(雪蘭莪‧八打靈再也14日訊)馬華拉美士國會議員蔡智勇指出,丁能補選前夕出現馬華派錢、派地和派米給選民的謠言,都是對手為了抹黑馬華而惡意散播的謠言。
也是農業及農基工業部副部長的他發文告說,相信丁能選民在即將來臨的補選中,將能夠保持冷靜和理智,來提防歷屆補選中常見的“奧步”(台語,意即下三濫手段)。
“拉美士馬華平常積極為當地人民服務和舉辦各種活動,與人民保持頻密的交流互動,聆聽民聲瞭解民意,根本沒有必要在選舉期間,才來做派米派錢的臨時抱佛腳的工作。”
他表示,根據以往的補選記錄,包括近年的瓜登、烏雪、加臘士、巴都沙比等補選,國陣和馬華的對手為了選舉勝利而往往不擇手段,包括派發種族性的極端宣傳品、破壞或焚燒自己的布條和競選設備,然後誣蔑國陣所為。
他不希望台灣的劣質選舉文化在丁能出現,這次補選必須是乾淨、透明、公平,任何陣營應以政治理念、服務選民的誠意進行拉票活動,不應以負面攻擊的手段來煽動選民、撈取選票。

Safer fruit and veg under 3P

PETALING JAYA: The Govern-ment is looking at making all importers of vegetables and fruits to ensure the produce they bring into the country does not exceed the permissible levels of chemical residue.
Deputy Agriculture and Agro-based Industries Minister Chua Tee Yong said it would be easier to implement the 3P policy on imported vegetables and fruits than local ones.
The 3P stands for Pengredan (grading), Pembungkusan (packaging) and Pelabelan (labelling) and would allow the ministry to “trace and track” the greens in the market and to withdraw any contaminated products from the market immediately.
Chua said currently, some exporters already have their greens and fruits graded, packed and labelled properly to meet the importing countries’ requirements.
However, he said it would take a while to make 3P compulsory on imported vegetables and fruits because the initiative needed the coordination from all export countries.
Currently, most of the country’s greens and fruits are imported from neighbouring countries such as Thailand, China, Hong Kong, Australia and Singapore.
Chua said local farmers export their greens and fruits to China, Singapore, Australia and Thailand.
On Thursday, Chua had said that the Government was encouraging local farmers to take part in its 3P policy to ensure vegetables and fruits in the market are safe.
However, he admitted that there would be additional cost for industry players once the policy was made a mandatory measure, as extra manpower was required and that caused higher production cost.
Vegetable wholesalers, farmers, dieticians and consumers are supportive of the policy.
The Federation of Vegetable Growers Association chairman, Tan So Tiok, said currently about half of its 6,000 members practised the policy.
He said the 10 sen for each label to be stuck on every basket of vegetable above five kilogrammes did not increase production cost.
“This should have been made compulsory a long time ago to en-sure produce in the market did not exceed permissible levels of chemical residue.
Currently, Tan said about 20,000 farmers in the country could produce 900,000 tonnes of vegetables annually, of which 20% was expor-ted to Singapore.
Fomca secretary-general Muhammad Sha’ani Abdullah said the 3P policy was a good way to educate farmers to use the right chemical and right dosage of pesticides.
However, the Federation of Vegetable Sellers Association Malaysia president, Soo Cheng Kee, saw the 3P policy as being ineffective in addressing the chemical residue problem if nothing is done to educate the farmers.
He suggested that the Govern-ment enhance education on pesticide usage.
He said the authorities should do prevention work at farms, not at wholesalers’ or retailers’ stalls.

拉美士廣場‧獲撥款增建運動設施
(柔佛‧昔加末2日訊)房屋及地方政府部將撥出6萬令吉款項,作為增建拉美士廣場的運動設施用途。
拉美士區國會議員蔡智勇表示,當地居民在去年初向他提議在廣場內建設運動設施。因此,在房地部的協助下,已撥出3萬令吉建設器材用途,該項工程已在年底完成。
他在今日中午巡視該廣場後,向媒体指出,基於有關設備仍然不足夠,該部門在第十大馬計划中,再撥出6萬令吉,增加廣場內的提体育設施。
他希望居民能善用上述的基本設備,打造身体健康的生活,切勿進行破坏。

