他感谢马华总会长拿督斯里翁诗杰、马华会长理事会及中委会一致接纳他所提出的收购南北大道计划书,同时希望马华4位部长能密切跟进这项决定,以征得内阁同意早日落实。
他今日发表文告说,他非常乐意为马华刚设立的小组提供协助及意见,特别在财务角度方面。
“我并不知道马华设立特别小组来处理有关建议,直到阅读报章上才知道这项消息。因此我预料本身并不是小组成员之一。不过,身为马华的议员,我很乐意进协助一切有助于落实收购南北大道建议的工作,最重要是让人民及政府受益。”
蔡智勇指出,在一项与副首相拿督斯里纳吉的对话中,他曾向纳吉建议政府应该收购南北大道。
“正如媒体的报道,纳吉当时没有拒绝我的建议,也认同南北大道每3年调涨过路费的问题已造成人民负担,并同意政府应该进行深入研究。”
蔡智勇于2月26日在国会下议院感谢国家元首施政御词时,首次呼吁政府收购南北大道,并从财务角度分析收购行动对国家和人民的好处。
过后,他于3月3日曾向马华会长理事会汇报及讲解他提出的收购大道建议,而马青总团长拿督魏家祥博士在会长理事会后也对记者说,马华将综合有关建议,以进一步探讨收购南北大道的可能性。
蔡智勇指出,政府在过去给予南北大道的赔偿金显示,南北大道是政府沉重的经济负担。
他说,政府在2003年至2008年赔偿给南北大道的款项如下:
2003年:2亿9500万令吉
2004年:3亿零700万令吉
2005年:1亿7100万令吉
2006年:6亿5400万令吉
2007年:6亿8000万令吉
2008年:7亿3000万令吉
他指出,政府最近因为延迟批准南北大道调高过路费而必须赔偿1亿9千500万令吉。不过,政府去年已赔偿7亿3千万令吉给南北大道公司,因此,如果上述1亿9千500万令吉是附加的赔偿,这意味着政府总共赔偿了9亿2千500万令吉。
“鉴于上述赔偿金是政府的沉重负担,我希望马华部长能在内阁提出并落实收购南北大道的建议,以让人民获益和减轻政府的负担。”

I am very happy that my proposal on takeover of PLUS by the Government has been accepted by MCA Presidential Council and the Central Committee.
I have brought out the issue on the possibility of taking over PLUS by the Government on 26 February 2009 in parliament.
Following that I have made a presentation to the MCA Presidential Council meeting on 3 March 2009. I also have the opportunity to brief the President on my proposal.
I understand that the proposal was combine with the MCA Youth legal team to explore the possibility of acquiring PLUS.
During one of the dialogue with YAB Dato Seri Najib, I also brought up the proposal on the takeover PLUS. As reported in the media, YAB Dato Seri Najib did not reject the proposal outright, and mentioned that further study would need to be carried out. He further added that he is aware that the toll rate hike once every 3 years is a burden to the rakyat.
I understand that MCA has set up a team lead by Vice President Dato Liow Tiong Lai to convey the suggestion to the Works Minister.
I believe MCA ministers should bring out the issue on the take over of PLUS and to champion it for the benefit of the rakyat. The cabinet would be an effective platform for the MCA ministers to see this proposal to its conclusion.
A review of the financial compensation to PLUS by the Government would glaringly reveal the financial burden to the Government. The figures as follows (gross compesation);
2003: RM 259 millions
2004: RM 307 millions
2005: RM 171 millions
2006: RM 654 millions
2007: RM 680 millions
2008: RM 730 millions
Even though the amount announced in the media for recent deferment in toll hike for 2009 is RM195mil, no reference is being disclosed on the amount of compensation of RM730million payable to PLUS. Hence if the RM195mil is additional announcement thus the compensation would have totaled to RM925mil.
I am willing to provide further assistance especially the financial aspect of it, to the newly setup MCA team task for acquiring PLUS. Since I have not been informed on the existence of this task force until I read in the papers, then I assumed I am not a member of this task force. But in the name of the party, I would do what is necessary as this proposal would greatly benefit the rakyat and the Government.
YB, any updated news regarding this issue? Sound like no news at all after nearly 2 months.
