah into a model hardline state under PAS. Forcing businesses to pay the entire year’s cost at one go will create problems for existing businesses as well as deter others from going into the entertainment industry.
Currently, the Kedah state government has ordered that beginning from 2012, all entertainment licences, including table tennis and karaoke classes, must pay a one-year licence fee which can range from the lowest amount of RM600 to a maximum of RM15,000. Restrictions imposed on business hours, forcing the entertainment outlets to operate only between 7.00 pm to 1.00 am as well as to close their shops every Thursday, also burdens the businesses even more.
This new policy by the state government is likely to create a cash-flow problem, whereby the cost will most likely be passed onto the consumers, ultimately creating a vicious economic cycle. Therefore, the Kedah state government led by PAS should allow entertainment outlets to pay the entertainment fees by monthly installments.

DAP and PKR in Kedah – what say you?
Does DAP and PKR support this new regulation by the Kedah PAS administration because usually when they implementsany policy, DAP and PKR are usually clueless despite PKR having its elected representatives sitting in the Kedah exco.
If DAP and PKR state assembly were in the know, why didn’t they raise these issues up during state assembly sittings or state exco meetings ?

As usual, when PAS formulates and implements a new policy which is meant to enforce Islamic policies onto the public, and when it is exposed by the media, they will quickly withdraw the policy. This is actually a method for them to test the public’s reactions to see if they can catch the public off guard, and if there is no strong reaction against their policy they will then use the same method to impose Islamic policies onto non-Muslims.

The Kedah state government has also previously denied turning Kulim into a non-alcohol district, by claiming that it was the district officer’s own idea. But then why has no official from the Kulim District Office been punished? This shows that PAS negating responsibility while attempting to turn the state’s policies to be ultra-conservative.