Faster way to detect meat bacteria
SERDANG: It will take less than 30 minutes to detect bacteria in raw meat that cause food poisoning using a newly devised kit.
The Immuno Dot-Blot Strip Kit was developed by Malaysian Agricultural Research and Development Institute (Mardi) to detect the Salmonella bacteria.
Deputy Agriculture and Agro-based Industries Minister Chua Tee Yong said the discovery would promote a better quality of food products in Malaysia.
“Compared to previous detection methods, the kit does not require skilled operator or any special equipment.
“Food importers, food testing laboratory, research institution as well as the public should take advantage of this new technology,” he said after visiting Mardi yesterday.
The kit can be used to detect contamination and the presence of Salmonella in a variety of food products, especially in poultry and meat products.
Salmonella poisoning are commonly referred to as food poisoning. Although the effect is usually a mild disease, the nausea, vomiting, and diarrhoea can lead to dehydration and even death.
Chua also said that Mardi was working on a similar kit to detect pesticides in vegetables.
He added that the products were still under commercialisation stage and would be available to the public from next year.
“The ministry will monitor the quality of meat products imported into the country to ensure that they meet the standard requirements set by the ministry.
“Although the Islamic Development Department had approved the import of meats from New Zealand which adhered to our halal specifications, we will continue to inspect the meat products,” he said.

(吉隆坡31日訊)農業及農基工業副部長蔡智勇指出,有一些不負責任的公司,試圖混水摸魚,冒充現有獲該部批准的農藥品牌,欺騙菜農使用。
他說,該部除了要確保菜農沒使用過量農藥,也要面對非法農藥的問題。
他說,國內所有菜農使用的農藥,一定要獲該部批准,那些未獲該部批准的農藥,被禁止使用。
他向《中國報》指出,一些較有規模的公司已察覺問題所在,主動提供熱線讓菜農直接致電查詢,以辨別真偽。
“菜農使用過量或超標農藥情況,逐年減少,但如要100%杜絕這問題,則有一定難度,因為很多農民都不瞭解,甚至不懂得分辨。”
“該部將與私人界及非政府組織配合,確保農民瞭解非法農藥或過量使用,會對人類造成傷害。”
他說,一些公司售賣農藥產品時,也會為菜農提供培訓服務,確保菜農成為他們的長期客戶。
他說,國人可通過農基部網頁查詢該部所批准的農藥,該部網址是 www.moa.gov.my。

He said 3P stands for Pengedaran (distribution), Pembungkusan (packaging) and Pelabelan (labelling), and such a system, when in place, would enable the ministry to withdraw any polluted products from the market immediately.
Those found guilty of providing or selling greens which exceed permissible levels would face a maximum fine of RM30,000 or be jailed for up to five years, Chua told a press conference here yesterday.
The majority of greens in the market are from conventional farms, and the rest are either categorised as greens from farms with good farming practices and comes with the department’s SALM (sistem amalan ladang baik Malaysia) certification or organic greens from farms with the SOM (sistem organik Malaysia) certification.
Chua had on Dec 15 said it was compulsory for organic vegetables to carry the ministry’s SOM logo effective tomorrow.
Chua also announced the results of checks on SALM and SOM certified vegetables which he had bought from a supermarket in Bangsar, Kuala Lumpur on Dec 15 for testing.
The CS2 residue from the SALM certified salad is 0.61mg/kg against its maximum residue limit (MRL) of 10mg/kg.
The CS2 residue from SOM certified sawi was 0.02mg/kg against its MRL of 0.5mg/kg.
In Labis, Johor, Chua said the government has always been sensitive towards the needs of residents.
He said this before handing over RM42,000 to over 84 families in Ladang Voules whose houses were damaged in a recent storm.
“I have visited this area several times and have also handed out monetary aid on previous occasions.
“This was before we knew of the coming by-election and we are not handing out aid for political backing but are just trying to help,” said Chua, who is also Labis MP.
The victims included 11 families from Kg Contoh, seven from Pekan Tenang, three from Sawah Padi, one from Kg Merah and 69 families from Ladang Voules.

副農長:從超市抽取3樣本‧1蔬菜農藥‧殘餘超標
(布城30日訊)農業及農基工業部副部長蔡智勇兩周前從市內一間超級市場抽取3種蔬菜樣本,經過化驗後發現到3種蔬菜樣本中有1種蔬菜含有超標農葯殘余。
根據化驗,農葯殘餘超標的是富貴菜樣本,其中四氯異苯(Chlorothalonil)被驗出含有2.24mg/kg,竟比最高殘餘限制標準(Maximum Residue Limit)0.01mg/kg超標200%。另兩樣生菜和菜心的農葯殘餘則沒有超標。
蔡智勇是於12月15日;前往隆市一間超市巡視和取回三種不同蔬菜樣本進行化驗。
他今日召開新聞發佈公佈化驗結果時指出,3個樣本中,有獲得SALM和SOM認證的蔬菜的農藥(二硫化碳CS2和四氯異苯CHLOROTHALONIL)殘余含量都沒有超標,而沒有獲得認證的蔬菜則被發現農葯殘余超標。
農民應參與SALM和SOM認證
因此,他鼓勵大馬農民參與馬來西亞良好農耕鑑定計劃(SALM)和馬來西亞有機計劃(SOM)認證,因為通過這兩項認證生產的蔬菜水果證明不含超標農葯殘余。
蔡智勇也表示,農民申請SALM和SOM認證也可方便該部在發現農產品有問題時,展開追溯行動。
他強調,到目前為止,除了供出口蔬果外,供國內市場的大部份蔬果都沒有列明出處等資料,缺乏一個可追溯來源的系統。
因此他說,該部從明年起推行3P條例(農產品分等級、包裝和標簽),目的就是為了製造一個可追溯系統,目前許多國家都已實行這種條例,此追溯系統可確保消費人享有安全食品。
從明年起
有機蔬果須SOM認證
蔡智勇也提醒國內有機蔬果業者,從明年起,沒有取得該部發出SOM認證的蔬果不能再貼上有機(organic)字眼,這可確保消費人購買到真正的有機蔬果。
他說,若蔬果貼上SALM或SOM標簽,人們就可以輕易追溯蔬果的來源,包括是進口貨還是本地生產,以及生產自那裡等資料。
他舉例這一次檢驗的三種蔬菜中,未獲認證的菜被發現含有過量農葯,可是該部卻無法追溯來源。
蔡智勇說,該部會到超市和巴剎等進行更多檢驗工作,並鼓勵消費人購買安全食品。
申請SALM認證
農地每半年須檢驗
詢及如何保證消費人購買到貨真價實的認證食品,蔡智勇說,消費人應查看標簽,申請SALM認證者可獲得一個號碼,部門也會每6個月到農地檢驗,農民必須每月呈報生產量和銷售量,以控制假冒的現象。
他指出,每6個月的化驗費用約4000令吉(不包括人工)是由該部承擔,因此該部花在每個申請者的化驗費一年高達8000令吉。
282段農地獲SALM
他說,申請SALM認證的農民可使用農葯和化學劑,但不可超標,而SOM認證則全面禁用農葯和化學劑。
他透露,目前全國種植蔬菜和水果的農地有32萬公頃,其中有282段農地已申請到SALM,42個農地申請到SOM,大部份農民是為了要將蔬果出口到外國才申請SALM。
蔡智勇說,該部還在探討是否強制農民申請上述兩項認證,同時會給時間農民做出適應。
詢及目前國人所吃的蔬果的安全性是否都不獲保障,蔡智勇說,目前該部只是偶爾抽樣檢驗菜農,但由於沒有標簽,所以是無法追溯來源。
三種蔬菜化驗結果
1.生菜(獲得SALM認證)的二硫化碳含量是0.61mg/kg(最高殘留限制標準MRL是10mg/kg)
2.菜心(獲得SOM認證)的二硫化碳含量是0.02mg/kg(的最高殘留限制標準MRL是0.5mg/kg)
3.富貴菜/帝王菜(未獲認證農場),二硫化碳含量是5.58mg/kg,四氯異苯含量是2.24mg/kg(四氯異苯的最高殘留限制標準是0.01mg/kg)
超標農葯可能引起的疾病:
二硫化碳中毒可引起的疾病:暈、頭痛、失眠、多夢、乏力、記憶力減退、重者腦水腫、出現興奮、昏迷、可因呼吸中樞痲痺死亡。慢性中毒主要損害神經和心血管系統。
四氯異苯為低毒殺蟲劑,可引起的疾病如:濕疹、接觸性皮膚炎、或眼睛的過敏、癢、腫。由於可快速代謝,也可從尿液排出毒素,因飲食對人體造成的傷害風險极低。
